OF THE BOROUGH OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
Monday, October 22, 2018 at 7:00 p.m.

3. Public Comment
Resident – None

4. New Business
A. Motion by Councilor Hamill, seconded by Councilor Bailey to promote Ian Kelly from
Part-Time Police Officer to Full-Time Police Officer with the Greenville Police
Department from the Civil Service certified list. Motion carried 6-0.
B. Motion by Councilor Hamill, seconded by Councilor Bailey to authorize payment request
to J. Adams Construction in the amount of $17,550.00 for the alterations to the sewer
plant storage building to house the new flusher truck. Motion carried 6-0.

C. Council discussed the recommendation from the Finance Committee regarding a USDA
grant to purchase a replacement police cruiser. It was the recommendation to move
forward and use the insurance proceeds to purchase a used vehicle as soon as possible.
Council and the Borough Manager discussed the terms, conditions, qualifications, and
lengthy application/funding timeline in obtaining a USDA grant/loan funding for such a
purchase. Council also discussed with Lt. Molton the need to replace the vehicle as soon
as possible versus waiting on the application process funding through the USDA program.
D. Council discussed the recommendation from the Finance Committee to purchase a
replacement police cruiser. Motion by Councilor Bailey, seconded by Councilor Hamill
to authorize the Borough Manager to move forward with the purchase of a used cruiser in
an amount not to exceed the insurance proceeds from the totaled cruiser. Motion carried
6-0.
5. Mayor Comments
Mayor Hereford asked if the Fire Department still has the crown vic? Council responded that
they do not.
Mr. Urey informed Council that Engine 96 is out of service due to engine issues.
6. Council President Comments
Council President Beck informed Council that the Finance Committee had met prior to this
meeting and the Committee is recommending that Council move forward with the proposed 2019
Budget as it had been presented last week, without increasing taxes. Council held discussions.
7. Adjournment
Motion by Councilor Hamill, seconded by Councilor Bailey to adjourn this session of Council at
7:25 pm.
