Call to Order Paul Hamill, Mayor If you are a visitor to council, we ask you please sign in at the door and turn off all cellular telephones. 2. Public Comments (5-minute time limit) Residents: Mr. Joel Rinella inquired about attendance of the recent Penn-Northwest meeting, work session minutes, and the absence of Councilor Hall. Approval of Minutes Motion by Councilor Beil, seconded by Councilor Carr, to approve the minutes from July 10, 2023, Regular Session, and the July 13, 2023, Public Hearing. Motion carried 6-0. 6. Approval of Budget Report & Bills Payroll $165,883.60 Administration 33,576.60 Police 19,317.39 Fire 35,216.66 Code 8,810.16 Public Works 16,100.48 Airport 5,385.05 Parks 39,162.18 Storm Water 19,795.97 Brownfield Grant 1,984.50 Capital Fund 153,370.00 ARPA 3,720.00 Liquid Fuels 4,590.00 Sewer 129,931.68 Total $633,835.68 Motion by Councilor Hereford, seconded by Councilor Zuschlag, to accept the monthly budget report as presented. Motion carried 6-0. 7. Approval of Department and Staff Reports A. Financials – July 2023 B. Code – July 2023 C. Fire – July 2023 D. Police – July 2023 Motion by Councilor Hereford, seconded by Councilor Butcher, to accept monthly reports as presented. Motion carried 6-0. 8. Unfinished Business A. Motion by Councilor Beil, seconded by Councilor Carr to adopt Ordinance 1631, removing the one-way designation from Louisa Avenue, and adding the one-way designation to Alan Avenue. Motion carried 6-0. 9. New Business A. Motion by Councilor Butcher, seconded by Councilor Hereford to authorize the design by KLH Engineers for a temporary repair of the Lebanon Street Bridge. Councilor Hereford asked if the repairs could be done before winter. Mayor Hamill asked if we would need to consider closing Page 2 of 4 Town of Greenville Council Minutes 8/14/23 the bridge. Motion carried 6-0. B. Motion by Councilor Butcher, seconded by Councilor Carr to accept the recommendation from the Greenville Planning commission to remove Keith Schilling as an appointed member with a term expiring December 31, 2024. Motion carried 6-0. C. Motion by Councilor Butcher, seconded by Councilor Hereford to advertise for an open seat on the Greenville Planning Commission with a term expiring December 31, 2024. Motion carried 6-0. D. Motion by Councilor Hereford, seconded by Councilor Beil to advertise ordinance 1632, repealing Ordinance 1615, and making amendments to the collection and storage section (Article 1) of the Town’s Solid Waste Code (Chapter 463). Motion carried 6-0. E. Motion by Councilor Carr, seconded by Councilor Butcher for a request to allow open containers in a designated and controlled area for the Italian Home Club picnic on club property, scheduled for September 2, 2023, from 10:00 am - 7:00 pm. Motion carried 6-0. F. Motion by Councilor Butcher, seconded by Councilor Carr to advertise for a public hearing on September 6, 2023, at 6:00 pm discuss the transfer of a liquor license from the City of Sharon to the Borough of Greenville for the Majestic Bar & Grille, LTD. Motion carried 6-0. G. Motion by Councilor Beil, seconded by councilor Butcher to hire Adam Reisinger as a Department of Public Works Employee. Motion carried 6-0. H. Motion By Councilor Beil, seconded by Councilor Zuschlag to use ARPA funds to purchase body cameras for the Police Department from Axon Enterprise, inc., at a cost of $51,778.48. Motion carried 6-0. I. Motion by Councilor Hereford, seconded by Councilor Butcher to use ARPA funds to replace the tasers for the Police Department from Axon Enterprise, Inc., at a cost of $41,40.00. Motion carried 6-0. J. Motion by Councilor Beil, seconded by Councilor Hereford to accept the bid of $11,425.00 for roof repair, gutters, and soffit and facia repairs for the white maintenance garage at Riverside Park. Motion carried 6-0. 10. Council Comments Councilor Carr requested a liaison from Council to the Redevelopment Authority. She stated she has been attending the meetings and would volunteer for the position. Mayor Hamill appointed her to the position. Councilor Butcher reminded everyone that it is back-to-school season and to be mindful of the students walking to and from school. She also encouraged everyone to attend school events to encourage the teams and groups. 12. Mayor Comments- Asked for thoughts and prayers to the victims in recent national/regional disasters. 13. Town Manager Comments None. 14.
