4. Public Comments
Resident – Mr. Jay French spoke on Ordinance 1558 specifically the parking along Shenango
Street.

Non-Resident – Mr. Fred Kiser spoke regarding the Annual Spring into Action program.
Tentative dates being April 10th through April 13th although he would like to see the program
begin on April 9th.
Mr. Kiser also provided an update on the Mercer County Trails Association trail. The culvert
pipe work is complete, but there is still the surfacing work to be done on the one and a half mile
trail.
Lastly, Mr. Kiser spoke regarding the 2016 Heritage Days. The dates will be July 1st through July
3rd.
5. Approval of Minutes
Motion by Councilor Bailey, seconded by Councilor Hollowell that the February 08, 2016 regular
session minutes and the February 25, 2016 special session be approved as written. Motion carried
6-0.
6. Approval of Budget Report
Motion by Councilor Hamill seconded by Councilor Hollowell, to approve the monthly budget
report. Motion carried 6-0.
7. Bills for Approval
Payroll $138,433.98
Administration 20,725.84
Police 17,227.50
Fire 10,246.53
Code 1,260.30
Public Works 42,821.16
Airport 3,772.48
Parks 1,795.56
Sewer 58,829.64
Total $295,112.99
Motion by Councilor Hollowell, seconded by Councilor Bailey to pay the bills as presented.
Motion carried 6-0.

Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the monthly reports as
presented. Motion carried 6-0.

Councilor Hamill announced that Strayhaven does not meet until the end of the month.
Councilor Bailey announced the Planning Commission has not meet and that the Chamber’s silent
auction was a success.
11. Unfinished Business
A. Motion by Councilor Hollowell, seconded by Councilor Bailey to advertise for a special
Council meeting to be held on Thursday, March 31st at 7:00pm at the Greenville High
School for a public presentation and discussion on the Storm Water Utility. Motion
carried 6-0.
B. Motion by Councilor Bailey, seconded by Councilor Hollowell for the first and final
reading of Ordinance 1557, amending the Non-Uniformed Pension Plan Administered by
the Pennsylvania Municipal Retirement System. Motion carried 6-0.
C. Motion by Councilor Bailey, seconded by Councilor Hollowell to adopt Ordinance 1557,
amending the Non-Uniformed Pension Plan Administered by the Pennsylvania Municipal
Retirement System. Motion carried 6-0.
12. New Business
A. Motion by Councilor Hamill, seconded by Councilor Fox to approve payment of $260.00
for Paul Hamill to attend the PSAB Annual Conference June 5-8 in Hershey, PA. Roll
call was taken as follows: President Shipley – No; Councilor Hollowell – No; Councilor
Bailey – No; Councilor Fox – Yes; Councilor Hamill – Abstained*; Councilor Zuschlag –
No. Motion was not carried.
B. Motion by Councilor Fox, seconded by Councilor Zuschlag to advertise Ordinance 1558,
prohibiting parking on the East side of Grant Street from main Street to Shenango Street,
adding Grant Street be one way with the direction of travel being South and adding Stop
signs at the intersections along Cherry Alley, at the intersection of Alan Avenue and the
Little League crosswalk and at the intersection of Homer Street and South Second Street.
Motion by Councilor Hollowell, seconded by Councilor Fox to amend the original motion
by removing the section that includes Grant Street and Shenango Street. The amended
motion was carried 6-0. The original motion with the amendments carried 6-0.
C. Motion by Councilor Hollowell, seconded by Councilor Zuschlag to authorize payment
requests to Scobell in the amount of $49,959.90, to Wm. T. Spaeder in the amount of
$11,812.50, to McCurly Houston Electric in the amount of $39,749.53 and to Thomas
Construction in the amount of $110,537.85 for the Library Rehabilitation Project. Motion
carried 6-0.
D. Motion by Councilor Hollowell, seconded by Councilor Bailey to advertise Ordinance
1559, creating the Storm Water Utility. Motion carried 6-0.
E. Motion by Councilor Hollowell, seconded by Councilor Zuschlag to authorize the
Borough Manager to develop a return to work policy in cooperation with the Borough’s
Insurance Company. Motion carried 6-0.

F. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the resignation of
Brian Morrow as Part-Time Firefighter with the Greenville Fire Department effective
March 08, 2016. Motion carried 6-0.
G. Motion by Councilor Bailey, seconded by Councilor Zuschlag to adopt Resolution 2016-
05, Ohl Street Bridge Assessment Needs. Motion carried 6-0.
13. Council Comments – Councilor Fox announced the Hop through the Shops activities that
will be held Saturday, March 19th from 11am to 3pm and also a Bar Hop from 10pm until 1am.
14. Mayor Comments – None.
15. Council President Comments – None.
16. Borough Manager Comments – None.
17. Adjournment
Motion by Councilor Bailey, seconded by Councilor Hollowell to adjourn to this session at
7:28pm. Motion carried 6-0.
