MINUTES OF A REGULAR MEETING
OF THE BOROUGH OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
Monday, May 11, 2020 at 6:30 p.m.
Due to the recent events related to the COVID-19 pandemic, our meetings will be held with only
those who are necessary for conducting business. We will still hold the meetings in council
chambers and they will be open to the public but we ask that if any members of the public are in
attendance, proper social distancing protocol is adhered to. Most of council will be participating
in the meeting by telephone. All council comments and voting will be conducted by roll call.

Motion by Councilor Hall, seconded by Councilor Mincer that the April 13, 2020 regular session

Motion by Councilor Mincer, seconded by Councilor Zuschlag to accept the monthly reports as

7. New Business
A. Motion by Councilor Zuschlag, seconded by Councilor Beil to accept the Tax Collector’s
report of Sixteen (16) additions to the Per Capita roll and Eighteen (18) permanent
exonerations in the amount of $90.00 from the Greenville Tax Office. Motion carried as
follows: Council President Hamill – Yes; Councilor Hall – Yes; Councilor Zuschlag –
Yes; Councilor Beil – Yes; Councilor Carr – Yes; Councilor Mincer – Yes; Councilor
Zukas-Oguz – Yes.
B. Motion by Councilor Beil, seconded by Councilor Mincer to accept the 2019 audit report
from McGill, Power, Bell & Associates. Motion carried as follows: Council President
Hamill – Yes; Councilor Hall – Yes; Councilor Zuschlag – Yes; Councilor Beil – Yes;

following open board seats which will expire June 30, 2020:
Horizon Hospital System Authority – 5 year term
Horizon Hospital System Authority – 5 year term
Greenville Sanitary Authority – 5 year term
Shenango Valley Enterprise Zone – 4 year term
Motion carried as follows: Council President Hamill – Yes; Councilor Hall – Yes;

D. Motion by Councilor Mincer, seconded by Councilor Zuschlag to advertise for the
following open board seats which have vacancies:
Code Appeals Board with a term to expire on December 31, 2021

E. Motion by Councilor Mincer, seconded by Councilor Zukas-Oguz to appoint Sharp
Collections as the agency for the collection of delinquent Per Capita taxes from July 1,
2020 through June 30, 2021. Motion carried as follows: Council President Hamill – Yes;
Councilor Hall – Yes; Councilor Zuschlag – Yes; Councilor Beil – Yes; Councilor Carr –
Yes; Councilor Mincer – Yes; Councilor Zukas-Oguz – Yes.
F. Motion by Councilor Zuschlag, seconded by Councilor Hall to appoint Roderick Paul to
the Greenville Airport Commission. Motion carried as follows: Council President Hamill
– Yes; Councilor Hall – Yes; Councilor Zuschlag – Yes; Councilor Beil – Yes; Councilor
Carr – Yes; Councilor Mincer – Yes; Councilor Zukas-Oguz – Yes.
G. Motion by Councilor Mincer, seconded by Councilor Zuschlag to adopt Resolution 2020-
14 Work Truck LGUDA for small borrowing for purchase of work truck. Motion carried
as follows: Council President Hamill – Yes; Councilor Hall – Yes; Councilor Zuschlag –
Yes; Councilor Beil – Yes; Councilor Carr – Yes; Councilor Mincer – Yes; Councilor
Zukas-Oguz – Yes.
H. Motion by Councilor Carr, seconded by Councilor Hall to adopt Resolution 2020-15
USDA Loan Resolution for purchase of two (2) Police Cruisers. Motion carried as
follows: Council President Hamill – Yes; Councilor Hall – Yes; Councilor Zuschlag –
Yes; Councilor Beil – Yes; Councilor Carr – Yes; Councilor Mincer – Yes; Councilor
Zukas-Oguz – Yes.
I. Motion by Councilor Zuschlag, seconded by Councilor Mincer to adopt Resolution 2020-
16 Police Cruisers LGUDA for small borrowing for purchase of two (2) Police Cruisers.

8. Mayor Comments
Mayor Hereford thanked the Community for their efforts in this trying time. Mayor Hereford also
thanked the municipal staff.
9. Council President Comments
Council President Hamill had no comments.
10. Council Comments
Councilor Beil hopes that Council can have in person meetings real soon.
Councilor Carr announced that Heritage Days has been cancelled, but is still hopeful to be able to
have the Heritage Days Haunting this fall. Due to the cancellation, Heritage Days have realized a
$4,000 loss.
11. Town Manager Comments
Mr. Urey had no comments.
