Town of Greenville Council Minutes 1-13-20 town OF GREENVILLE www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, January 13, 2020 at 6:30 p.m. 1. Approval of Minutes Motion by Councilor Mincer, seconded by Councilor Zuschlag that the December 9, 2019 regular session meeting and the January 6, 2020 reorganizational session minutes be approved as written. Approval of Budget Report and Bills for Approval Payroll $201,189.71 Administration $13,309.09 Police $48,843.53 Fire $2,837.99 Code $1,650.90 Public Works $14,421.27 Liquid Fuels $493,494.26 Airport $1,362.44 Parks $3,782.36 Storm Water $446.01 Brownfield Grant $10,036.37 Sewer $118,858.94 Total $910,232.87 Motion by Councilor Hall, seconded by Councilor Zukas0Oguz to approve the monthly budget report and the bills as presented. Motion carried 7-0. 7. Approval of Department and Staff Reports A. Financials – December 2019 B. Code – December 2019 C. Fire – December 2019 & 2019 Annual Report D. Police – December 2019 & 2019 Annual Report Motion by Councilor Mincer, seconded by Councilor Zukas-Oguz to accept the monthly reports as presented. Motion carried 7-0. 8. Unfinished Business A. Motion by Councilor Zuschlag, seconded by Councilor Hall to re-appoint the following members to the Airport Commission with a term expiring on December 31, 2020. Motion carried 7-0.  Richard Feydo  Dow Lindholm  Fred Murrin  Robert Murrin  Gordon Richardson  Vacancy B. Motion by Councilor Mincer, seconded by Councilor Hall to appoint Linda Zuschlag to the Civil Service Commission with a term expiring on December 31, 2025. Motion carried 7-0. C. Motion by Councilor Zukas-Oguz, seconded by Councilor Carr to appoint Frank Vanderslice to the Code Appeals Board with a term expiring on December 31, 2024. Motion carried 7-0. 2 Town of Greenville Council Minutes 1-13-20 D. Motion by Councilor Hall, seconded by Councilor Mincer to appoint Paul Hamill to the Mercer County Regional Planning Commission with a term expiring on December 31, 2022. Motion carried 7-0. E. Motion by Councilor Beil, seconded by Councilor Zukas-Oguz to appoint Jonathan Bailey and Anne Butcher to the Greenville Planning Commission with a term expiring on December 31, 2023. Motion carried 7-0. F. Motion by Councilor Hall, seconded by Councilor Mincer to appoint Frank Vanderslice to the Vacancy Board with a term expiring on December 31, 2020. Motion carried 7-0. G. Motion by Councilor Zuschlag, seconded by Councilor Carr to appoint Thomas Strahler to the Greenville Water Authority Board with a term expiring on December 31, 2024. Council held discussions. Motion carried 7-0. H. Motion by Councilor Carr, seconded by Councilor Zuschlag to appoint Edward Taczanowsky to the Zoning Hearing Board with a term expiring on December 31, 2022. Motion carried 7-0. I. Motion by Councilor Zuschlag, seconded by Councilor Mincer to approve a one (1) year extension of the Tri-County garbage contract. Motion carried 7-0. 9. New Business A. Motion by Councilor Zukas-Oguz, seconded by Councilor Hall to accept the Tax Collector’s report of Zero (0) additions to the Per Capita roll and Four (4) permanent exonerations in the amount of $20.00 from the Greenville Tax Office. Motion carried 7-0. B. Motion by Councilor Mincer, seconded by Councilor Zukas-Oguz to adopt Resolution 2020-01 authorizing the Council President and Town Manager to sign the loan documents for a Tax Anticipation Note (TAN) with First National Bank in the amount of $100,000 with a 3.75% interest only rate and a six (6) month term. Motion carried 7-0. C. Motion by Councilor Hall, seconded by Councilor Zukas-Oguz to adopt Resolution 2020- 02 to assign the Tax Collection Committee (TCC) members. Motion carried 7-0. D. Motion by Councilor Mincer, seconded by Councilor Hall to adopt Resolution 2020-03 on Police Pension Plan contributions. Motion carried 7-0. E. Motion by Councilor Mincer, seconded by Councilor Zukas-Oguz to adopt Resolution 2020-04 establishing a 457 (b) Plan. Motion carried 7-0. F. Motion by Councilor Zuschlag, seconded by Councilor Zukas-Oguz to adopt Resolution 2020-05 establishing a 401 (a) Plan. Motion carried 7-0. G. Motion by Councilor Zukas-Oguz, seconded by Councilor Hall to enter into an employment agreement with Jasson Urey as the Town Manager for a two (2) year term. Motion carried 7-0. 