Public Comments Linda Zuschlag from the ITP Team thanked Caleb and the Record Argus for his articles. The ITP Team raised $450 through a Cut-A-Thon at Vididly Speaking and the Christmas Trees in the Park events that they sponsored. Ms. Zuschlag then presented Fire Chief Steve Thompson with the check to be use towards purchasing a new pumper truck for the department. 1 Borough of Greenville Council Minutes 02-12-13 5. Approval of Minutes Motion by Councilor Auchter, seconded by Councilor D’Alfonso, that the January 08, 2013 minutes be approved as written. Motion carried. 6. Approval of Budget Report Motion by Councilor Shaw, seconded by Councilor Auchter, to approve the monthly budget report. Mr. Urey pointed out that we do have a deficit of $67,982.71. He added that it’s not abnormal for this time of year until taxes start coming in in April. Motion carried. 7. Bills for Approval Payroll $149,506.47 Administration 9,865.72 Police 36,129.04 Fire 17,057.63 Code 3,750.13 Public Works 20,977.32 Airport 2,090.49 Park 2,187.59 Sewer 102,748.00 Total $344,312.39 Motion by Councilor Auchter, seconded by Councilor Shaw, to pay the bills as presented. Motion carried. 8. Approval of department and staff reports A. Code – January B. Financials – January C. Police – December D. Police – Annual E. Fire – January F. Fire – Annual Motion by Councilor Linn, seconded by Councilor D’Alfonso, to accept the monthly reports as presented. President Shipley commended the Chiefs on their annual reports. He added that he was surprised at the number of fire calls for mutual aid that our department responded to. Motion carried. 9. Mayor report Mayor Stephens reported that the Greenville 175th Anniversary Committee will be having a meeting Wednesday, February 13th at the Chamber of Commerce at 7pm. He also said that the committee is planning a reverse raffle for February 23rd at the Elks Club and that Megan Heathcote has tickets in the administration office. Mayor Stephens also reported that he has fielded a lot of complaints for residents about the YMCA in regards to their programs and prices and suggested that Council take a look at what is going on. 10. Council Committee reports 2 Borough of Greenville Council Minutes 02-12-13 Councilor Jones reported that Strayhaven is looking for donations. The Farmer’s Market will open May 1st and that there will be music on most Saturdays from 12p-2p. The Library has their 4th Annual Wine Tasting event on Saturday, February 16th. Councilor Jones said that Councilor D’Alfonso will be taking over the Junior Councilor Program and Councilor Linn will be taking over the Library. Councilor Shaw reported that the Water Authority is moving along with the east side water project and that they should be finished on time. He added that they only lost 5 days due to inclement weather. Councilor Auchter reminded everyone about the Sanitary Authority meeting which will take place on Thursday, February 14th at 6pm in Council Chambers. Councilor D’Alfonso reported that he would like to extend the eligibility for the Junior Councilor Program to include the entire Greenville Area School District and not just the Borough. He asked that it be put on the agenda for next month. President Shipley instructed Councilor D’Alfonso to get with Mr. Urey to update the Resolution. 11. Unfinished Business None 12. New Business A. Motion by Councilor Shaw, seconded by Councilor Linn, to re-appoint Fred Murrin, Henry Barton, Charles Eaves, and George Long to the Greenville Airport Commission. Motion carried. B. Motion by Councilor Peden, seconded by Councilor Auchter, to approve a one year extension of the Waste Management contract. Motion carried. C. Motion by Councilor D’Alfonso, seconded by Councilor Shaw, to enact Resolution 2013-03 on Greenville-Hempfield sidewalk. Motion carried. a. Councilor Jones asked when the project would start. b. President Shipley replied that it would begin in the Spring. D. Motion by Councilor Jones, seconded by Councilor Linn, to advertise Ordinance 1521 on Sewer Rates. Motion carried. E. Motion by Councilor Auchter, seconded by Councilor Peden, to enact Resolution 2013-05 to retain Janney Montgomery Scott LLC as bond underwriter and Dinsmore and Shohl as bond counsel to assist with refunding 2005 bond. Motion carried. F. Motion by Councilor Linn, seconded by Councilor Auchter, to appoint Lyle Huffman as Code/Zoning Officer. Motion carried. G. Motion by Councilor Shaw, seconded by Councilor D’Alfonso, to request an extension of the three year rule for spending Greenville Borough’s 2009 fiscal year Community Development Block Grant funds. Motion Carried. 3 Borough of Greenville Council Minutes 02-12-13 H. Motion by Councilor Jones, seconded by Councilor Auchter, to accept the 2013 Mercer County Council of Governments Joint Municipal Purchasing Program low bidder and issue contracts as needed. Motion carried. I. Motion by Councilor Jones, seconded by Councilor Shaw, to accept the recommendation from Lawrence County Social Services Inc. to proceed with housing rehabilitation at 137 Columbia Avenue. Motion carried. J. Motion by Councilor Shaw, seconded by Councilor Auchter, to accept the recommendation from Lawrence County Social Services Inc. to proceed with housing rehabilitation at 47 Plum Street. Motion carried. K. Motion by Councilor Jones, seconded by Councilor D’Alfonso, to accept the 2013 Farmer’s Market Rules & Regulations. Motion carried. 13. Council Comments Councilor Jones commented that the Borough is lucky to have good people in the area to volunteer for the different activities. Councilor Linn commented that she read annual fire report and felt the pride that they feel in a job well done. Councilor D’Alfonso commented that the annual fire report was well done and that he can see why we need the fire department. 14. Mayor’s Comments None. 15. Council President Comments President Shipley said that Councilor Linn would be taking over the appointment for a representative to the Library and Councilor D’Alfonso will be taking over the Junior Councilor Program. He also thanked Councilor Jones for his service on both of the boards. 16. Borough Manager Comments Mr. Urey thanked the ITP Team for their support and added that it is great to see people coming together. 17.
