Call to Order Council President Shipley called the meeting to order at 6:30 p.m. 2. Invocation: Rev. Kent Bell, Bethel Life Worship Center Flag Salute 3. Roll Call: Brian W. Public Comments/Public Participation Glenn Brakeman, 350 Main Street, addressed council on the 2010 recreation survey distributed by the Shenango Valley YMCA. Mr. Brakeman believes folks residing in Greenville do not want persons from the Shenango Valley running recreation for them. He challenged residents of Hempfield, Sugar Grove, West Salem, Reynolds and Greenville to donate a minimum of $500 to recreation, or a dozen people donate $1,000 along with Mr. Brakeman for a baker’s dozen. He urged the community to take care of themselves. Mr. Brakeman revealed he taught for 14 years in the valley and believes he was “not worthy” there because he grew up in Greenville. He asked if the YMCA will eventually purchase the local recreation center. Council President Shipley responded the building will always be a borough property and there is no plan for purchase. Mr. Brakeman requested more details on the agreement between the borough and the YMCA. 5. Approval of Minutes Motion by Councilor Urey, seconded by Councilor May, that the minutes of the September 14, 2010 regular meeting be approved as written. Motion carried. 6. Budget Report Mr. Andrejchak gave an overview of current finances. A spending freeze is in effect until the end of the fiscal year. Mr. Andrejchak has been examining revenue and expenditures 1 Borough of Greenville Council Minutes 10.12.10 with the Borough Treasurer and said review helps to prepare the budget. Motion by Councilor Urey, seconded by Councilor Auchter, to approve the budget report. Motion carried. 7. Bills for Approval Payroll $112,137.35 Administration/Buildings 4,808.60 Douglas and Joseph 1,250.00 Police 5,811.81 Fire 4,737.14 Code, Zoning & COG Department 22,600.10 Streets/Public Works 22,635.02 Airport 2,143.66 Park 2,239.79 2010 MMO 144,449.00 2010 Volunteer Fire Relief 12,011.76 Sewer System Operating Fund 17,574.14 Total $352,398.37 Councilor Jones requests the previous month’s totals be included on the list above to make comparisons. Council President Shipley replied those figures are included in the monthly Treasurer’s report and he would speak to the Treasurer. Motion by Councilor Peden, seconded by Councilor D’Alfonso, that the bills be paid as presented. Motion carried. 8. Mayor’s items Mayor Candela presented Greenville Fire Fighter Lieutenant Richard Craig with a plaque commemorating 15 years of service to the borough. 9. Council reports A. Treasurer’s report for September 2010 B. Police report for September 2010 C. Fire report for September 2010 D. Public Works report for September 2010 E. Code/Zoning report for September 2010 F. Borough Secretary report for September 2010 Motion by Councilor May, seconded by Councilor D’Alfonso, to accept the monthly reports as presented. Motion carried. 10. Reports from Council Committees Councilor Jones reported Greenville’s Farm Market had their best year ever in sales, due to the nice weather, new hours on Wednesday and extending the market to include April and November. He hopes to continue the newsletter in 2011. The only change for next year is to consider making November farm market permits half price due to weather. Councilor Jones attended Strayhaven’s monthly meeting and reported the total number of animals at the facility and adoption prices. Councilor Jones encouraged council to promote the Junior Councilor Program to interested sophomores for next year. Mr. Andrejchak announced the Chamber of Commerce has scheduled a “Downtown Trick or Treat” on Saturday, October 30th from 2-4 immediately following the Halloween Parade. Councilor D’Alfonso reported Greenville Railroad Park had 400 visitors in September and over 4,200 in 2009. He invited council to attend tomorrow’s Greenville Water Authority meeting at 5:30 at their facility on Clinton Street. Councilor Urey attended the September Airport Commission meeting. Plowing and planting under the farming contract started on unused land around the airport. Councilor Urey also attended the Greenville Planning Commission meeting on October 1st. The 2 Borough of Greenville Council Minutes 10.12.10 storm water runoff study was accepted by the county and the FEMA Flood Plan will require an updated ordinance. Council President Shipley stated he has been in contact with Mercer County Council of Governments and anticipates no major changes in the lock up agreement for 2011. Junior Councilor Anthony attended the Greenville Public Library meeting and said they are expanding the young adults section. The Greenville Canal Museum has joined YMCA and is revising their by-laws. 11. Unfinished Business A. Motion by Councilor Jones, seconded by Councilor Urey, to set trick or treat hours on Saturday, October 30, 2010 from 4:00pm to 6:00pm. Motion carried. B. Motion by Councilor Urey, seconded by Councilor May, to renew the Waste Management contract for an additional year with the same terms and conditions. Motion carried. C. Motion by Councilor Urey, seconded by Councilor May, to accept the bid of $711.01 received for the fire chief car. Motion carried. D. Motion by Councilor Jones, seconded by Councilor Urey, to accept the bid of $810.00 received for the 1989 Ford F-450 dump truck. Motion carried. E. Motion by Councilor Peden, seconded by Councilor Auchter, to accept the recommendation from Premier Power Solutions for First Energy to provide electricity to borough owned properties for 2-1/2 years effective October 1, 2010. Motion carried. 12. New Business A. Motion by Councilor May, seconded by Councilor Urey, to accept the Tax Collector’s report of 0 Per Capita additions and four (4) exonerations in the amount of $20.00 from the Greenville Tax office. Motion carried. B. Motion by Councilor May, seconded by Councilor Peden, to advertise a public meeting at 6:30pm to present the 2011 proposed budget, followed by a public meeting at 7:30pm to discuss Greenville Memorial Swimming Pool on Thursday, October 28, 2010. The pool meeting will be held in an alternate location to accommodate a large amount of people. Motion carried. C. Motion by Councilor Auchter, seconded by Councilor May, to authorize the Borough Manager to sign the notice to proceed with housing rehabilitation project for 30 Plum Street. Motion carried. D. Motion by Councilor Peden, seconded by Councilor May, to accept the recommendation from Chief Thompson to approve the application from Tiffany John for volunteer firefighter. Motion carried. E. Motion by Councilor Jones, seconded by Councilor Urey, to accept the recommendation from Mercer County Regional Planning Commission to approve membership for Lackawannock Township. Motion carried. 13. Council Comments Councilor Jones suggested council look at all income and expenses in favor of getting all larger checking balances transferred into a high yield interest bearing savings account. Councilors May and Urey congratulated Lt. Craig on completing 15 years of service to the borough. Councilor Peden thanked Mr. Brakeman for his comments. The $60,000 required yearly to administer recreation in Greenville forces council into a difficult situation and financially the borough can’t do it. 3 Borough of Greenville Council Minutes 10.12.10 Mayor Candela added his congratulations to Lt. Craig, remarking it’s good to have people like him on board. The code officer has cited the same property owners 3 or 4 times already and again today. Some owners know how to “play the game” and avoid repairs. Mayor Candela suggested getting some meat into violations and enacting stronger fines. Junior Councilor Anthony commented it appears council is moving forward on the assumption the YMCA will be here after this year. 14. Borough Manager Comments None. 15.
