Greenville Sanitary Authority 7-23-20 GREENVILLE SANITARY AUTHORITY GREENVILLE, PENNSYLVANIA SPECIAL MEETING MINUTES Thursday, July 23, 2020 ~ 6:00 p.m. CALL TO ORDER Mr. Bailey called the meeting to order at 6:00 pm ROLL CALL: Jonathan Bailey, Chairperson Anne Butcher Casey Shilling - Excused Amy Hollowell Joshua Stephens - Absent OTHERS PRESENT: Jasson Urey, Town Manager Lyle Huffman, Assistant Town Manager James Douglas, Solicitor - Excused John Mowry, KLH Engineers PUBLIC: Jim Chapin Carl Petrus 1. REORGANIZATION A. Motion by Mrs. Hollowell, second by Mrs. Butcher to nominate Jonathan Bailey as Chairperson. Motion carried 3-0. B. Motion by Mrs. Hollowell, second by Mrs. Butcher to nominate Casey Shilling as Vice Chairperson. Motion carried 3-0. C. Motion by Mrs. Butcher, second by Mr. Bailey to nominate Amy Hollowell as Secretary. Motion carried 3-0. D. Motion by Mrs. Butcher, second by Mrs. Hollowell to set the 2020-2021 meeting schedule as follows: October 22, 2020 @ 6:00 PM January 28, 2021 @ 6:00 PM April 22, 2021 @ 6:00 PM July 22, 2021 @ 6:00 PM Motion carried 3-0. 2. PUBLIC COMMENTS None 3. ACCEPTANCE OF MINUTES A. Motion by Mrs. Hollowell, second by Mrs. Butcher to accept the minutes from the January 23, 2020 regular meeting. Motion carried 3-0. Page 1 of 3 Greenville Sanitary Authority 7-23-20 4. FINANCIAL REPORTS A. Motion by Mrs. Hollowell, second by Mrs. Butcher to accept the June 2020 Treasurer’s report for the Sanitary Fund. Motion carried 3-0. B. Motion by Mrs. Hollowell, second by Mrs. Butcher to accept the June 2020 Treasurer’s report for the Stormwater Fund. Motion carried 3-0. 5. ENGINEER’S REPORT(S) A. Motion by Mrs. Hollowell, second by Mrs. Butcher to accept the July 2020 Engineer’s report. Motion carried 3-0. 6. UNFINISHED BUSINESS A. None 7. NEW BUSINESS A. Discuss request from Living Word Christian Center (LWCC). Pastor Jim Chapin and Carl Petrus, PE presented information to the authority regarding the school building’s lateral line servicing 12 N. Diamond Street. This lateral line is privately owned and is situated on LWCC property. It is a 6 inch PVC line that was run above ground and has failed in several areas. The line ties into the Authority’s main at manhole #414. LWCC requested aid from the Authority to record ownership and possibly partner financially for their repair. Mr. Huffman will consult with the solicitor on this matter. B. Motion by Mr. Bailey, seconded by Mrs. Butcher to authorize the engineer to start the design work for the sewer plant upgrade project and to us the authorities fund balance to cover the engineering costs until a bridge loan can be obtained.
