Borough of Greenville Council Minutes 08.10.10 MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Tuesday, August 10, 2010 at 6:30 p.m. 1. Call to Order Council President Shipley called the meeting to order at 6:32 p.m. 2. Invocation: Dr. Aland Smith, Hillside Presbyterian Church Flag Salute 3. Roll Call: Brian W. Public Comments/Public Participation Mrs. Arenas, Shenango Valley YMCA, gave a power point presentation on the results of program surveys. On file. 5. Approval of Minutes Motion by Councilor Urey, seconded by Councilor Jones, that the minutes of the July 13, 2010 regular meeting be approved as written. Motion carried. 6. Budget Report Motion by Councilor Auchter, seconded by Councilor Peden, to approve the budget report. Motion carried. 7. Motion carried. 8. Mayor’s items Mayor Candela requested a copy of the mayor’s job description. Council President Shipley replied it is stated in the borough code. The mayor received a suggestion to begin a crime watch. Chief Stephens said a meeting was held last year and one person attended. Mayor Candela was dismayed that just 330 YMCA program surveys were completed by residents, saying it was alarming, apathetic and hard to get a handle on things. The mayor has issued seven proclamations, two awards and on July 13th presided at a wedding. 9. Council reports A. Treasurer’s report for July 2010 B. Police report for July 2010 C. Fire report for July 2010 D. Public Works report for July 2010 E. Code /Zoning report for July 2010 F. Borough Secretary report for July 2010 Motion by Councilor Urey, seconded by Councilor Peden, to accept the monthly reports as presented. Motion carried. 10. Reports from Council Committees Councilor Jones reported there was no library meeting in July. He attended the Mercer County Regional Planning Commission annual picnic on July 27th. Strayhaven’s yard sale was successful. The Farmer’s Market vendors and customers are split on liking the new hours on Wednesday. One of the vendors suggested publishing a newsletter. It is available on the borough website, Record-Argus, Chamber of Commerce, Greenville Water and Greenville Library in the future. The market’s logo is “Homegrown or Homemade”. Anthony D’Alfonso reported the Canal Museum board met on July 27th and still has two vacancies. A total of 253 visitors toured the museum during Heritage Day. A reorganization suggestion sheet was distributed. Councilor Auchter reported a Code Committee meeting will be scheduled before the September council meeting. Councilor D’Alfonso reported the next meeting of the Greenville Water Authority Board is tomorrow at 5:30p and the public always welcome. The million gallon water tank is currently being installed. The Railroad Park board meeting had 20-25 attendees. Their 25th anniversary celebration is Saturday, August 21st at 1:00p. Councilor Urey attended the Airport Commission meeting and reported the farming contract was discussed, but there are no major issues. 11. Unfinished Business A. Motion by Councilor Urey, seconded by Councilor Auchter, for a first and final reading of Ordinance 1495 for additional clause on sewer lateral inspections limiting compliance certificate to one year. Motion carried. Mr. Andrejchak read Ordinance 1495. B. Motion by Councilor Urey, seconded by Councilor Peden, to enact Ordinance 1495 for additional clause on sewer lateral inspections limiting compliance certificate to one year. Motion carried unanimously. C. Motion by Councilor Peden, seconded by Councilor Auchter, to approve change order on Canal Museum roof for sheathing. Motion carried. D. Motion by Councilor Jones, seconded by Councilor Auchter, to authorize Shenango Valley YMCA to administer the remaining GALSA funds in 2 Borough of Greenville Council Minutes 08.10.10 accordance with the management agreement. Mrs. Arenas assured council they will receive monthly financial reports on funding. Motion carried. 12. New Business A. Motion by Councilor Urey, seconded by Councilor Auchter, to accept the Tax Collector’s report of 42 Per Capita additions and one (1) exoneration in the amount of $5.00 from the Greenville Tax office. Motion carried. B. Motion by Councilor Urey, seconded by Councilor Auchter, for a first and final reading of Ordinance 1496 for increase on sewer rates. Motion carried. Mr. Andrejchak read Ordinance 1496. C. Motion by Councilor Urey, seconded by Councilor Auchter, to enact Ordinance 1496 for increase on sewer rates. Motion carried. D. Motion by Councilor Jones, seconded by Councilor Auchter, to accept the recommendation from Street Committee to install and maintain a bicycle rack in Talisman Alley purchased by Fresh Grounds for customer use. Motion carried. E. Motion by Councilor Auchter, seconded by Councilor Urey, to approve an emergency repair to municipal building roof for $2,875.00. Motion carried. F. Motion by Councilor Auchter, seconded by Councilor Urey, to approve request from Pymatuning Township to participate in a feasibility study for a regional police department at no initial costs to the borough. Motion carried 5-1, with Councilor D’Alfonso casting the negative vote. 13. Council Comments Council President Shipley informed council the Women’s Action Group sign honoring flower garden sponsors has been referred to the Street Committee. Councilor Jones announced Anthony D’Alfonso will be installed as a junior councilor at the September council meeting. Councilor Jones said he is pleased with the job the YMCA is doing and also with the new borough manager. 14. Borough Manager Comments Mr. Andrejchak reported First Baptist Church is sponsoring a classic car cruise on Saturday, August 28th from 2-6. Thiel College announced their 2010 Homecoming Parade on Saturday, September 18th beginning at 11:30a. Mr. Andrejchak is pleased with the proactive approach to recreation in Greenville. 15. Adjournment to Executive Session Having no other business before council, motion by Councilor Auchter, seconded by Councilor Jones, to adjourn the meeting at 7:17p.m. Motion carried. 16. Return to Public Meeting Motion by Councilor Urey, seconded by Councilor Jones, to return to public meeting at 8:30p.m. A draft of the Trinity Public Involvement Plan was discussed.
