Town of Greenville Council Minutes 07/31/25 www.greenvilleborough.com MINUTES OF A SPECIAL SESSION OF THE TOWN OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS Thursday, July 31, 2025, at 6:30 p.m. 1. Call to Order Paul Hamill, Mayor If you are a visitor to council, we ask you to please sign in at the door and turn off all cellular telephones. If you wish to record the meeting (video or audio), please announce that you are recording to notify the public in the room that they are being recorded. 2. Invocation: Mayor Paul Hamill Flag Salute led by Councilor Jean Carr-Fisher 3. Roll Call: Paul Hamill, Mayor Jean Carr, Deputy Mayor Chad Bromley, Councilor Anne Butcher, Councilor Evan Hereford, Councilor – Absent Brian Shipley, Councilor Linda Zuschlag, Councilor Jasson W. Urey, Town Manager Solicitor, Douglas, Joseph & Olson – Excused Also present: Frank Vanderslice Lisa Hamill Joel Rinella – audio recording Staff: Media: Rosalynn Reagle, Assistant Manager Caleb Stright, The Record-Argus, audio recording Amy Hollowell, Administrative Assistant 4. Public Comments – (3-minute time limit) Residents: Mr. Joel Rinella, 424 S. Main Street, commented on the New Business Item A. Non-Residents: None Page 1 of 2 Town of Greenville Council Minutes 07/31/25 Council Consideration 5. New Business A. Motion by Councilor Shipley, seconded by Councilor Butcher, to adopt Ordinance 1663, approving and directing the placement of binding referendum questions on the ballot for the November 4, 2025, general election. ROLL CALL VOTE: Councilor Butcher – Yes, Councilor Bromley- No, Councilor Hereford – Absent from meeting, Councilor Carr-Fisher – Yes, Councilor Zuschlag – Yes, Councilor Shipley – Yes, Mayor Hamill – Yes. Motion carried 5-1. 6. Council Comments Councilor Butcher thanked Mr. Rinella for his opinion but respectfully disagreed with him. Councilor Carr-Fisher said we are moving forward, and it is now in the hands of the people. Councilor Shipley commented on the Strategic Management Committee’s decision to add a question and said the people will have the final say. 7. Mayor Comments - None 8. Town Manager Comments - None 9. Adjournment - Having no other business, Motion by Councilor Butcher, seconded by Councilor Bromley, to adjourn this session of Council at 6:38 p.m. Motion carried 6-0.
