Borough of Greenville Council Minutes 04-08-19 BOROUGH OF GREENVILLE www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, April 8, 2019 at 6:30 p.m. 1. Call to Order Paul Hamill, Council President 2. Invocation: Pastor Bill Kirker, St. Paul’s Flag Salute led by Councilor Evian Zukas-Oguz 3. Roll Call: Paul Hamill, Council President Jonathan Bailey, Council Vice President Sean Hall, Council President Pro Tempore Anne Butcher Dane Mincer Evian Zukas-Oguz Linda Zuschlag Evan Hereford, Mayor Jasson W. Urey, Borough Manager James E. Douglas, Solicitor Also present: Jean Carr Frank Vanderslice Tracy Beil Billy Stanley Staff: Media: Rosalynn Reagle, Administrative Assistant Caleb Stright, Record-Argus 4. Public Comments (5 minutes time limit) Resident – Billy Stanley asked for the status of the Alan Avenue project. Council President Hamill responded. Non-Resident – None. 5. Approval of Minutes Motion by Councilor Butcher, seconded by Councilor Mincer that the March 11, 2019 regular session meeting minutes be approved as written. Motion carried 7-0. 1 Borough of Greenville Council Minutes 04-08-19 6. Approval of Budget Report Motion by Councilor Mincer, seconded by Councilor Zuschlag to approve the monthly budget report. Motion carried 7-0. 7. Bills for Approval Payroll $116,404.06 Administration $38,634.54 Police $31,050.27 Fire $36,280.46 Code $3,930.50 Public Works $17,388.18 Airport $461.95 Parks $7,106.54 Storm Water $6,642.91 Sewer $69,493.85 Total $327,393.26 Motion by Councilor Hall, seconded by Councilor Bailey to approve the bills as presented. Motion carried 7-0. 8. Approval of Department and Staff Reports A. Financials – March 2019 B. Code – March 2019 C. Fire – March 2019 D. Police – February 2019 & March 2019 Motion by Councilor Mincer, seconded by Councilor Bailey to accept the monthly reports as presented. Motion carried 7-0. 9. Mayor Report Mayor Hereford reported on the cruiser damaged over the past weekend and also that the American Legion has requested that the Street Department make sure the bridge on College Avenue is presentable for the Memorial Day program. 10. Unfinished Business A. Motion by Councilor Mincer, seconded by Councilor Bailey for the first and final reading of Ordinance 1586. Motion carried 7-0. B. Motion by Councilor Zuschlag, seconded by Councilor Hall to adopt Ordinance 1586, ACT 47 Recovery Plan Amendment and 3 Year Exit Plan. Motion carried 7-0. 2 Borough of Greenville Council Minutes 04-08-19 11. New Business A. Motion by Councilor Mincer, seconded by Councilor Hall to accept the Tax Collector’s report of Thirty (30) additions to the Per Capita roll and One Hundred Thirty-Three (133) permanent exonerations in the amount of $665.00 from the Greenville Tax Office. Motion carried 7-0. B. Motion by Councilor Zuschlag, seconded by Councilor Butcher to recognize and appreciate Linda and Barry Oman as citizens of the month. Motion carried 7-0. 12. Council Comments Councilor Bailey announced he sent the communication pan out the Committee today. Councilor Hall announced he was looking forward to the implementation of the 3 Year Exit Plan and the future prosperity of the Borough. 13. Council President Comments Councilor President Hamill announced he echoed Councilor Halls comments regarding the 3 Year Exit Plan. 14. Borough Manager Comments Mr. Urey updated Council on the damaged cruiser and the status of the white cruiser issues. Mr. Urey announced they may have found a vehicle that would be suitable for the SRO vehicle. Mr. Urey discussed the issues with the street sweeper and finally updated all of the Council on his and Mr. Huffman’s attendance at the PELRAS Conference. Mr. Urey provided Council with a description of the classes they attended along with some of the information they gathered. 15. Adjournment Motion by Councilor Butcher, seconded by Councilor Hall to adjourn this session of Council at 6:51pm. Motion carried 7-0. Respectfully submitted, Jasson W.