3 Town of Greenville Council Minutes 1-13-20 H. Motion by Councilor Hall, seconded by Councilor Mincer to enter into an employment agreement with Lyle Huffman as the Assistant Town Manager for a two (2) year term. Motion carried 7-0. I. Motion by Councilor Zuschlag, seconded by Councilor Mincer to enter into an employment agreement with David Hetrick as the Town Financial Assistant for a two (2) year term. Motion carried 7-0. J. Motion by Councilor Mincer, seconded by Councilor Carr to enter into an employment agreement with Rosalynn Reagle as the Town Administrative Assistant for a two (2) year term. Motion carried 7-0. K. Motion by Councilor Mincer, seconded by Councilor Hall to approve the Plans Display for the Alan Avenue Project from Monday, January 20, 2020 through Friday, January 31, 2020. Council held discussions. Motion carried 7-0. L. Motion by Councilor Mincer, seconded by Councilor Zukas-Oguz to authorize the Town Manager to make application to the Municipal Intern Program to assist with the comprehensive plan update. The cost to the Town will be no more than $2,500.00 for the intern. Motion carried 7-0. M. Motion by Councilor Mincer, seconded by Councilor Carr to advertise Ordinance 1595 to update the Greenville Borough Non-Uniformed Pension Plan. No changes are being made to the plan, just updating it to IRS standards. Motion carried 7-0. 10. Council President Comments Council President Hamill provided the new Council members with an update regarding taking the NIMS training. Council discussed the testing requirements. Council President Hamill then discussed the importance of attending the Mercer County Borough’s Association dinner meetings and setting up their accounts online through PSAB. Council President Hamill also discussed the Junior Councilor Program and the status of the legislation regarding changing the population requirements to create a Redevelopment Authority. 11. Council Comments Councilor Beil announced how glad she was to be here and hopes to have a good year ahead. Councilor Hall congratulated Council President Hamill for spearheading the legislation moving forward through the House and onto the Senate. Councilor Hall announced how excited he was to see the plans for Alan Avenue moving forward and also for the contracts with the staff. Councilor Zukas-Oguz congratulated the two new Council members and is looking forward to working with everyone. Councilor Carr announced she is looking forward to being a member of Council and learning. Councilor Mincer welcomed the two new members and announced he is looking forward to the upcoming projects and moving the Town forward. 4 Town of Greenville Council Minutes 1-13-20 Council President Hamill provided Council with the step by step progression of the legislation and discussed again the importance of participating in the Mercer County Borough’s Association dinners. 12. Mayor’s Comments Mayor Hereford welcomed the two new members and announced his appreciation for the staff. 13. Borough Manager Comments Mr. Urey provided Council with an explanation of the name change through the passing of the Home Rule Charter. Town will be used in all documents that will not be forwarded to the State or Federal agencies. Because the Articles of Incorporation have not changed from Borough, all documents that are created and being shared with State and Federal agencies will remain under the name of Borough of Greenville, otherwise it will be Town of Greenville moving forward. Mr. Urey then provided Council and explanation of NIMS, the purpose, and importance of each member of Council being NIMS certified. Mr. Urey then announced that he has four members of Council signed up for the PSAB Bootcamp training scheduled for this coming Friday and Saturday and told the other members that there is still time to be registered if they are wanting to attend, but it will need to be done very soon. 14.
