Borough of Greenville Council Minutes 03-11-19 BOROUGH OF GREENVILLE www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, March 11, 2019 at 6:30 p.m. 1. Call to Order Paul Hamill, Council President 2. Invocation: Rev. Sean Hall, Hillside Presbyterian Church Flag Salute led by Councilor Sean Hall 3. Roll Call: Paul Hamill, Council President Jonathan Bailey, Council Vice President Sean Hall, Council President Pro Tempore Anne Butcher Dane Mincer Evian Zukas-Oguz Linda Zuschlag Evan Hereford, Mayor Jasson W. Urey, Borough Manager James E. Douglas, Solicitor - Excused Also present: Frank Vanderslice Tracy Beil Lisa Hamill Staff: Media: Rosalynn Reagle, Administrative Assistant Caleb Stright, Record-Argus Lyle Huffman, Director of Public Services 4. Public Comments (5 minutes time limit) Resident – None Non-Resident – None. 5. Approval of Minutes Motion by Councilor Mincer, seconded by Councilor Butcher that the February 11, 2019 regular session meeting minutes be approved as written. Motion carried 7-0. 1 Borough of Greenville Council Minutes 03-11-19 6. Approval of Budget Report Motion by Councilor Bailey, seconded by Councilor Hall to approve the monthly budget report. Motion carried 7-0. 7. Bills for Approval Payroll $122,783.39 Administration $15,982.02 Police $24,641.01 Fire $5,838.10 Code $225.54 Public Works $18,794.97 Airport $25,724.51 Parks $2,507.20 Storm Water $3,446.75 Sewer $43,739.40 Total $263,682.89 Motion by Councilor Zuschlag, seconded by Councilor Mincer to approve the bills as presented. Motion carried 7-0. 8. Approval of Department and Staff Reports A. Financials – February 2019 B. Code – February 2019 C. Fire – February 2019 D. Public Works – February 2019 Motion by Councilor Mincer, seconded by Councilor Hall to accept the monthly reports as presented. Motion carried 7-0. 9. Committee Reports A. Budget & Finance – Chair, Council President Hamill reported that the Committee had not met since last month’s meeting. B. Code Enforcement/Health/Sanitation – Chair, Council President Hamill reported that the Committee had not met since last month’s meeting. C. Communication – Chair, Councilor Bailey reported that the Committee discussed last week their strategy and will be finalizing in the coming weeks. Councilor Bailey also announced that the Committee would be scheduling their regular monthly meetings, as per Council President Hamill’s request of each Committee, for the first Wednesday of each month at 8am. D. Downtown Task Force – Chair, Councilor Zukas-Oguz reported that the Committee had not met yet. E. Personnel – Chair Councilor Zuschlag reported the Committee had met and the items were on the agenda for tonight’s session. F. Public Safety – Chair Councilor Zuschlag reported that the Committee had not met yet. G. Strategic Management – Chair, Council President Hamill reported that the Committee had not met yet. 2 Borough of Greenville Council Minutes 03-11-19 H. Street/Public Services – Chair, Councilor Mincer reported the Committee has met and discussed Alan Avenue will remain a two lane road with a sidewalk being installed. The Committee is also working on the 2020 paving of Columbia Avenue and working with the State to also have East Avenue included in the project. Council President Hamill suggested that these reports be moved to the Work Session agenda instead of being reported during the Regular Session of Council. 10. Mayor Report Mayor Hereford reported that he had met with the Communications Committee twice over the past month. 11. Unfinished Business A. Motion by Councilor Bailey, seconded by Councilor Butcher to adopt the ACT 47 3-year exit plan. Motion carried 7-0. B. Motion by Councilor Zuschlag, seconded by Councilor Hall to award the copier equipment leasing and services bid to Team Office Technologies with a bid amount of $8,970.00. Motion carried 7-0. 12. New Business A. Motion by Councilor Bailey, seconded by Councilor Hall to adopt the 2019 Farm Market Rules and Regulations. Council held discussions. Motion carried 6-1 (Councilor Zuschlag opposed). B. Motion by Councilor Mincer, seconded by Councilor Butcher to appoint Sean Hall as the 2019 Farm Market Manager. Motion carried 7-0. C. Motion by Councilor Butcher, seconded by Councilor Zuschlag to request the Civil Service Commission to update the eligibility list for promotion from Part-Time Police Officer to Full-Time Police Officer. Motion carried 7-0. D. Motion by Councilor Mincer, seconded by Councilor Bailey to authorize the Council President to execute the lease agreement with the Greenville Sanitary Authority for the Borough’s Stormwater System. Motion carried 7-0. E. Motion by Councilor Bailey, seconded by Councilor Mincer to authorize the Council President to execute the maintenance agreement with the Greenville Sanitary Authority for the Borough’s Stormwater System. Motion carried 7-0. F. Motion by Councilor Zukas-Oguz, seconded by Councilor Bailey to authorize a Community Camp-out in Riverside Park on June 14th – 16th and to allow the campers to be in the park after sunset for those days. Council held discussions regarding the Relay for Life event that will also be on June 14th in the Park. Motion carried 7-0. 3 Borough of Greenville Council Minutes 03-11-19 G. Motion by Councilor Mincer, seconded by Councilor Bailey to execute a land use lease for a term of six (6) years with a term expiring in 2024 with David Mast for the property at the airport for agricultural purposes. Motion carried 7-0. H. Motion by Councilor Zukas-Oguz, seconded by Councilor Hall to recognize and appreciate Caleb Stright as citizen of the month. Council President Hamill suggested rules be put into place and published regarding making nominations. Council held discussions. Motion carried 7-0. 13. Council Comments Councilor Hall announced his excitement for the 2019 Farm Market and shared his kick off ideas of having music and things for the kids. Councilor Butcher announced her excitement for the Farm Market and would like to see it out grow its Penn Avenue location. Councilor Mincer congratulated the Greenville and other local wrestlers. 14. Mayor Comments Mayor Hereford had no comments. 15. Council President Comments Councilor President Hamill announced his excitement for the Farm Market and also the Camp- Out event. 16. Borough Manager Comments Mr. Urey announced that 96-2 engine had radiator issues and is needing replaced. The equipment is out of service until repairs are completed. Mr. Urey also announce that the Senior Center is having boiler issues and will need repaired which will be costly. Lastly, Mr. Urey announced that the parks truck transmission was repaired. 17. Adjournment Motion by Councilor Bailey, seconded by Councilor Mincer to adjourn this session of Council at 7:15pm. Motion carried 7-0. Respectfully submitted, Jasson W.
