Public Comments (5 minutes time limit) Resident – Susan Morrill announced the Greenville Symphony Orchestra is celebrating 90 years and will be hosting their final concert for the season on May 18th at the Passavent Center starting at 7:30pm Chris Heater commented on the condition of the roads and asked Council for a response as to why they are not being addressed. Council President Hamill responded. Mike McLaughlin commented on the pedestrian sign missing at Penn Avenue and Main Street and asked that it be replaced. Approval of Minutes Motion by Councilor Mincer, seconded by Councilor Bailey that the April 8, 2019 regular session meeting minutes be approved as written. Motion carried 7-0. 6. Approval of Budget Report Motion by Councilor Hall, seconded by Councilor Butcher to approve the monthly budget report. Motion carried 7-0. 7. Bills for Approval Payroll $124,402.31 Administration $124,087.10 Police $30,995.08 Fire $28,911.04 Code $1,307.40 Public Works $9,029.25 Airport $864.57 Parks $4,206.64 Storm Water $9,944.14 Brownfield Grant $21,530.71 Sewer $72,432.71 Total $427,710.95 Motion by Councilor Butcher, seconded by Councilor Zuschlag to approve the bills as presented. Motion carried 7-0. 8. Approval of Department and Staff Reports A. Financials – April 2019 B. Code – April 2019 C. Fire – April 2019 D. Police – April 2019 Motion by Councilor Mincer, seconded by Councilor Butcher to accept the monthly reports as presented. Motion carried 7-0. 9. Mayor Report Mayor Hereford had nothing to report. 10. Unfinished Business 11. New Business A. Motion by Councilor Zuschlag, seconded by Councilor Bailey to accept the Tax Collector’s report of Thirty (30) additions to the Per Capita roll and Eighteen (18) permanent exonerations in the amount of $90.00 from the Greenville Tax Office. Motion carried 7-0. 2 Borough of Greenville Council Minutes 04-08-19 B. Motion by Councilor Hall, seconded by Councilor Zukas-Oguz accept the 2018 audit report from McGill, Power, Bell & Associates. Motion carried 7-0. C. Motion by Councilor Bailey, seconded by Councilor Zuschlag to advertise for the following open board seats which will expire June 30, 2019:  Horizon Hospital System Authority – 5 year term  Greenville Sanitary Authority – 5 year term  Shenango Valley Enterprise Zone – 4 year term D. Motion by Councilor Bailey, seconded by Councilor Hall to recognize and appreciate Lori Sherman as citizen of the month. Motion carried 7-0. E. Motion by Councilor Bailey, seconded by Councilor Mincer to recognize and appreciate Becky Savchuk – 119 East Avenue. Motion carried 7-0. F. Motion by Councilor Hall, seconded by Councilor Bailey to accept the recommendation from the Greenville Sanitary Authority to use $106,162.00 from the Sanitary Sewer Capital Reserve account to purchase a new IBAK truck mounted camera system from US Municipal. Motion carried 7-0. G. Motion by Councilor Hall, seconded by Councilor Bailey to authorize overtime pay for part-time officers for any event not covered under Borough contract for the Greenville Police Department. This is for the 2019 Buckle Up program or other similar events that are reimbursed under state or federal grants. Motion carried 7-0. H. Motion by Councilor Mincer, seconded by Councilor Zukas-Oguz to appoint Paul Hamill as the voting delegate for the PSAB Annual Conference June 9th through June 12th in Hershey, PA. Motion carried 7-0. I. Motion by Councilor Hall, seconded by Councilor Bailey to appoint Sharp Collection as the agency for the collection of delinquent Per Capita taxes from July 1, 2019 through June 30, 2020. Motion carried 7-0. J. Motion by Councilor Mincer, seconded by Councilor Zuschlag to hire Evan Kardosh as a Part-Time Fire Fighter with the Greenville Fire Department from the Civil Service Commission eligibility list. Motion carried 7-0. K. Motion by Councilor Butcher, seconded by Councilor Bailey to promote William Caldwell from Part-time to Full-time Police Officer with the Greenville Police Department from the Civil Service Commission eligibility list. Motion carried 7-0. L. Motion by Councilor Mincer, seconded by Councilor Butcher to authorize the Council President to execute the grant agreement with Mercer County for a grant of $10,000 for rehabilitation of the Amphitheater in Riverside Park. Motion carried 7-0. M. Motion by Councilor Hall, seconded by Councilor Butcher to adopt Resolution 2019-07, creating the Riverside Revitalization Advisory Committee. Motion carried 7-0. 3 Borough of Greenville Council Minutes 04-08-19 N. Motion by Councilor Mincer, seconded by Councilor Bailey to adopt Resolution 2019-08, revising the CDBG limit to $35,000 for the Borough’s Housing Rehabilitation Program. Motion carried 7-0. 12. Council Comments Councilor Hall spoke regarding the 2018 audit presentation from the work session and how nice it was to hear that Greenville is heading in the right direction from years ago. He also commented on the current condition of the roads and dealing with years of deferred maintenance. Councilor Hall spoke regarding the planning process and how Council is attempting to be proactive instead of reactive. Lastly, Councilor Hall spoke regarding this year’s Farmer’s Market. Councilor Zuschlag spoke regarding the Water Authority project and the condition of Main Street. Councilor Butcher announced that this week is National Law Enforcement week and gave her thanks to all the officers. She also spoke regarding the Greenville Symphony Orchestra being active to 90 years. Councilor Zuschlag spoke again regarding the Symphony and how proud Greenville should be to be able to offer something of that nature from a town of our size. 13. Mayor Comments Mayor Hereford congratulated Officer Caldwell on becoming a full time officer and welcomed Mr. Kardosh as a member of the Fire Department. 14. Council President Comments Councilor President Hamill announced he copied Councilor Hall’s comments. He also congratulated the Symphony for 90 years and hoped they will continue for another 90 years. 15.
