Public Comments (5 minutes time limit) Resident – Ms. Clemente thanked Council for their diligent work leading up to the proposed zoning changes being voted on during this session. She expressed her excitement for what those changes mean for the Community Recreation of Northern Mercer County Inc. and their steps moving forward. Non-Resident – None. 5. Approval of Minutes Motion by Councilor Mincer, seconded by Councilor Beil that the May 10, 2021 regular session meeting minutes be approved as written. Motion carried 6-0. 6. Motion carried 6-0. 7. Approval of Department and Staff Reports A. Financials – May 2021 B. Code – May 2021 C. Fire – May 2021 D. Police – May 2021 Motion by Councilor Mincer, seconded by Councilor Zuschlag to accept the monthly reports as presented. Motion carried 6-0. 8. Unfinished Business A. Motion by Councilor Hall, seconded by Councilor Mincer to appoint Amy Hollowell to the Horizon Hospital Authority Board with a term expiring June 30, 2026. Motion carried 6-0. B. Motion by Councilor Mincer, seconded by Councilor Hall to appoint Tracy Beil to the Horizon Hospital Authority Board with a term expiring June 30, 2026. Motion carried 6- 0. C. Motion by Councilor Zuschlag, seconded by Councilor Beil to appoint Jonathan Bailey to the Greenville Sanitary Authority Board with a term expiring June 30, 2026. Motion carried 6-0. D. Motion by Councilor Hall, seconded by Councilor Beil to appoint Jasson Urey to the Shenango Valley Enterprise Zone with a term expiring June 30, 2025. Motion carried 6-0. E. Motion by Councilor Mincer, seconded by Councilor Hall adopt Ordinance 1606, amending the Zoning Ordinance to better define the reuse of abandoned schools or other public buildings for a non-residential use. Motion carried 6-0. 9. New Business 2 Town of Greenville Council Minutes 06-14-21 A. Motion by Councilor Zuschlag, seconded by Councilor Mincer to adopt resolution 2021- 08 to apply for a Greenways, Trails and Recreation Program Grant for restoration work in Riverside Park. Motion carried 6-0. B. Motion by Councilor Beil, Seconded by Councilor Hall to recognize and appreciate 18 Lebanon Avenue, Eric & Karen Schreckengost, as yard of the month. Motion carried 6-0. C. Motion by Councilor Zukas-Oguz, seconded by Councilor Hall to accept the recommendation from the Strategic Management Committee to advertise Ordinance 1607, placing a referendum on the November municipal election ballot in accordance with P.A.C.S. Title 35 P.S. §7708 “Shall the Town disband the paid fire force in favor of having fire protection services performed by volunteers?”. Motion carried 6-0 D. Motion by Councilor Beil, seconded by Councilor Mincer to hire Jacob McCann as a Department of Public Works Employee. Motion carried 6-0. E. Motion by Councilor Mincer, seconded by Councilor Zuschlag to hire Ryan Meadors as a Department of Public Works Employee. Motion carried 6-0. F. Motion by Councilor Zuschlag, seconded by Councilor Zukas-Oguz to accept the 2022 preparation calendar. Motion carried 6-0. 10. Council Comments Councilor Hall expressed his excitement for the zoning language change helping with economic development and revitalization with the Town. Councilor Hall then discussed the referendum and the letter received from a neighboring Volunteer Fire Chief. Councilor Hall discussed how that highlighted the dependence of the surrounding volunteer departments reliance on our paid department that our residents are footing the bill for that their benefit and that our question is simply if our residents want to continue to do that. Councilor Beil expressed that she was not in favor of transitioning away from a paid department, but it is a valid yes or no question and our community deserves the right to answer that yes or no. Councilor Zuschlag expressed her agreement with what had been stated already then discussed the question asked a few years back regarding a 3 mill increase and the residents voted in favor of that increase. Councilor Mincer also expressed his agreement with what had been stated and asked that the surrounding communities take a hard look at what services we provide them without charging them a fee. 11. Mayor Comments Mayor Hereford thanked the volunteers that were appointed to the various boards listed on the agenda. Mayor Hereford also thanked the community that attended the event that was hosted at the Jamestown Fairgrounds to benefit Strayhaven. Mayor Hereford discussed what an excellent turn out there was for the event. Mayor Hereford then provided a status update with the COVID- 19 numbers for Mercer County. 3 Town of Greenville Council Minutes 06-14-21 12. Council President Comments Council President Hamill announced that none of the Council members are looking to disband the paid fire department and go to a volunteer department. Council President Hamill then stated that even if the residents voted to disband the paid department, Council could override that decision and keep the paid department if they so choose. Council President Hamill then thanked the volunteers that submitted letters of interest to fill the board positions. 13. Town Manager Comments Mr. Urey reminded everyone of the special session of Council scheduled for Thursday, June 17th at 6:30pm to receive an update of the Brownsfield and Economic Development studies. 12.
