MINUTES OF A REGULAR MEETING
OF THE TOWN OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
Monday, July 11, 2022, at 6:30 p.m.

5. Approval of Minutes
Motion by Councilor Butcher, seconded by Councilor Carr that the June 13, 2022, regular session
minutes be approved as presented. Motion carried 7-0.

6. Approval of Budget Report and Bills for Approval
Payroll $155,710.98
Administration $153,651.71
Police $16,963.25
Fire $13,349.77
Code $17,694.02
Public Works $12,121.21
Airport $24,311.56

Brownfield Grant $0.00

Motion by Councilor Zuschlag, seconded by Councilor Butcher to approve the monthly budget
report and the bills as presented. Motion carried 7-0.
7. Approval of Department and Staff Reports
A. Financials – June 2022
B. Code – June 2022
C. Fire – June 2022
D. Police – June 2022
Motion by Councilor Hall, seconded by Councilor Beil to accept the monthly reports as
presented. Motion carried 7-0.

9. New Business
A. Motion by Councilor Butcher, seconded by Councilor Hall to appoint Gary Johnson as
the Town of Greenville Building Code Official, Zoning Officer, and Code Officer.
Motion carried 7-0.
B. Motion by Councilor Butcher, seconded by Councilor Carr to recognize and appreciate
Chad Bromley as citizen of the month. Motion carried 7-0
C. Motion by Councilor Hereford, seconded by Councilor Carr to recognize and
appreciate Kimberly Weaver as yard of the month. Motion carried 7-0.
D. Motion by Councilor Beil, seconded by Councilor Zuschlag to advertise Ordinance
1620, to create the Greenville Redevelopment Authority. Motion carried 7-0.

E. Motion by Councilor Beil, seconded by Councilor Butcher to adopt Resolution 2022-
05, authorizing signing of agreements Department of Transportation. Motion carried
7-0.
F. Motion by Councilor Hereford, seconded by Councilor Carr to solicit bids for the
demolition of 132 Main Street, 173-175 Main Street, and 211-213 Main Street. Motion
carried 7-0.
G. Motion by Councilor Hall, seconded by Councilor Butcher to accept the 2023 budget
preparation calendar. Motion carried 7-0.
H. Motion by Councilor Beil, seconded by Councilor Butcher to authorize the Town
Manager to apply for the DEP ACT 101, Section 904 Recycling Performance Grant.
Motion carried 7-0.
I. Motion by Councilor Zuschlag, seconded by Councilor Hereford to appoint Gabriel,
Fera P.C. as labor council for the Town of Greenville. Motion carried 7-0.
10. Council Comments
Councilor Hall spoke that he is excited about the Redevelopment of the town. Hopes it builds on
as it comes together.
Councilor Butcher thanked the Heritage Days committee. Councilor Butcher is also excited about
the redevelopment of the town.
Councilor Beil wanted to thank Councilor Jean Carr about the success of Heritage Days. She is
excited about the redevelopment of the town as well.
Councilor Hereford congratulated Chad on becoming the Citizen of the month. He thanked
Councilor Carr on the success of Heritage Days.
Councilor Zuschlag expressed that Heritage Days was a good thing for the Town of Greenville.
Councilor Carr congratulated Chad becoming Citizen of the month and to thank him for all his
hard work he does for the community. She felt that having the car show and Heritage Days on
separate weekend was a good thing for the businesses in town.
11. Mayor Comments
Mayor Hamill thanked Chad and Jean for all their hard work on Heritage Days
12. Town Manager Comments
Manager Urey discussed the transition in the Administration Office that is happening.
Congratulated Chad on becoming Citizen of the Month and thanked him for all the work he does
for the community.

13. Adjournment
Motion by Councilor Hall, seconded by Councilor Butcher to adjourn this session of Council at
6:45 pm. Motion carried 7-0
