Motion by Councilor Shipley, seconded by Councilor Bromley, to accept the recommendation from the Budget and Finance Committee to advertise Ordinance 1670, establishing the 2026 Earned Income Tax Rate of (2.25% for residents (1.75% for the Town and 0.5% to the School District) and 1.0% for non-residents). No change from the 2025 rate. Motion by Councilor Herefod, seconded by Councilor Shipley, to accept the recommendation from the Budget and Finance Committee to advertise Ordinance 1671, establishing the 2026 Page 5 of 8 Town of Greenville Council Minutes 11/10/25 Special Purpose Fire Protection Services Tax Rate (3 mills). No change from the 2025 rate. Motion by Councilor Shipley, seconded by Councilor Zuschlag, to accept the recommendation from the Budget and Finance Committee to advertise Ordinance 1672, establishing the 2026 General Purposes Tax Rate (19 mills). This is an increase of 8 mills. Councilor Bromley asked for an explanation. Councilor Shipley clarified that the bond debt has been paid off, the Budget and Finance Committee decided to move the excess millage from Indebtedness to General Purposes because there will be a millage freeze by Mercer County next year due to the countywide reassessment, meaning we will not be able to change our tax rates next year. Motion by Councilor Shipley, seconded by Councilor Zuschlag, to accept the recommendation from the Budget and Finance committee to advertise Ordinance 1673, establishing the 2026 General Tax Rate for Indebtedness (1 mill). This is a reduction of 8.19 mills. Mayor Hamill noted this would equal out to a total of 0.19 mills reduction of total taxes for the residents. There is no change from the 2025 rate. DEP asked for revisions to the resolution that was adopted in January 2025. Motion by Councilor Shipley, seconded by Councilor Bromley, to accept the recommendation from the Budget and Finance Committee to adopt Resolution 2025-19, authorizing the Town Manager to make application to the Local Share Account Grant for the demolition of the building and site restoration at 10-12 South Mercer Street. Motion by Councilor Shipley, seconded by Councilor Bromley, to accept the recommendation from the Budget and Finance committee to authorize the Town Manager to create a payment system for the Stormwater and Fire Service Fees to spread the payments over six (6) months. Motion by Councilor Hereford, seconded by Councilor Shipley, to accept the recommendation from the Budget and Finance Committee to authorize the Town Manager to start the process of acquiring a Squad Truck for the Greenville Fire Department. Councilor Bromley noted that he visited the fire department and witnessed the mechanical issues the squad truck and encouraged his fellow councilors to visit the fire department and talk the guys. Motion carried 6-0. 10. Council Comments Councilor Bromley asked everyone to be carful tonight and have patience with the plow crews. Councilor Carr-Fisher echoed Councilor Bromley’s comments and said she thinks people have questions about what we’ve decided. Trust me, we worked through this to get the best for everybody.
