Public Comments (5 minutes time limit) Resident – None. Non-Resident – None. 5. Approval of Minutes Motion by Councilor Zuschlag seconded by Councilor Bailey that the November 12 regular session, and the November 26, 2018 special session meeting minutes be approved as written. Motion carried 6-0. 1 Borough of Greenville Council Minutes 12-10-18 6. Approval of Budget Report Motion by Councilor Bailey, seconded by Councilor Hall to approve the monthly budget report. Motion carried 6-0. 7. Bills for Approval Payroll $136,815.01 Administration $54,887.69 Police $21,377.51 Fire $13,659.80 Code $325.45 Public Works $14,374.22 Airport $41,131.12 Parks $2,255.78 Storm Water $33,630.23 Sewer $171,352.47 Total $489,809.28 Motion by Councilor Bailey, seconded by Councilor Hall to approve the bills as presented. Motion carried 6-0. 8. Approval of Department and Staff Reports Lt. Molton provided Council with an overview on behalf of the Police Department and how they have been handling the workload with the decrease in manpower and shift cuts. Mr. Urey also provided an update on the status of the replacement cruiser. A. Financials – November 2018 B. Code – November 2018 C. Fire – November 2018 D. Police – November 2018 Motion by Councilor Bailey, seconded by Councilor Butcher to accept the monthly reports as presented. Motion carried 6-0. 9. Mayor Report Mayor Hereford thanked Lt. Molton for the update and hopes that it was in the 2019 Budget to reinstate the 5 shifts. 10. Council Committee Reports Councilor Zuschlag announced that the Civil Service Commission will be meeting on Friday to perform the promotional written tests for both the Police and Fire Departments and also the oral interviews for Part Time Police. 11. Unfinished Business 2 Borough of Greenville Council Minutes 12-10-18 A. Motion by Councilor Zuschlag, seconded by Councilor Bailey to appoint Alfred Peden to the Civil Service Commission with a term expiring on December 31, 2024. Motion carried 6-0. B. Motion by Councilor Hall, seconded by Councilor Bailey to appoint Paul Hamill to the Mercer County Regional Planning Commission with a term expiring on December 31, 2019. Motion carried 6-0. C. Motion by Councilor Zuschlag, seconded by Councilor Bailey to appoint Janet Earle to the Mercer County Regional Planning Commission with a term expiring on December 31, 2021. Motion carried 6-0. D. Motion by Councilor Hall, seconded by Councilor Zukas-Oguz to appoint Paul Hamill to the Greenville Planning Commission with a term expiring on December 31, 2022. Motion carried 6-0. E. Motion by Councilor Hall, seconded by Councilor Butcher to appoint Frank Vanderslice to the Vacancy Board with a term expiring on December 31, 2019. Motion carried 6-0. F. Motion by Councilor Zuschlag, seconded by Councilor Bailey to appoint Robert Stuver to the Greenville Water Authority with a term expiring on December 31, 2023. Motion carried 6-0. G. Motion by Councilor Butcher, seconded by Councilor Hal to appoint John O’Malley to the Zoning Hearing Board with a term expiring on December 31, 2021. Motion carried 6-0. 12. New Business A. Motion by Councilor Zukas-Oguz, seconded by Councilor Hall to accept the Tax Collector’s Report of Zero (0) additions to the Per Capita roll and Three (3) exonerations in the amount of $15.00 from the Greenville Tax Office. Motion carried 6-0. B. Motion by Councilor Zuschlag, seconded by Councilor Butcher to set the meeting schedule for 2019. Motion carried 6-0. C. Motion by Councilor Zuschlag, seconded by Councilor Bailey to adopt Resolution 2018- 29, authorizing signatures for the 2018 Transportation Alternatives Set Aside Grant Agreement. Motion carried 6-0. D. Motion by Councilor Bailey, seconded by Councilor Butcher to adopt Resolution 2018-30, recognition and appreciation of Vickie Poe as citizen of the month. Motion carried 6-0. E. Motion by Councilor Butcher, seconded by Councilor Zuschlag to adopt Resolution 2018- 31, recognition and appreciation of 59 Stewart Avenue as yard of the month. Motion carried 6-0. F. Motion by Councilor Bailey, seconded by Councilor Butcher to authorize the Borough Manager to apply for the 2019 Green Light-Go Grant for traffic control light upgrades. Motion carried 6-0. 3 Borough of Greenville Council Minutes 12-10-18 13. Council Comments Councilor Hall spoke of his appreciation for the Greenville Police Department and all they do without complaint. Councilor Hall welcomed Councilor Butcher and wished everyone a Merry Christmas. Councilor Zukas-Oguz wished all Happy Holidays and Merry Christmas. Councilor Butcher thanked everyone that has taken the time to meet with her and wished everyone a Merry Christmas. Councilor Zuschlag thanked the Greenville Police Department and the staff for all the work they do and wished everyone a Merry Christmas. Councilor Bailey spoke on behalf of the Chamber of Commerce thanking everyone that participated in the annual parade even though the weather did not cooperate. Councilor Bailey wished everyone a Merry Christmas and gave his deep appreciation for all. 14. Mayor Comments Mayor Hereford thanked everyone for their participation in the parade and wished all a Merry Christmas. 15. Council President Comments Councilor President Hamill thanked all the staff, the Greenville Police Department and Council members for all that has been done and looks forward to 2019. Council President Hamill welcomed Councilor Butcher and sent his thoughts out to the family in Youngstown that lost members in a fire. Lastly, Council President Hamill wished all a Merry Christmas. 16. Borough Manager Comments Mr. Urey recommended that beginning in 2019 that Council change the Citizen of the Month and Yard of the Month from a Resolution to a Proclamation. Mr. Urey also mention that the Airport Commission appointments are on an annual basis and that will be on the January agenda to make those appointments. Lastly, Mr. Urey gave thanks to the staff, employees and the Board for their support throughout the year and looks forward to 2019. 17.
