Call to Order Council President Shipley called the meeting to order at 6:30 p.m. There was a moment of silence for former Greenville Little League President, youth advocate and colleague Whendy Kozminski. 2. Invocation: Pastor Jim Chapin, Living Word Christian Center Flag Salute 3. Roll Call: Brian W. Shipley, Council President Pamela S. Auchter, Council Vice President Theodore E. Public Comments/Public Participation Joanne Price, 76 College Avenue, suggests moving Public Comments to the end of the agenda. Council President Shipley replied he is not inclined to move them at this time. Mrs. Price requested a railing be installed when the North Race Street Bridge is replaced. Council President 1 Borough of Greenville Council Minutes 03.13.12 Shipley replied the bridge is county owned and the borough has no input on the design. He added the bridge’s project manager conducted a public meeting during last Thursday’s Work Session as a courtesy. 5. Approval of Minutes Motion by Councilor Peden, seconded by Councilor Shaw, that the February 14, 2012 minutes be approved as written. Motion carried. 6. Budget Report Motion by Councilor Shaw, seconded by Councilor Peden, to approve the budget report. Mr. Urey reported the budget compared to last year overall is better, and it’s unknown how payments from Berkheimer will affect the borough. Motion carried. 7. Bills for Approval Payroll $127,313.14 Administration 78,913.15 Police 10,288.55 Fire 4,241.78 Code 234.84 Public Works 14,892.56 Airport 1,413.80 Park 1,335.17 Sewer 131,989.02 Total $370,622.01 Motion by Councilor Auchter, seconded by Councilor Shaw, that the bills be paid as presented. Borough Secretary Motion by Councilor Peden, seconded by Councilor Auchter, to accept the monthly reports as presented. Motion carried. 10. Reports from Council Committees 2 Borough of Greenville Council Minutes 03.13.12 Councilor Jones reported the Library recent events included Wine Tasting and Family Night. Strayhaven remains over capacity and they are fundraising. The Farm Market will open May 2nd with the same hours as last year. Councilor Shaw reported Greenville Water Authority, as part of the East Side Project, will install 30 sidewalk handicap ramps. Councilor Auchter and Peden reported committee items are included on tonight’s agenda. Councilor A D’Alfonso was absent from the Planning Commission due to illness, will be attending the Canal Museum meeting and reports the Railroad Park is having a membership drive. 11. Unfinished Business A. Motion by Councilor Jones, seconded by Councilor Peden, to award apparent high bid on the old public works garage scrap to Raiti Truck Salvage for $465.40. Motion carried. B. Motion by Councilor Auchter, seconded by Councilor Shaw, to award apparent high bid on the old public works diesel fuel tank to Paul DeTullio for $910.00. Motion carried. C. Motion by Councilor Jones, seconded by Councilor Peden, to award apparent low bid on one year refuse contract to Waste Management. Motion carried. D. Motion by Councilor Auchter, seconded by Councilor A D’Alfonso, to award apparent low bid to demolish 119 Clinton Street to Sereday Excavating for $5,500.00. Motion carried. E. Motion by Councilor Shaw, seconded by Councilor Peden, to approve the Playground Design Plan at Riverside Park. Mr. Graubard provided a comprehensive update on the project, on file. Motion carried. F. Motion by Councilor Auchter, seconded by Councilor Shaw, to declare old Riverside Park playground apparatus as surplus and authorize the sale of all pieces as is. Former councilor Mr. Cascio, Sharon, requested council consider saving three certain pieces of the old playground- the monkey bars, parallel bars and a sliding board. Mr. Cascio reports residents and former residents from across the country have contacted him through Facebook in the last 72 hours in favor of preserving the equipment as part of Greenville’s history. These were installed shortly after World War II, and Mr. Cascio is confident several volunteers would remove the equipment and find a place for them, perhaps a fenced in area. Other options would be to move them to Thiel, ask art majors to preserve them in some way or involve the Playground Project volunteers to assist. Council President Shipley noted removing the old equipment was a safety and liability issue; however, council just began discussion on disposal at the Work Session. Motion by Councilor A D’Alfonso, seconded by Councilor Auchter, to table the matter until next month’s council meeting, to give this group of citizens time to formulate a plan. Motion carried. 3 Borough of Greenville Council Minutes 03.13.12 G. Motion by Councilor Auchter, seconded by Councilor Peden, to enact Resolution 2012-07 on Hazard Mitigation. Motion carried. H. Motion by Councilor Jones, seconded by Councilor Shaw, to accept the bid of $10,150.00 for the backhoe. Motion carried. I. Motion by Councilor Shaw, seconded by Councilor A D’Alfonso, to accept the bid of $7,051.00 for the Dodge charger. Motion carried. J. Motion by Councilor Auchter, seconded by Councilor Peden, to accept the bid of $1,025.00 for the Chevrolet S-10 truck. Motion carried. K. Motion by Councilor Jones, seconded by Councilor Auchter, to give the Borough Manager authority to award a bid for the sale of the 2007 Crown Victoria (declared surplus November 9, 2011) to the highest bidder offering more than $5,750.00, as bidding closes March 15. Motion carried. 