Borough of Greenville Council Minutes 12.14.10 BOROUGH OF GREENVILLE www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Tuesday, December 14, 2010 at 6:30 p.m. 1. Call to Order Council President Shipley called the meeting to order at 6:33 p.m. 2. Invocation: Rev. David Dobi, First Presbyterian Church Flag Salute 3. Roll Call: Brian W. Shipley, Council President Pamela S. Auchter, Council Vice President Thomas D’Alfonso Jr., Councilor - absent Theodore Jones, Councilor Stephen May, Councilor Alfred L. Peden, Councilor - excused Jasson W. Urey, Councilor Anthony D’Alfonso, Junior Councilor Peter A. Candela, Mayor Scott J. Andrejchak, Borough Manager Joe Joseph, Solicitor - absent Also present: Staff: Frank Vanderslice, Tax Collector Steve Thompson, Fire Chief John McDonald Scott Graubard, Public Services Director Nancy Little, Borough Secretary Media: Caleb Stright, Record-Argus 4. Public Comments/Public Participation None. 5. Approval of Minutes Motion by Councilor Urey, seconded by Councilor May, that the November 9, 2010 regular meeting and November 18, 2010 special meeting minutes be approved as written. Motion carried. 6. Budget Report 1 Borough of Greenville Council Minutes 12.14.10 Motion by Councilor Auchter, seconded by Councilor Urey, to approve the budget report. Motion carried. 7. Bills for Approval Payroll $115,526.92 Administration/Buildings 10,414.41 Tax Expense 599.98 Douglas and Joseph 1,301.50 Police 17,738.79 Fire 10,706.60 Code, Zoning & COG Department 1,271.10 Streets/Public Works 44,766.10 Airport 2,375.65 Park 3,037.63 Sewer System Operating Fund 28,387.18 Total $236,125.86 Junior Councilor Anthony asked about the additional payment to the solicitor billing (prothonotary fees to petition the courts for the EIT hearing). Motion by Councilor Auchter, seconded by Councilor May, that the bills be paid as presented. Motion carried. 8. Mayor’s items Mayor Candela reported the Christmas Parade had a good turnout. He complimented the Street Department on the downtown decorations and their work on the current snowstorm. Mayor Candela also thanked the police and fire departments for their efforts to provide public safety. 9. Council reports A. Treasurer’s report for November 2010 B. Police reports for October & November 2010 C. Fire report for November 2010 D. Public Works reports for October & November 2010 E. Code/Zoning report for November 2010 F. Borough Secretary report for November 2010 Motion by Councilor Urey, seconded by Councilor Auchter, to accept the monthly reports as presented. Motion carried. 10. Reports from Council Committees Councilor Jones evaluated the 2010 Farm Market and suggests if a vendor purchases an October permit that November be included as a bonus for free up to November 15. Councilor Jones is preparing an article for the Borough News magazine on Junior Councilor Anthony. The program can be expanded to include freshmen and sophomores and non-residents living close to the borough could be considered. 2 Borough of Greenville Council Minutes 12.14.10 Councilor Auchter reported the Sanitary Authority has entered into an arbitration dispute with West Salem Municipal Authority on sewer fees. Junior Councilor Anthony reported the Canal Museum is still looking for three board members. The Railroad Park is recruiting new members until December 31st. Councilor Urey said the current airport project on obstruction removal is on tonight’s agenda. 11. Unfinished Business A. Motion by Councilor Jones, seconded by Councilor May, to appoint Lucia D’Alfonso to the Civil Service Commission for the unexpired term. Motion carried. B. Motion by Councilor Urey, seconded by Councilor Auchter, to accept the recommendation of the Personnel Committee to appoint Donald Shaw to the Greenville Water Authority board for a 5 year term. Mayor Candela asked how the Personnel Committee chose this candidate and recommended appointing Mrs. Eustey now and when the term is up consider Mr. Shaw. Council President Shipley replied Mr. Shaw has attended several water board meetings and has demonstrated on the Sanitary Authority board he is unafraid to ask the hard questions. It will also benefit the borough to have one person on both boards. Motion carried. C. Motion by Councilor Urey, seconded by Councilor Jones, to re-appoint Lisa Holm to the Greenville Planning Commission for a 4 year term. Motion carried. D. Motion by Councilor Auchter, seconded by Councilor May, to re-appoint Thea Arai to the Zoning Hearing Board for a 3 year term. Motion carried. E. Motion by Councilor May, seconded by Councilor Urey, awarding bid of $611.51 for 2000 Crown Victoria. Motion carried. F. Motion by Councilor Urey, seconded by Councilor Auchter, for a first and final reading of Ordinance 1497 amending street openings. Motion carried. Mr. Andrejchak read Ordinance 1497. G. Motion by Councilor Urey, seconded by Council Auchter, to enact Ordinance 1497 amending street openings. A roll call vote was taken: Councilor Jones Yes Councilor May Yes Councilor Auchter Yes Councilor Urey Yes Council President Shipley Yes The vote was unanimous, 5-0. Motion carried. 