Borough of Greenville Council Minutes 02.10.09 MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Tuesday, February 10, 2009 at 6:30pm 1. Call to Order Council President Longiotti called the public hearing to order at 6:30pm. 2. Moment of Silence In memory of Robert Keys, Greenville Police (retired) and Frank Stearns, Public Servant 3. Invocation: Rev. Glenn Sadler, St. Paul Homes Pledge of Allegiance 4. Roll Call: Pete Longiotti, Council President Pamela S. Auchter, Vice President David P. Henderson, Councilor Henry M. Mueller, Councilor Alfred L. Peden, Councilor Brian W. Shipley, Councilor Jasson W. Urey, Councilor Richard H. Miller, Mayor Also present: Department Heads: Joe Joseph, Borough Solicitor Dennis Stephens, Chief of Police Ryan T. Eggleston, Borough Manager Steve Thompson, Fire Chief Paul Boyer, Public Works Mike Cadman Tracey Vale, Treasurer Anthony D’Alfonso Tom D’Alfonso Media: Vince Marini Caleb Stright, Record-Argus John McDonald Monica Pryts, Herald Diana Miller Stephanie Williams 5. Public Hearing Council President Longiotti announced a public hearing to discuss Resolution 2009-02 that approves the place to place and person to person transfer of Pennsylvania Restaurant Liquor License R-05773, LID # 37170, from the City of Hermitage to the Borough of Greenville. Mr. Marini presented a petition opposing the transfer. On file. The public hearing adjourned at 6:38pm. 6. Public Comments None. 7. Approval of Minutes Motion by Councilor Henderson, seconded by Councilor Urey, that the minutes of the January 13, 2009 meeting be approved as written. Motion carried. 8. Budget Report Mr. Eggleston gave an overview of the budget report. Motion by Councilor Urey, seconded by Councilor Henderson, to approve the budget report. Motion carried. 9. Mayor’s items Mayor Miller announced a One-Night School on running for local office. On file. Mayor Miller also commented on the current economy. 1 Borough of Greenville Council Minutes 02.10.09 10. Council reports A. Treasurer’s report for January 2009 B. Fire report for January 2009 C. Public Works report for January 2009 D. Code/Zoning Officer report for January 2009 E. GALSA agenda for the February meeting Motion by Councilor Mueller, seconded by Councilor Henderson, to accept the monthly reports as presented. Motion carried. 11. Reports from Council Committees Councilor Auchter reported the Code Enforcement Committee is meeting February 24 at 5:00pm. Councilor Henderson reported on the GALSA meeting. Councilor Longiotti reported on the last Mercer County Regional Planning Commission meeting. He also reported Greenville is #1 on the list for the economic stimulus package. 12. UNFINISHED BUSINESS A. The borough is accepting applications for two seats to be filled on the Zoning Hearing Board for a 3 year term which meets as needed, the Code Appeals Board for a 5 year term which meets as needed and the Horizon Hospital Board which meets twice yearly. 13. NEW BUSINESS A. There are no Per Capita exonerations from the Greenville Tax office. B. Motion by Councilor Henderson, seconded by Councilor Urey, to authorize execution of two easements for necessary storm sewer repairs near Leet and Wilbur Avenue. Motion carried. C. Motion by Councilor Mueller, seconded by Councilor Auchter, to accept the recommendation from the Street Committee to submit the Public Works Garage Project to the UCC inspection agency. Motion carried. D. Motion by Councilor Shipley, seconded by Councilor Mueller, to authorize the Council President to execute the Agreement between the Borough of Greenville and RBS Consultants for engineering services for the Fuel Facility Project at Greenville Municipal Airport. (Legal File #1226) Motion carried. E. Motion by Councilor Shipley, seconded by Councilor Auchter, to accept the recommendation from the Street Committee to approve Scheme A and Scheme D of the garden proposals for construction by the Western Pennsylvania Conservancy Group. Motion carried. F. Motion by Councilor Shipley, seconded by Councilor Urey, to accept the recommendation from the Street Committee to advertise bids for the Eagle Street Construction Project. Motion carried. G. Motion by Councilor Shipley, seconded by Councilor Urey, to accept the recommendation from the Personnel Committee regarding part time hiring in the Greenville Fire Department. Motion carried. H. Motion by Councilor Shipley, seconded by Councilor Auchter, to submit the list of projects complied (deleting the backhoe) by the Borough Manager to Mercer County Regional Planning Commission regarding economic stimulus funding. Motion carried. I. There was discussion about the Public Hearing regarding Compadres Grill Inc. request for a liquor license transfer. Motion by Councilor Henderson, seconded by Councilor Shipley, to enact Resolution 2009-02 approving the place to place and person to person transfer of Pennsylvania Restaurant Liquor License R- 05773, LID #37170, from the City of Hermitage to the Borough of Greenville. 2 Borough of Greenville Council Minutes 02.10.09 A roll call vote was taken: Councilor Longiotti No Councilor Auchter Yes Councilor Henderson Yes Councilor Mueller Yes Councilor Peden Yes Councilor Shipley Yes Councilor Urey No Motion carried by a vote of 5-2. 14. Council Comments Councilor Henderson commented on the Amphitheatre in Riverside Park. Councilor Mueller inquired about the status of the new post office. Council President Longiotti encouraged council to enforce existing ordinances for landlords to register tenants living in the Borough. 15. Borough Manager’s Comments None. 16. Motion carried. 17. Adjournment Having no other business before council, motion by Councilor Auchter, seconded by Councilor Henderson, to adjourn the meeting at 7:15pm. Motion carried.
