Town of Greenville Council Minutes 05-10-21 www.greenvilleborough.com MINUTES OF A REGULAR MEETING OF THE TOWN OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Monday, May 10, 2021 at 6:30 p.m. 1. Call to Order Paul Hamill, Council President 2. Invocation: Pastor Brenda Martin, Holy Trinity Lutheran church Flag Salute led by Councilor Jean Carr 3. Roll Call: Paul Hamill, Council President Sean Hall, Council Vice President - Absent Linda Zuschlag, Council President Pro Tempore Tracy Beil Jean Carr Dane Mincer Evian Zukas-Oguz – Via Conference Call Evan Hereford, Mayor Jasson W. Urey, Town Manager – Excused James E. Douglas, Solicitor Also present: Lisa Hamill Michael McLaughlin Frank Vanderslice Staff: Media: Rosalynn Reagle, Administrative Assistant Caleb Stright, Record-Argus 4. Public Comments (5 minutes time limit) Resident – None. Non-Resident – None. 5. Approval of Minutes Motion by Councilor Mincer, seconded by Councilor Carr that the April 12, 2021 regular session and the May 5, 2021 public hearing session meeting minutes be approved as written. Motion carried 6-0. 6. Approval of Budget Report and Bills for Approval Payroll $136,872.72 Administration $42,196.41 Police $19,117.52 1 Town of Greenville Council Minutes 05-10-21 Fire $10,646.07 Code $6,563.40 Public Works $17,899.67 Liquid Fuels $0.00 Airport $7,071.02 Parks $3,816.36 Storm Water $10,190.80 Brownfield Grant $4,142.00 Senior Center Parking Lot $0.00 Sewer $78,765.90 Total $337,281.87 Motion by Councilor Zuschlag, seconded by Councilor Carr to approve the monthly budget report and the bills as presented. Motion carried 6-0. 7. Approval of Department and Staff Reports A. Financials – April 2021 B. Code – April 2021 C. Fire – April 2021 D. Police – April 2021 Motion by Councilor Mincer, seconded by Councilor Beil to accept the monthly reports as presented. Motion carried 6-0. 8. New Business A. Motion by Councilor Beil seconded by Councilor Carr to advertise for the following open board seats which will expire June 30, 2021: • Horizon Hospital System Authority (Diane Miller) – 5 year term • Horizon Hospital System Authority (Amy Hollowell) – 5 year term • Greenville Sanitary Authority (Jonathan Bailey) – 5 year term • Shenango Valley Enterprise Zone (Jasson Urey) – 4 year term Motion carried 6-0. B. Motion by Councilor Mincer, seconded by Councilor Zuschlag to advertise for the following vacant board seats: • Greenville Civil Service commission with a term expiring on December 31, 2023 • Greenville Code Appeals Board with a term expiring on December 31, 2021 • Greenville Code Appeals Board with a term expiring on December 31, 2023 • Greenville Sanitary Authority with a term expiring on June 20, 2023 • Greenville Zoning Hearing Board Alternate member with a term expiring on December 31, 2023 Council held discussions. Motion carried 6-0. C. Motion by Councilor Zuschlag, seconded by Councilor Mincer to appoint Sharp Collections as the agency for the collection of delinquent Per Capita taxes from July 1, 2021 through June 30, 2022. Motion carried 6-0. 2 Town of Greenville Council Minutes 05-10-21 D. Motion by Councilor Beil, seconded by Councilor Carr to authorize the Town Manager to make application for the 2020 Municipal Recycling Performance Grant. Motion carried 6- 0. E. Motion by Councilor Mincer, seconded by Councilor Zuschlag to advertise Ordinance 1606, amending the Zoning Ordinance to better define the reuse of abandoned schools or other public buildings for a nonresidential use. Motion carried 6-0. F. Motion by Councilor Zuschlag, seconded by Councilor Mincer to accept the recommendation from the Greenville Volunteer Fire Company and Relief Association to appoint Jessica Grinnell to the Greenville Volunteer Fire Company. Motion carried 6-0. 9. Council Comments Councilor Carr provided Council with an update of what has been done in Central Park. The benches have been repaired and painted. Councilor discussed that they next project will be to repair the cannons. Councilor Beil gave thanks to Councilor Carr for her continued work at Central Park. 10. Mayor Comments Mayor Hereford had no comments. 11. Council President Comments Council President Hamill had no comments. 12. Adjournment Motion by Councilor Mincer, seconded by Councilor Zuschlag to adjourn this session of Council at 6:42 pm. Motion carried 6-0. Respectfully submitted, Jasson W.
