Public Comments (5 minutes time limit) Resident – Joy Vargo, 263 East Avenue, spoke regarding the recent flooding and asked what the Borough was going to do to make sure water does not come in their drains again. Ms. Vargo discussed how they did not have issues like that until the water lines in the area were fixed. Frank Stratiff, 79 First Avenue, spoke regarding the recent flooding and how his sump pump could not keep up with the water that was coming in and asked if Council had any plans to address this issue moving forward. 1 Borough of Greenville Council Minutes 06-10-19 Tracy Beil, 6 Ferguson Way, spoke regarding the recent flooding and the functionality of the storm water basins around her area. Ms. Beil also spoke regarding the costs of paving and Mr. Urey provided some figures of just the cost of milling and overlay along specific streets. John O’Malley, 60 Chambers Avenue, spoke regarding the donation request submitted by the Salvation Army. Non-Resident – None. 5. Presentation of Storm Damage by Borough Manager Mr. Urey presented pictures of some the storm damage on the west side of town. 6. Approval of Minutes Motion by Councilor Zuschlag, seconded by Councilor Mincer that the May 13, 2019 regular session meeting minutes be approved as written. Motion carried 6-0. 7. Approval of Budget Report Motion by Councilor Zuschlag, seconded by Councilor Butcher to approve the monthly budget report. Motion carried 6-0. 8. Bills for Approval Payroll $117,352.12 Administration $261,123.22 Police $31,168.55 Fire $10,928.99 Code $599.13 Public Works $13,689.35 Airport $2,239.87 Parks $7,874.40 Storm Water $11,035.24 Sewer $194,292.99 Total $657,517.37 Motion by Councilor Mincer, seconded by Councilor Hall to approve the bills as presented. Motion carried 6-0. 9. Approval of Department and Staff Reports A. Financials – May 2019 B. Code – May 2019 C. Fire – May 2019 D. Police – May 2019 Motion by Councilor Hall, seconded by Councilor Butcher to accept the monthly reports as presented. Motion carried 6-0. 2 Borough of Greenville Council Minutes 06-10-19 10. Mayor Report Mayor Hereford announced he had heard from a lot of residents giving appreciation for the work of the Fire Department, Police Department, Street Department and the office staff. Mayor Hereford also thanked Domino’s for paving the Railroad Park parking lot when they repaved their lot at no extra charge to the Railroad Park. Lastly, Mayor Hereford thanked the Council members for attending the Memorial Day parade. 11. Unfinished Business A. Motion by Councilor Zuschlag, seconded by Councilor Hall to appoint Mario Marini to the Horizon Hospital System Authority Board with a term expiring on June 30, 2024. 12. New Business A. Motion by Councilor Mincer, seconded by Councilor Zuschlag to accept the Tax Collector’s report of Zero (0) additions to the Per Capita roll and Eight (8) permanent exonerations in the amount of $40.00 from the Greenville Tax Office. Motion carried 6-0. B. Motion by Councilor Zuschlag, seconded by Councilor Hall to adopt Resolution 2019-09 reimbursement for sanitary sewer manhole facility adjustments. Council held discussions. Motion carried 6-0. C. Motion by Councilor Hall, seconded by Councilor Zukas-Oguz to accept the recommendation from the Financial Committee to enter into an agreement with Keystone Charter School for a School Resource Officer (SRO). Motion carried 6-0. D. Motion by Councilor Mincer, seconded by Councilor Butcher to accept the recommendation from the Finance Committee to enter into an agreement with the Grenville Area School District for a School Resource Officer (SRO). Motion carried 6-0. E. Motion by Councilor Hall, seconded by Councilor Butcher to adopt the side agreement to the Teamsters Local Union 261 CBA adding language for the SRO. Motion carried 6-0. F. Motion by Councilor Mincer, seconded by Councilor Hall to authorize the Council Vice President to execute the lease agreement with the Greenville Sanitary Authority for the Borough’s Stormwater System. Motion carried 6-0. G. Motion by Councilor Hall, seconded by Councilor Zuschlag to recognize and appreciate Jim Tokar as citizen of the month. Motion carried 6-0. H. Motion by Councilor Butcher, seconded by Councilor Hall to recognize and appreciate 32 Second Avenue as yard of the month. Motion carried 6-0. I. Motion by Councilor Zuschlag, seconded by Councilor Mincer to accept the 2020 budget preparation calendar. Motion carried 6-0. J. Motion by Councilor Mincer, seconded by Councilor Butcher to request the Civil Service Commission to update the eligibility list for Part-Time Police Officers. Motion carried 6- 0. 3 Borough of Greenville Council Minutes 06-10-19 K. Motion by Councilor Mincer, seconded by Councilor Butcher to accept the recommendation from the Greenville Volunteer Fire Company and Relief Association to appoint Piercen Fenton to the Greenville Volunteer Fire Company. Motion carried 6-0. L. Motion by Councilor Hall, seconded by Councilor Butcher to make a $2,500 donation to the Salvation Army for the paving of Kughley Alley from Main Street to Shenango Street. Motion carried 6-0. 13. Council Comments Councilor Zuschlag spoke regarding the work being done at Riverside Park because of the volunteers. Councilor Zuschlag also spoke regarding Councilor Hall’s church and the volunteer work they did after the flood. Councilor Mincer spoke regarding Facebook and how people are pushing each other to stop the complaining. Councilor Mincer also thanked the emergency responders. Councilor Hall spoke regarding the response to the flood and that sometimes the worst situation can bring out the best in people. Councilor Hall also reminded all that there are a lot of ways to help besides doing hard physical labor. Councilor Zukas-Oguz spoke thanking the first responders and the volunteers. Councilor Butcher spoke regarding how strong our community is and thanked everyone that got out and helped a neighbor. Councilor Bailey spoke regarding what a powerful movement to see all of the team effort during and after the flood. 14. Mayor Comments Mayor Hereford spoke regarding how everyone seemed to come together. Mayor Hereford also thanked Padrone’s for dropping off pizza to people that were out cleaning up the yards and basements at no charge. 15. Borough Manager Comments Mr. Urey spoke regarding the outpouring and patience of the community and to remind all that the Street Department is doing the best that they can. Mr. Urey also announced the two projects that are currently advertised to accept bids. The Airport project will be funded 90% Federal, 5% State and 5% Airport Fund. The other project is the CDBG Demolition project and that is 100% grant funded. Neither project will use monies from the General Fund. 16. Adjournment to Executive Session Motion by Councilor Hall, seconded by Councilor Butcher to adjourn to executive session for the purpose of discussing litigation matters at 7:43pm. Motion carried 6-0. 4 Borough of Greenville Council Minutes 06-10-19 Motion by Councilor Mincer, seconded by Councilor Zukas-Oguz to adjourn from executive session at 8:20pm. Motion carried 6-0. Motion by Councilor Butcher, seconded by Councilor Hall to authorize our solicitor to review the proposed settlement documents with the Melton’s involving the dispute regarding the railroad property owned by the Borough adjoining their property. This motion is not approval of any proposed settlement terms. Once the Solicitor reviews the documentation the matter is to be brought back to council for approval. Motion carried 6-0. Motion by Councilor Butcher, seconded by Councilor Hall to authorize Paull Hamill to execute any documentation necessary to complete a subdivision request for the railroad property in dispute with the Melton’s.
