Public Comments Resident – Mark Scelsi asked if he would be permitted to install bumper posts in front of his residence at 6 Pennwood Place. He stated that the waste haulers have damaged his sidewalk and are coming dangerously close to his house when they turn. Approval of Minutes Motion by Councilor Hollowell, seconded by Councilor Bailey that the February 13, 2017 regular session minutes be approved as written. Motion carried 5-0. 6. Approval of Budget Report Motion by Councilor Hollowell, seconded by Councilor Bailey to approve the monthly budget report. Brief discussions were held. Motion carried 5-0. 7. Bills for Approval Payroll $136,204.62 Administration 10,614.75 Police 12,489.75 Fire 11,420.32 Code 887.33 Public Works 20,449.92 Airport 6,558.77 Parks 3,195.82 Storm Water 2,949.57 Sewer 57,499.96 Total $262,220.81 Motion by Councilor Bailey, seconded by Councilor Hollowell to pay the bills as presented. Motion carried 5-0. 8. Approval of Department and Staff Reports A. Financials – February 2017 B. Code – February 2017 Motion by Councilor Hamill, seconded by Councilor Bailey to accept the monthly reports as presented. Motion carried 5-0. 9. Mayor Report Mayor Stephens reported the Heritage Days Committee is holding bi-weekly meetings and that the Canal Museum is still looking for membership. 10. Council Committee Reports Councilor Earle reported that the Mercer County Regional Planning Commission and the Shenango Valley Enterprise Zone cancelled their February meetings. Councilor Hamill reported that COG would be holding their meeting on Wednesday. 2 Borough of Greenville Council Minutes 03-13-17 Councilor Bailey reported the Downtown Task Force Committee was waiting to hear from the focus group created and that the Landlord Committee just held a meeting prior to this session. The Landlord Committee is working on a couple of Ordinances. 11. Unfinished Business A. Motion by Councilor Hollowell, seconded by Councilor Bailey for the first and final reading of Ordinance 1571, Critical Incident Response Team Agreement. Motion carried 5-0. Mr. Urey read the ordinance aloud. B. Motion by Councilor Hamill, seconded by Councilor Bailey to adopt Ordinance 1571, Critical Incident Response Team Agreement. Motion carried 5-0. 12. New Business A. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the Tax Collector’s report of seven (7) additions to the Per Capita roll and sixty-eight (68) permanent exonerations in the amount of $340.00 from the Greenville Tax Office. Motion carried 5-0. B. Motion by Councilor Hollowell, seconded by Councilor Bailey to authorize the Borough Manager to purchase new police cruisers. Discussions were held. Motion carried 5-0. C. Motion by Councilor Hollowell, seconded by Councilor Bailey to authorize the Borough Manager to apply for the 2017 Green Light-Go Grant for traffic control light upgrades. Motion carried 5-0. D. Motion by Councilor Hollowell, seconded by Councilor Bailey to adopt resolution 2017- 04 establishing a Green Stormwater Infrastructure Program, specifically a Stormwater User Fee Credit Program. Motion carried 5-0. E. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the resignation of Anthony Libonati as a Part-Time Police Officer with the Greenville/West Salem Police Department effective March 13, 2017. Motion carried 5-0. F. Motion by Councilor Hollowell, seconded by Councilor Bailey to accept the Memorandum of Understanding between the Borough of Greenville and Greenville Borough Firefighters IAFF Local 1976 for clarification on clothing allowance. Motion carried 5-0. 13. Council Comments Councilor Hollowell announced the Spring into Action event will be held on April 22nd. They are planning on working on the flower beds along Main Street from Water Street to Mercer Street and also cleaning the sidewalks and storefronts. Councilor Hollowell also announced that she has formed the Riverside Revitalization Foundation and discussed what their plans are. Some of their projects include renovations to the basketball court, creating a dog park, creating a disc golf course, revitalizing the pavilions, mulching and upkeep on the playground area, finishing the pickets around the playground area, building a stage area and renovations to the amphitheater. 3 Borough of Greenville Council Minutes 03-13-17 They will also be working on bringing more weekend festivals into the Park and held a meeting with a group that builds skate parks. Councilor Earle thanked Councilor Hollowell and asked to be a part of the Riverside Revitalization Foundation. 14. Mayor Comments Mayor Stephens asked Councilor Hamill the status of the pickets for the playground area. Councilor Hamill responded that there were still 58 and that they are at the Mercer County Career Center. Mayor Stephens also asked Councilor Hamill about the Farmer’s Market and if there were any interested persons to serve as Market Manager. Councilor Hamill responded that there were not. Mayor Stephens went on to thank Officer Libonati and wish him well in his future endeavors. He also requested that residents be mindful and use their off-street parking with the pending snow storm. Lastly, Mayor Stephens announced that he would not be seeking re-election and asked that all candidates keep it clean and stick to the issues. Also he encouraged attendance to the meetings now and to ask questions so the newly elected officials will be current when their term begins. 15. Council President Comments President Shipley commended Councilor Bailey and Councilor Hollowell for their work on the Downtown Showcase. He announced that a property will have a new tenant as a direct result of that event. 16. Borough Manager Comments Mr. Urey provided an update on the Race Street Bridge and Race Street paving projects. The contractor is finishing up some grading work and will also need to put a concreate sealer on the bridge decking. This will then finish the project. The Borough is working on the paving of Race Street and Race Street Extension. Additional storm sewers will need to be installed to handle the drainage issues in the area. This project should be ready for bid this summer. 17. Adjournment Motion by Councilor Bailey, seconded by Councilor Hollowell to adjourn this session of Council at 7:35pm. Motion carried 5-0.
