Reorganization of Council

MINUTES OF THE RE-ORAGANIZATIONAL MEETING OF GREENVILLE BOROUGH COUNCIL HELD IN THE COUNCIL CHAMBERS ON TUESDAY, JANUARY 3, 2006 AT 6:30 p.m. 1. Swearing in of Mayor Miller: Frances J. Fornelli, President Judge, Court of Common Pleas, Mercer County and Senior Judge Michael J. Wherry swore in Richard H. Miller as Mayor of the Borough of Greenville. 2. Swearing in Councilpersons: Mayor Miller swore in Borough Council members: David Henderson, Pete Longiotti, and Henry M. Mueller. 3. Call to Order: Mayor Miller called the meeting to order at 6:30 p.m. Flag Salute 4. Roll Call: Pamela Auchter Robin Douglas David Henderson Theodore Jones Pete Longiotti Henry M. Mueller Richard Miller, Mayor Jasson Urey, absent Also present were Vance Oakes, Borough Manager, Jim Douglas, Borough Solicitor 5. Nominations and election of Council President: Councilor Jones nominated Pete Longiotti to fill the position of Council President. Mayor Miller asked if there were any other nominations, with none, he instructed the Secretary to cast a unanimous ballot for Pete Longiotti for President of Council. 6. Nominations and election of Council Vice President: Council President Longiotti nominated David Henderson to fill the position of Council Vice President. Mayor Miller asked if there were any other nominations, with none, he instructed the Secretary to cast a unanimous ballot for David Henderson for Vice President of Council. 1 7. Nominations and election of Chairperson Pro Tem: Mayor Miller turned the gavel over to newly elected Council President Longiotti. Councilor Jones nominated Pamela Auchter to fill the position of Chairperson Pro Tem. President Longiotti asked if there were any other nominations, with none, he instructed the Secretary to cast a unanimous ballot for Pamela Auchter for Chairman Pro Tem. 8. Nominations and appointment of Chairperson for Vacancy Board: No names for nomination. Borough Manager explained that if there was a vacancy on the Council and the Borough Council is unable to fill the seat, the Chairman of the Vacancy Board, (which is a registered elector of the borough), would serve with the remaining members of the Council to appoint someone to fill the vacated seat. 9. Appointments: a. Borough Manager/Secretary – Councilor Auchter moved, seconded by Council Vice President Henderson to appoint Vance E. Oakes as Borough Manger for a one year term. Motion approved. b. Borough Treasurer – Council Vice President Henderson moved, seconded by Councilor Mueller to appoint Tracey L. Vale as Borough Treasurer for a one year term. Motion approved. c. Code Enforcement/Zoning Officer – Councilor Mueller moved, seconded by Council Vice President Henderson to appoint George Pangas as Code Enforcement/Zoning Officer for a one year term. A roll call vote was taken. Borough Solicitor – Council Vice President Henderson moved, seconded by Councilor Mueller to appoint Douglas & Joseph as Borough Solicitor for the year of 2006. Motion approved. Councilor Douglas abstained from the vote. e. Borough Engineer – Proposals are being accepted for the February 14, 2006 council meeting. f. Code Board of Appeals – No names submitted for appointment at this time. 2  g. Greenville Water Authority – Councilor Auchter moved, seconded by Councilor Jones to appoint Mr. Walter Sankey to the Greenville Water Authority for a 5 year term. Motion approved. h. Greenville Sanitary Authority – No names submitted for appointment at this time. i. Greenville Planning Commission – No names submitted for appointment at this time. j. Greenville Zoning Hearing Board – No names submitted for appointment. k. Greenville Zoning Hearing Board (alternate) – No names submitted for appointment at time. l. Civil Service Commission – No names submitted for appointment at this time. m. Airport Commission – Councilor Mueller moved, seconded by Council Vice President Henderson to re-appoint the following people to the Greenville Airport Commission for a one year term. Establish dates and times for the 2006 council meetings: Council Vice President Henderson moved, seconded by Councilor Auchter to set the date and time of the Borough council meetings at 6:30 p.m. on the second Tuesday of the month, with the council work sessions held on the Thursday preceding the regular Tuesday meeting. Motion approved. 12. Adjournment to work session. Council Vice President Henderson moved, seconded by Councilor Mueller to adjourn to the work session at 6:52 p.m. Motion approved.
