OF THE TOWN OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
Monday, March 10, 2025, at 6:30 p.m.
1. Call to Order Paul Hamill, Mayor

5. Approval of Minutes
Motion by Councilor Hereford, seconded by Councilor Butcher, to approve the minutes from February
5, 2025, Work Session, February 10, 2025, Regular Meeting. Motion carried 7-0.
6. Approval of Monthly Bills

Motion by Councilor Zuschlag, seconded by Councilor Carr-Fisher, to approve the monthly bills as
presented. Motion carried 7-0.
7. Approval of Department and Staff Reports

Motion by Councilor Butcher, seconded by Councilor Hereford, to accept the February Department and
Staff Reports as presented. Motion carried 7-0.
8. Unfinished Business
A. Motion by Councilor Bromley, seconded by Councilor Hereford, to adopt Resolution 2025-05,
authorizing the swale of the 2018 Vac-Con Jet/Vac Truck. Motion carried 7-0.

9. New Business
A. Motion by Councilor Bromley, seconded by Councilor Carr-Fisher, to accept the
recommendation from the Airport Commission to enter into an Engineering Agreement with
Rhea Engineering & Consultants for the design to reseal runway 15-33 (crack seal and marking).
Motion carried 7-0.
B. Motion by Councilor Shipley, seconded by Councilor Butcher, to accept the recommendation
from the Code Committee to advertise Ordinance 1656, deleting and repealing Chapter 201
“Certificates of Compliance” of the Code of Ordinances eliminating the requirement to have a
sewer lateral inspection. Motion carried 7-0.
C. Motion by Councilor Hereford, seconded by Councilor Carr-Fisher, to accept the
recommendation from the Code Committee to advertise Ordinance 1657, amending Chapter 169,
“Amusements.” Motion carried 7-0.
D. Motion by Councilor Shipley, seconded by Councilor Butcher, to accept the recommendation
from the Code Committee to enter into a contract with First Due to replace both ESO and
GoGov programs effective August 2025. Motion carried 7-0.
E. Motion by Councilor Shipley, seconded by Councilor Zuschlag, to accept the recommendation
from the Strategic Management Committee to enter into a transfer agreement for the donation of
10 South Mercer Street (55 5185 003) and 12 South Mercer Street (55 518 002), plus all closing
costs that will be incurred. Motion carried 7-0.
F. Motion by Councilor Bromley, seconded by Councilor Carr-Fisher, to accept the
recommendation from the Home Rule Charter Review Commission to retain Campbell Durrant,
P.C. (Attorney Peter Halesey) to provide legal review for the Home Rule Charter Review
Commission. Motion carried 7-0.
G. Motion by Councilor Shipley, seconded by Councilor Zuschlag, to adopt Resolution 2025-06,
supporting the Pennsylvania Commission for the United States Semiqincentennial
(AMERICA250PA). Motion carried 7-0.
H. Motion by Councilor Hereford, seconded by Councilor Shipley, to adopt Resolution 2025-07,
Disposal of Common Records. Motion carried 7-0.
I. Motion by Councilor Shipley, seconded by Councilor Butcher, to advertise Ordinance 1658,
deleting and repealing Chapter 16, “Blighted Property Review Committee” of the Code of
Ordinances (which repeals Ordinances 1641, 1645, 1654, and 1655), eliminating the Blighted
Property Review Committee. Motion carried 7-0.
10. Council Comments
Councilor Hereford thanked everyone who showed up.
Councilor Bromley hopes everyone enjoys the warm weather and he thanked everyone for coming.
