Borough of Greenville Council Minutes 2-10-15 BOROUGH OF GREENVILLE www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Tuesday, February 10, 2015 at 6:30 p.m. 1. Public Comments Resident – Tom Hunt – Asked for clarification on Ordinance 1543. John McDonald – Spoke on Ordinance 1543. Non-Resident – Mike Curtician – Spoke on Ordinance 1543. 5. Approval of Minutes Motion by Councilor Hollowell, seconded by Councilor Bailey, that the January 13, 2015 minutes be approved as written. Motion carried. 6. Approval of Budget Report Motion by Councilor Zuschlag, seconded by Councilor Auchter, to approve the monthly budget report. Motion carried. 7. Bills for Approval Payroll $149,978.54 Administration 20,777.35 Police 16,659.51 Fire 12,148.40 Code 2,085.33 Public Works 14,985.78 Airport 1,613.99 Parks 2,193.63 Sewer 68,480.00 Total $288,922.75 Motion by Councilor Hollowell, seconded by Councilor Bailey, to pay the bills as presented. Motion carried. 8. Approval of department and staff reports A. Financials – December B. Code – December C. Fire – December D. Director of Public Services 2014 Report Code/Street Departments: Mr. Lyle Huffman commented on the numerous calls regarding the icy road conditions. Mr. Huffman reported on the overtime hours and materials being used and asked for patience. 2 Borough of Greenville Council Minutes 2-10-15 Motion by Councilor Hollowell, seconded by Councilor Zuschlag, to accept the monthly reports as presented. Motion carried. 9. Mayor report No reported was given in Mayor Stephen’s absence. 10. Council Committee reports Councilor Auchter said that the Sanitary Authority meeting will be held on the 19th. Councilor Zuschlag said that the water authority meeting will be hold tomorrow and hoping for better weather for the farmer’s market this year. Councilor Bailey said that the Chamber of Commerce sponsored the Business Expo on January 31st. Chamber of Commerce is hosting a silent auction on March 13th. He added that the Planning Commission will be meeting in March instead of April. 11. Unfinished Business None 12. New Business A. Motion by Councilor Hallowell, seconded by Councilor Auchter, to hire Derek Jeziorkowski as a Part Time Civil Service qualified police officer from the Civil Service Commission eligibility list. Motion carried. B. Motion by Councilor Hollowell, seconded by Councilor Zuschlag, to appoint Tyler Hunt to the Junior Councilor Program. Motion carried. President Shipley administered the Oath of Office to Mr. Hunt. C. Motion by Councilor Auchter, seconded by Councilor Hollowell, to re-appoint Kris Derrick as farm market manager for 2015. Motion carried. D. Motion by Councilor Hollowell, seconded by Councilor Bailey, to accept the 2015 farmer’s market rules and regulations. Motion carried. E. Motion by Councilor Hollowell, seconded by Councilor Auchter, to approve a one year extension of the Waste Management contract. Motion carried. F. Motion by Councilor Hollowell, seconded by Councilor Zuschlag, to accept the recommendation of the Borough Manager to make application to the 2015 Municipal Intern Program for a real property tax evaluation project. The cost to the Borough will be no more than #2,112 for the intern. Motion carried. G. Motion by Councilor Hollowell, seconded by Councilor Auchter, to advertise Ordinance 1543 placing a 3 mill fire tax referendum on the May primary ballot. Motion carried. 3 Borough of Greenville Council Minutes 2-10-15 H. Motion by Councilor Hollowell, seconded by Councilor Auchter, to enact Resolution 2015-02 regarding the Race Street Sewer Line Replacement Agreement. Motion carried. I. Motion by Councilor Auchter, seconded by Councilor Hollowell, to enact Resolution 2015-03 regarding the Police Pension Plan contributions. Motion carried. J. Motion by Councilor Auchter, seconded by Councilor Bailey, to enact Resolution 2015-04 authorizing the Brackin Alley PENNVEST Loan application. Motion carried. K. Motion by Councilor Auchter, seconded by Councilor Bailey, to authorize Council President to sign the Letter of Responsibility for the PENNVEST Loan application. Motion carried. 13. Council Comments Councilor Hollowell thanked Mrs. Barger for all of her years of service and thanked the Street Department for all of their work. Councilor Auchter welcomed Mr. Hunt and thanked Mrs. Barger for her years of service. She also thanked the Street Department for all of their work. Councilor Zuschlag thanked an officer for helping her on the ice and also thanked the Street Department for all of their work. Councilor Bailey welcomed Mr. Hunt. He also expressed appreciation to Mr. Huffman for addressing the icy road issues. He also appreciated getting the word out regarding the 3 mill tax. 14. Junior Councilor Comments Junior Councilor Amos mentioned the street conditions and welcomed Mr. Hunt. 15. Mayor Comments None 16. Council President Comments Council President Shipley welcomed Scott Boyd and thanked him for taking the time to be in attendance. 17. Borough Manager Comments Mr. Urey welcomed Mr. Hunt. Mr. Urey invited Council to drive through Grove City and look at the sculptures at their parking lots. Grove City partnered with George Junior Republic and wondered if there would be interest in Greenville for sculptures like that. Mr. Urey is working on it and will bring an update back to Council. Mr. Urey also discussed the Race Street Bridge Project and informed Council that he and Mr. Huffman are looking at paving all of N. Race Street and Race Street Extension. This will be done 4 Borough of Greenville Council Minutes 2-10-15 by the contractor that will be there doing the paving for the bridge. Mr. Urey informed Council of what all the project will encompass and that it is anticipated to be a two year project. 18.
