MINUTES OF A SPECIAL MEETING
OF THE TOWN OF GREENVILLE COUNCIL
HELD IN COUNCIL CHAMBERS
Monday, October 23, 2023, at 6:30 p.m.
1. Call to Order Paul Hamill, Mayor

5. New Business
A. Mr. Urey introduced the proposed 2024 Budget for the General Fund, Fire Service Fund, Storm
Water Fund, Sewer Fund, and Capital Fund. Mr. Urey explained adjustments being made to the
General Fund to compensate for the pending sale of the Sanitary Authority. He also explained a
.5% increase to the Resident EIT and Real Estate Transfer Tax and a $40 increase to the Fire
Service Fee. Councilor Beil posed several questions regarding the Fire Service Fee increase.
Mr. Urey explained the cost of the Fire Department continues to rise with wages, building
repairs, and equipment needs.
B. Motion by Councilor Beil, seconded by Councilor Butcher, to adopt Resolution 2023-21 to make
application for the 2024 EPA Brownfields Assessment Grant. Motion carried 5-0.
C. Motion by Councilor Butcher, seconded by Councilor Carr, to make changes to the Town’s fee
resolution to amend the sewer rental rates to reflect current billing practice by the Greenville
Water Authority. There are no changes to rates. Councilor Hereford questioned what is
changing. Mr. Urey answered the increments of gallons from 500 to 1000. Motion carried 5-0.
D. Motion by Councilor Hereford, seconded by Councilor Carr, to advertise Ordinance 1634
repealing Ordinance 1633 and authorizing debt to be incurred by way of a General Obligation
Note in the amount not to exceed $899,298.00 through PENNVEST for the N. Main Street
Storm Sewer Project. Motion carried 5-0.

Councilor Beil thanked Mr. Urey and the staff for all the work put into preparing the budget documents.
Councilor Hereford echoed Councilor Beil’s comments.

9. Adjournment - Motion by Councilor Butcher, seconded by Councilor Carr, to adjourn this session for
Council at 7:27 p.m. Motion carried 5-0
