MINUTES OF A SPECIAL MEETING OF GREENVILLE BOROUGH COUNCIL HELD IN THE COUNCIL CHAMBERS ON MONDAY, AUGUST 21, 2006 AT 6:30 P.M. 1. Call to Order – Council President Longiotti called the meeting to order at 6:30 p.m. 2. Roll Call - Pete Longiotti, Council President David Henderson, Council Vice President Pamela Auchter, Councilor Robin Douglas, Councilor Henry M. Mueller, Councilor Theodore E. Jones, Councilor Jasson Urey, Councilor Richard H. Miller, Mayor Also present, Ryan T. Eggleston, Borough Manager 3. New Business a. Streetscape Phase II The meeting was held to discuss entering an agreement with the Pennsylvania Department of Transportation for acceptance of the $1,722,600 award of Transportation and Community System Preservation Program funds. This project was slated for 2008 but a vote was held by the MPO to move Phase II to 2006. Council President Longiotti explained that a 20% match would be required by the borough in order to enter into the agreement with PennDOT. The 20% match figure of $430,650 is based on the total project cost of $2,153.250. Don Hall, from the Oil City office of Penn DOT, fielded questions regarding the required match. He stated the borough was not required to accept the total project amount. He said that signing the Penn DOT agreement was to agree to the project, a smaller project could be done for a reduced cost. He also clarified that this funding was project specific and could not be used for anything else. Council President Longiotti asked Mr. Hall how much time the borough had to sign the agreement with Penn DOT, he stated he felt up to 6 months but stressed the sooner the better, especially if the project is to continue on this year. Mr. Hall also said it is legal to NOT re-bid the project when you are making changes to the work order. Paul Rosak, EGG, spoke about the Phase II plans stating the original plans for the whole project were from Water Street to South Mercer Street. When the project was scaled back, the area included South Mercer Street to the RR tracks. He stated there would be some work to re-package the design for Phase II, he would need to take a thorough look at it. 1 John Rusnak, HRG Engineering, suggested a meeting with “key people” at the Oil City Penn DOT office, after the Labor Day holiday would be most productive to establish an exact cost and discuss different scenarios for this project. It was agreed this meeting could be held at the Greenville Borough office. John Combine, general contractor, briefly spoke. He stated his crew would be “demobilizing” in approximately 4 to 5 weeks. Mr. Combine stressed there will be price increases next year. He confirmed the proposed project from the RR tracks to the west side of the borough building is 506 feet. President Longiotti confirmed the borough can only match a total project cost of $1,250,000 with the 20% match being $250,000. No action was taken at this meeting. 4.