12. New Business A. Motion by Councilor Auchter, seconded by Councilor Shaw, to accept the Tax Collector report of twenty-two (22) additions to the Per Capita roll and fifty-six (56) exonerations in the amount of $160.00 from the Greenville Tax office. Motion carried. B. Motion by Councilor Auchter, seconded by Councilor Peden, to renew PCI contract for two years, with a one year renewal clause. Motion carried. C. Motion by Councilor Shaw, seconded by Councilor Auchter, to authorize Council President to sign the Cooperation Agreement with Mercer County Regional Planning Commission. Motion carried. D. Motion by Councilor Auchter, seconded by Councilor Peden, to enact Resolution 2012-04 on 2012 CDBG application. Motion carried. E. Motion by Councilor Auchter, seconded by Councilor Shaw, to enact Resolution 2012-05 on Fair Housing. Motion carried. F. Motion by Councilor Peden, seconded by Councilor Auchter, to enact Resolution 2012-06 on Minority & Women’s Business Plan. Motion carried. G. Motion by Councilor Peden, seconded by Councilor Auchter, to enact Resolution 2012-08 on CDBG Section 3 Plan. Motion carried. H. Motion by Councilor Shaw, seconded by Councilor Auchter, to authorize Council President to sign an agreement with Lawrence County Social Services Inc. for housing rehabilitation. Motion carried. I. Motion by Councilor A D’Alfonso, seconded by Councilor Peden, to accept the recommendation from Lawrence County Social Services Inc. to proceed with housing rehabilitation at 56 West Main Street. Motion by Councilor Peden, seconded by Councilor Shaw, to accept the recommendation from Lawrence County Social Services Inc. to proceed with housing rehabilitation at 215 South Mercer Street. Motion carried. K. Motion by Councilor Auchter, seconded by Councilor Shaw, to accept the recommendation from the Greenville Sanitary Authority to advertise Ordinance 1513 on sewer lateral repair permitting. Motion carried. L. Motion by Councilor Auchter, seconded by Councilor Peden, to accept the recommendation from Chief Stephens to hire Ben Beachy Jr. as part time police officer effective March 14, 2012. Motion carried. M. Motion by Councilor Jones, seconded by Councilor Shaw, to accept the recommendation from Airport Commission to authorize Council President to sign an agreement with RBS Consultants for the Rehabilitate Tie Down Project pending PennDOT concurrence. Mayor Candela asked if PennDOT concurrence has been received yet and Mr. Urey replied in the affirmative. Motion carried. N. Motion by Councilor Peden, seconded by Councilor A D’Alfonso, to accept the recommendation from Chief Stephens on the route of First Annual Kappa Sigma Military Run beginning in Riverside Park on Saturday, March 31st. Councilor Auchter asked if the route has been determined and Mr. Urey replied yes and Thiel College will provide additional manpower. Motion carried. O. Motion by Councilor Auchter, seconded by Councilor A D’Alfonso to re-schedule April Work Session to Wednesday, April 4th, due to Maundy Thursday. Motion carried. P. Motion by Councilor Shaw, seconded by Councilor Auchter, to award a one-time payment of $1,500 to Nancy Little for treasurer services above and beyond her contracted work from date of hire to the present. Motion carried 4-2, with Councilors T D’Alfonso and A D’Alfonso dissenting. Q. Motion by Councilor Auchter, seconded by Councilor Shaw, to ratify tentative agreement with Greenville/West Salem Police officers for a four year contract. Motion carried. R. Motion by Councilor Peden, seconded by Councilor Auchter, to accept the recommendation of Chief Thompson to approve Stuart Little as volunteer fire fighter. Motion carried. S. Motion by Councilor A D’Alfonso, seconded by Councilor Auchter, to approve the purchase of the property at 17-19 Orangeville Rd. from Nevin Smith for $1.00. Motion carried. 13. Council Comments 5 Borough of Greenville Council Minutes 03.13.12 Councilors Jones, Shaw and Auchter all lauded the Playground Equipment Project, noting the community came together to make it happen, it’s been a lot of work and a lot can be done if people care. The project is a good thing for the community and people should be commended. Councilor Peden thanked Mrs. Little for accepting the additional work load without seeking compensation. Councilor A D’Alfonso announced the 5th and 6th grade Junior Girl Scout Troop will be attending the April 10 council meeting as a part of one of their badge requirements. 14. Council President Comments Council President Shipley said the Playground Equipment Project shows when folks have a vision and believe our community can make it a reality. He commended Mr. Urey on his work on the garbage contract, a project undertaken immediately after hire and successfully completed, proof he was the right person for borough manager. Council President Shipley also commended the police employees for their level of cooperation on the new contract, which is fair to the borough and fair to them, affording the ability to keep services in place. 15. Borough Manager Comments Mr. Urey thanked the citizens who have undertaken the Playground Project. Greenville is a great place to live and by working together we can make it even better. He concluded the new playground is an awesome thing. 16.
