Town of Greenville Council Minutes 4-13-20 town OF GREENVILLE www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, April 13, 2020 at 6:30 p.m. Due to the recent events related to the COVID-19 pandemic, our meetings will be held with only those who are necessary for conducting business. We will still hold the meetings in council chambers and they will be open to the public but we ask that if any members of the public are in attendance, proper social distancing protocol is adhered to. Most of council will be participating in the meeting by telephone. All council comments and voting will be conducted by roll call. Thank you for your understanding. 1. New Business A. Motion by Councilor Hall, seconded by Councilor Zuschlag to accept the Tax Collector’s report of Sixty (60) additions to the Per Capita roll and One Hundred (100) permanent exonerations in the amount of $500.00 from the Greenville Tax Office. Motion by Councilor Zuschlag, seconded by Councilor Beil to accept the recommendation from the Airport Commission to appoint RBS Consultants, Inc. a RHEA company as the Greenville Municipal Airport Engineer for a 5 year term starting May 1, 2020 and expiring April 30, 2025. Motion carried as follows: Councilor Hall – Yes; Councilor Zuschlag – Yes; Councilor Beil – Yes; Councilor Carr – Yes; Councilor Mincer – Yes; Councilor Zukas-Oguz – Yes; Councilor President Hamill – Yes. F. Motion by Councilor Mincer, seconded by Councilor Carr to adopt Resolution 2020-12 authorizing the Town Manager to submit an ACT 47 Grant application for technology upgrades. G. Motion by Councilor Zuschlag, seconded by Councilor Mincer to adopt Resolution 2020- 13 to extend the Mayor’s Proclamation of State of Emergency for COVID-19 pandemic. H. Motion by Councilor Hall, seconded by councilor Carr to accept the recommendation from the Finance Committee to waive the assessment of any late fees associated with the 2020 Storm Water Utility Fee. This will be for the 2020 billing cycle only. Motion by Councilor Hall, seconded by Councilor Zuschlag to authorize the Town Manager to execute an easement with John & Tracy Catalano for the property located at the Greenville Municipal Airport. Mayor Comments Mayor Hereford asked that all stay safe and gave his appreciation for all of the front line employees. 9. Council President Comments Council President Hamill gave the same sediments as Mayor Hereford. 10. Council Comments Councilor Hall announced that several area churches are providing help to those in need. Councilor Zuschlag advised all to stay in and stay safe. 4 Town of Greenville Council Minutes 4-13-20 Councilor Beil congratulated the new hires and those receiving promotions and asked that all stay safe. Councilor Carr asked that all stay safe and that there would be a decision make on Heritage Days for next month. Councilor Mincer welcomed the new officers and congratulated those receiving promotions. 11. Town Manager Comments Mr. Urey announced that at the May work session he will be presenting an updated budget for 2020 due to the COVID-19 pandemic. The 2019 audit will be presented at the May work session as well and the auditors will be presenting it by telephone. 12. Adjournment Motion by Councilor Mincer, seconded by Councilor Carr to adjourn this session of council at 6:59pm.
