Town of Greenville Council Minutes 07/17/25 www.greenvilleborough.com MINUTES OF A SPECIAL SESSION OF THE TOWN OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Thursday, July 17, 2025, at 6:30 p.m. 1. Call to Order Paul Hamill, Mayor If you are a visitor to council, we ask you to please sign in at the door and turn off all cellular telephones. If you wish to record the meeting (video or audio), please announce that you are recording to notify the public in the room that they are being recorded. 2. Invocation: Mayor Paul Hamill Flag Salute led by Councilor Jean Carr-Fisher 3. Roll Call: Paul Hamill, Mayor Jean Carr, Deputy Mayor Chad Bromley, Councilor Anne Butcher, Councilor Evan Hereford, Councilor – Excused Brian Shipley, Councilor Linda Zuschlag, Councilor Jasson W. Urey, Town Manager Solicitor, Douglas, Joseph & Olson – Excused Also present: Frank Vanderslice Lisa Hamill Joel Rinella – audio recording Tracy Beil Staff: Media: Rosalynn Reagle, Assistant Manager Hailey Rogenski, The Sharon Herald, audio recording Earl Corp, The Record Argus 4. Public Comments – (3-minute time limit) Residents: Mr. Joel Rinella, 424 S. Main Street, commented on the council committees. Non-Residents: None Page 1 of 2 Town of Greenville Council Minutes 07/17/25 Council Consideration 5. New Business A. Motion by Councilor Shipley, seconded by Councilor Butcher to hire Cody Bukowski as a new hire full-time Police Officer from the Civil Service Commission Certified List of Three. ROLL CALL VOTE: Councilor Butcher – Yes, Councilor Bromley- Yes, Councilor Hereford – Excused from meeting, Councilor Shipley – Yes, Councilor Zuschlag – Yes, Councilor Carr-Fisher – Yes, Mayor Hamill – Yes. Motion carried 6-0. B. Motion by Councilor Shipley, seconded by Councilor Zuschlag, to advertise Ordinance 1663, approving and directing the placement of binding referendum questions on the ballot for the November 4, 2025, general election. Councilor Shipley provided a detailed explanation of each of the four proposals included. ROLL CALL VOTE: Councilor Butcher – Yes, Councilor Bromley – Yes, Councilor Hereford – Excused from meeting, Councilor Shipley – Yes, Councilor Zuschlag – Yes, Councilor Carr-Fisher – Yes, Mayor Hamill – Yes. Motion carried 6-0. C. Council discussed holding a special session on Thursday, July 31, 2025, at 6:30 pm. It was determined that there would be enough members available to meet the quorum requirements to hold a meeting at that date/time. 6. Council Comments Councilor Butcher commented on the upcoming Library event happening on August 13, 2025 from 4:30pm until 6pm including the different activities scheduled. Councilor Bromley thanked everyone for coming and thanked the members of the Home Rule Charter Review Committee for their hard work. Councilor Shipley commented on Council's behavior recently and the remarks that he received from the article in today’s edition of The Sharon Harold. Councilor Shipley continued that he did not exchange in foul language and implored Councilor Bromley to apologize for his use of foul language during the work session meeting. Councilor Bromley remarked that he would not, and that it was freedom of speech. 7. Mayor Comments - None 8. Town Manager Comments - None 9. Adjournment - Having no other business, Motion by Councilor Butcher, seconded by Councilor Carr- Fisher, to adjourn this session of Council at 6:45 p.m. Motion carried 6-0.