3 Borough of Greenville Council Minutes 12.14.10 H. Motion by Councilor Urey, seconded by Councilor May, for a first and final reading of Ordinance 1498 establishing the 2011 General Purposes Tax Rate. Motion carried. Mr. Andrejchak read Ordinance 1498. I. Motion by Councilor Urey, seconded by Councilor Auchter, to enact Ordinance 1498 establishing the 2011General Purposes Tax Rate. Councilor May noted the rate is the same as last year and did not increase. Motion carried. J. Motion by Councilor Auchter, seconded by Councilor May, for a first and final reading of Ordinance 1499 establishing the 2011 General Tax Rate of Indebtedness. Motion carried. Mr. Andrejchak read Ordinance 1499. K. Motion by Councilor Urey, seconded by Councilor Auchter, to enact Ordinance 1499 establishing the 2011 General Tax Rate for Indebtedness. Motion carried. L. Motion by Councilor Auchter, seconded by Councilor Urey, for a first and final reading of Ordinance 1500 establishing the 2011 Earned Income Tax Rate. Motion carried. Mr. Andrejchak read Ordinance 1500. M. Motion by Councilor Urey, seconded by Councilor May, to enact Ordinance 1500 establishing the 2011 Earned Income Tax Rate. Councilor Jones asked how much over the standard is our rate. Mr. Andrejchak replied about ½ of a percent. Motion carried. N. The Greenville Memorial Swimming Pool meeting scheduled for December 13th was cancelled due to the snow storm. Councilor May suggested January 10, 2011 at 7:00p at Greenville High School Lecture Hall for the public meeting and there was general consensus by council. 12. New Business A. Motion by Councilor Urey, seconded by Councilor Auchter, to accept the report from the Greenville Tax Collector of no Per Capita additions and 3 exonerations in the amount of $15.00 from the Greenville Tax office. Motion carried. B. Motion by Councilor Urey, seconded by Councilor Auchter, to advertise Ordinance 1501 to adjust sewer rental rates in conjunction with water rate increase commencing January 1, 2011. Councilor May asked how much the increase is. Council President Shipley responded 10%. Motion carried. C. Motion by Councilor Auchter, seconded by Councilor May, to renew agreement with Greenville Water Authority for sewer billing, with a $3,000 reduction. Motion carried. D. Motion by Councilor Auchter, seconded by Councilor Jones, to appoint Brian W. Shipley to the Shenango Valley Enterprise Zone open seat which expires June 30, 2012. Motion carried. 4 Borough of Greenville Council Minutes 12.14.10 E. Motion by Councilor Auchter, seconded by Councilor Jones, to approve the request to expand the Shenango Valley Enterprise Zone in Sharpsville. Motion carried. F. Motion by Councilor Urey, seconded by Councilor Auchter, to accept the recommendation from RBS Consultants to award the apparent low bid of $19,280.00 to Wayne Erdice Construction for Obstruction Removal Runway 15-33 at Greenville Municipal Airport. Councilor May asked about the frequency of this project at the airport. Councilor Urey replied it’s done about every 5 years and is on borough owned property only generally. Motion carried. G. Motion by Councilor Jones, seconded by Councilor May, to renew the agreement with Mercer County Bridge Department to inspect Lebanon Avenue Bridge. Motion carried. H. Motion by Councilor May, seconded by Councilor Auchter, to transfer balance of any and all monies in the general fund checking account over $350,000 (Internal Tan) as of the end of December to the capital fund account. Motion carried. I. Motion by Councilor May, seconded by Auchter, to enact Resolution 2010-11 on appointment of Tax Collection Committee delegates. Motion carried. J. Motion by Councilor May, seconded by Councilor Urey, to authorize submission of the PCC grant application for Riverside Park. Junior Councilor Anthony asked about the renovations to the interior of the recreation center. Council President Shipley replied they are removing walls in unused areas to expand a conference room. Junior Councilor Anthony said one of the rooms there is dedicated to an individual. Council President Shipley answered it would remain that way. Motion carried. K. Motion by Councilor Auchter, seconded by Councilor Urey, to renew agreement with Reeves Information Technologies for computer support services for 2011. Motion carried. L. Motion by Councilor May, seconded by Councilor Auchter, authorizing the Borough Council President to sign Paparone, Stillwaggon & McGill 2010 audit agreement. Motion carried. M. Motion by Councilor Jones, seconded by Councilor Auchter, to advertise RFPs for engineering services. Motion carried. N. Motion by Councilor Jones, seconded by Councilor May, to accept the recommendation from the borough manager to approve liquid fuel transfer for $18,301.60. Motion carried. O. Other business. None. 13. Council Comments 5 Borough of Greenville Council Minutes 12.14.10 Councilor Jones thanked everyone for coming out to the meeting. Councilor May thanked the street crews and emergency services personnel. Councilor Auchter said it’s the end of the year and thanked department heads to staying within their budgets. She also thanked Mr. Graubard for looking for creative ways to finance borough projects and said the Street Department is doing a great job. Councilor Urey said the borough has finished the year in the black. He also commended the Street Department crew and borough employees for their hard work and dedication. Council President Shipley agreed, commending Mr. Graubard and the Street Department, Police and Fire departments. He credited department heads for keeping us operating and under budget. Council President Shipley thanked Rev. Dobi for not only giving the invocation but also staying for the entire meeting with the severe weather. 14. Borough Manager Comments Mr. Andrejchak commended staff and the street crew for their fine work. 15.
