Public Comments Resident – None Non-Resident – None 1 Borough of Greenville Council Minutes 06-12-17 5. Approval of Minutes Motion by Councilor Hamill, seconded by Councilor Bailey that the May 8, 2017 regular session minutes be approved as written. Motion carried 5-0. 6. Approval of Budget Report Motion by Councilor Bailey, seconded by Councilor Hamill to approve the monthly budget report. Motion carried 5-0. 7. Bills for Approval Payroll $130,671.30 Administration 258,696.95 Police 16,501.75 Fire 13,830.90 Code 2,990.91 Public Works 17,216.32 Airport 1,021.34 Parks 3,325.64 Storm Water 11,834.51 Sewer 57,399.34 Total $513,488.96 Motion by Councilor Zuschlag, seconded by Councilor Bailey to pay the bills as presented. Motion carried 5-0. 8. Approval of Department and Staff Reports A. Financials – May 2017 B. Code – May 2017 C. Police – April 2017 D. Fire – April 2017 Motion by Councilor Zuschlag, seconded by Councilor Hamill to accept the monthly reports as presented. Motion carried 5-0. 9. Council Committee Reports Councilor Hamill reported that he had been working on the Farmer’s Market rules and regulations and that it would be discussed later on the agenda. Councilor Zuschlag reported that the Water Authority would be meeting next week. Councilor Bailey reported that the Chamber would be holding their meeting tomorrow morning and that the Downtown Task Force Committee will be meeting on Wednesday and they will be discussing the Chamber Challenge for the downtown business. 10. Unfinished Business 2 Borough of Greenville Council Minutes 06-12-17 A. Council held discussions regarding the 2017 Farmer’s Market Rules & Regulations presented by Councilor Hamill for approval. Motion by Councilor Bailey, seconded by Councilor Zuschlag to maintain the 2016 rules and regulations until the Council and the Solicitor have had time to review the changes presented. Motion carried 5-0. B. Motion by Councilor Bailey, seconded by Councilor Zuschlag to appoint Paul Hamill as the 2017 Farmer’s Market Manager. Motion carried 5-0. C. Motion to appoint Dwayne Gillingham to the open seat on the Zoning Hearing Board with a term expiring on December 31, 2017. Motion carried 5-0. D. Motion to appoint John O’Malley to the open seat on the Horizon Hospital System Board with a term expiring on June 30, 2022. Motion carried 5-0. E. Motion by Councilor Bailey, seconded by Councilor Zuschlag to reject all bids for the Senior Center Roof Project. Motion carried 5-0. F. Motion by Councilor Zuschlag, seconded by Councilor Bailey to advertise the CDBG funded roof replacement project for the Senior Center. Motion carried 5-0. 11. New Business A. Motion by Councilor Hamill, seconded by Councilor Bailey to accept the Tax Collector’s report of fifteen (15) additions to the Per Capita roll and four (4) permanent exonerations in the amount of $20.00 from the Greenville Tax Office. Motion carried 5-0. B. Motion by Councilor Bailey, seconded by Councilor Hamill to approve the Agreement between the Borough of Greenville and the Greenville Water Authority for the Race Street Project. Motion carried 5-0. C. Motion by Councilor Zuschlag, seconded by Councilor Bailey to advertise for three (3) new police cruisers. Motion carried 5-0. 12. Council Comments Councilor Bailey acknowledged Jasson and staff for all of the hard work involved in being awarded $400,000 plus in grant funding. There is a lot of time and work involved in obtaining Federal Funding. 13. Council President Comments President Shipley also thanks Jasson and staff and welcomed a new business, Ready Value Auto Sales, to downtown. 14. Borough Manager Comments Mr. Urey acknowledged the Hometown Missions group that will be painting all of the corner bells tomorrow, weather permitting. The Borough provided all of the materials and they will be providing the volunteers to do all of the scraping and painting. 3 Borough of Greenville Council Minutes 06-12-17 15.
