Borough of Greenville Council Minutes 09.09.08 MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Tuesday, September 9, 2008 at 6:30pm 1. Call to Order Council President Longiotti called the meeting to order at 6:30pm. 2. Invocation: Dr. Aland Smith, Hillside Presbyterian Church Pledge of Allegiance 3. Public Comments/Public Participation None. 5. Approval of Minutes Motion by Councilor Urey, seconded by Councilor Peden, that the minutes of the August 12, 2008 regular meeting and the September 4, 2008 special meeting be approved as written. Motion carried. 6. Budget Report Mr. Eggleston gave an overview of the budget report. Motion by Councilor Henderson, seconded by Councilor Auchter, to approve the budget report. Motion carried. Mayor’s items Mayor Miller requested an executive session following the meeting to discuss issues with the vacating of a portion of Fessler Place alley and the proposed new post office in Greenville. 8. Council reports A. Police report for August 2008 B. Fire Chief report for June, July, August 2008 C. Treasurer’s report for August 2008 D. Public Works report for July and August 2008 E. GALSA agenda for September meeting Motion by Councilor Mueller, seconded by Councilor Urey, to accept the monthly reports as presented. Motion carried. 9. Reports from Council Committees Councilor Peden reported twelve applications were received for the open position of part time fire fighter and nine candidates were given the civil service test last Monday evening. Test results should be received Friday or Monday. The civil service committee is working on bringing the borough’s testing procedures up to date. One suggestion from consultant Bill Gamble is redesigning the testing to produce a separate test for police and fire fighter. Councilor Henderson reports the junior councilor program is on hold for September and hopes to have some candidates for the October council meetings. He also announced the 2009 Relay for Life will be held in Riverside Park. Council President Longiotti noted Mercer County Council of Governments and Regional Planning Commission meetings are resuming for fall. He reminded council of the Mercer County Borough Association fall meeting on September 25, 2008, reservations due in the borough office by September 18. 10. UNFINISHED BUSINESS A. Motion by Councilor Auchter, seconded by Councilor Mueller, to approve the 2007 Borough Audit prepared by Paparone, Stillwaggon and McGill. Councilor Mueller suggested requesting the audit draft no later than March 2009 for the 2008 fiscal year. Motion carried. 11. NEW BUSINESS A. Motion by Councilor Urey, seconded by Councilor Auchter, to approve Per Capita exonerations from the Greenville Tax Office in the amount of $15.00. Motion carried. B. Motion by Councilor Henderson, seconded by Councilor Mueller, to install a floor in the new salt dome using funds from the Road and Parking Lot Improve- ments Fund Balance and award the low bid of $9,970 to J & T Paving. Motion by Councilor Mueller, seconded by Councilor Auchter, to discard old tax collector records in accordance with applicable law. Motion carried. D. Motion by Councilor Shipley, seconded by Councilor Peden, to approve the resignation of Christopher Edison, volunteer fire fighter. Motion carried. E. Motion by Councilor Urey, seconded by Councilor Mueller, to approve the Minimum Municipal Obligations for 2009 to the pension plans as presented in the memos submitted by Borough Treasurer Tracey Vale. Motion carried. F. Motion by Councilor Henderson, seconded by Councilor Urey, to accept the recommendation from the Street Committee to approve three change orders related to Streetscape Phase II from S.E.T. Motion carried. G. Motion by Councilor Auchter, seconded by Councilor Mueller, to authorize the Borough Manager and Borough Solicitor to sign the DEP Consent Assessment regarding late receipt of annual report. Motion carried. H. Motion by Councilor Shipley, seconded by Councilor Auchter, to accept the recommendation from the Personnel Committee to hire Don Patterson as part time code enforcement/zoning officer, setting wages at $14.50/hour and a maximum of 32 hours per week with a start date of Monday, September 15, 2008. Motion carried. I. Motion by Councilor Urey, seconded by Councilor Auchter, for a first and final reading of Ordinance 1481 adopting the revision to the December 27, 2002 ACT 47 Recovery plan prepared by Dr. Mary Jane Hirt. Motion carried. J. Motion by Councilor Urey, seconded by Councilor Auchter, to enact Ordinance 1481 adopting the revision to the December 27, 2002 ACT 47 Recovery plan prepared by Dr. Mary Jane Hirt. Councilor Shipley commended council for the good job at the retreat in August, stating the time spent was worthwhile. Motion carried. K. Motion by Councilor Henderson, seconded by Councilor Urey, to approve the grant offer for municipal airport improvement to their fuel facility. Motion carried. L. Motion by Councilor Shipley, seconded by Councilor Henderson, to accept the recommendation from the Personnel Committee for approval of a three year collective bargaining agreement with the GWSPOA for years 2009-2011. Mr. Eggleston reviewed details of the agreement, noting a 3% raise per year for officers. Councilor Shipley praised the police collective bargaining team and their attitude of compromise during negotiations. Motion carried. M. Motion by Councilor Shipley, seconded by Councilor Auchter, to accept the recommendation from the Finance Committee for approval of a three year contract with West Salem Township for police protection. Motion carried. Page 3 of 5 Borough of Greenville Council Minutes 09.09.08 12. Council Comments Councilor Auchter noted that budget time is here. A meeting is scheduled with the finance committee and department heads Thursday evening. Councilor Henderson requested council give serious consideration to the offer of hanging baskets on the light poles in the downtown area. A nearby borough has had baskets for years and they do enhance the business district. Councilor Henderson also asked council to consider amending the no open containers ordinance (original ordinance 1053, amended with ordinance 1198) to allow special groups to offer alcohol at fund raisers and/or special occasions. Council President Longiotti appointed Councilor Urey to serve on this subcommittee. President Longiotti applauded the police collective bargaining team and is pleased with the new police contract. He looks forward to successful negotiations with the fire and public works departments. 13. Borough Manager’s Comments Mr. Eggleston reported road salt prices have risen since last year. Our yearly bid is completed through the COSTAR program and some boroughs have also requested bids on their own with little success. Mr. Eggleston requested council take a look at the process. UPMC Horizon Community Health Foundation has announced a fall fundraiser at the Corinthian in Hermitage. Information is available in the borough office. 14.
