Municipal Leaders. This meeting is open to the public and will take place on Wednesday,
September 29, 2021 at 6:00 p.m. at the Greenville High School Lecture Hall.

UNFINISHED BUSINESS:
A. Discuss recommendation from the Greenville Planning Commission to review the
incomplete application submitted by the Community Recreation of Northern Mercer
County group regarding their Conditional Use request for 71 Columbia Avenue.
B. Discuss motion to advertise for a Public Hearing on October 6, 2021 at 5:30 pm for the
Conditional Use Application for 71 Columbia Avenue.
NEW BUSINESS:
A. Discuss motion to approve the 2022 Minimum Municipal Obligations (MMO’s) for the
pension plans.
B. Discuss motion to authorize the request from Council President Hamill to pay for his
attendance at the annual PSAB Fall Conference at a cost of $433.00.
C. Discuss motion to accept the recommendation from the Strategic Management Committee to
designate Sgt. Jim Hellman as Interim Lieutenant of the Greenville Police Department.
D. Discuss motion to advertise for a Public Hearing on October 6, 2021 at 5:30 pm to vacate a
portion of Cherry Way.

E. Discuss motion to accept the low bid of $54,313.80 from Lake County Sewer Company,
LLC for the State Route 18 Sanitary Sewer Cleaning and CCTV Project.
F. Discuss motion to adopt Resolution 2021-10 authorizing the Council President to execute
the Consent Order and Agreement between the Department of Environmental Protection
and Greenville Borough Sanitary Authority and Greenville Borough.
G. Discuss motion to adopt Resolution 2021-11, Citizen Participation and Language Access
Plans.
H. Discuss motion to adopt Resolution 2021-12, to make application for the 2020 CDBG
Program.
I. Discussion motion from the Strategic Management Committee to adopt the Memorandum
of Understanding with AFSCME Local 2778 for transition to the Greenville Department of
Public Works.
J. Discussion motion from the Strategic Management Committee to adopt the Memorandum
of Understanding with Teamsters Local 261 authorizing lateral transfers in the Greenville
Police Department.
K. Discuss motion to authorize a change order to the Park Parking Lot project in the amount
of $106,971.00.
L. Discuss motion to authorize the Town Manager to apply for a PA DEP ACT 101 Section
902 recycling grant for the replacement of the brush chipper.
M. Discuss Washington Street paving in relation to Water Authority project and brick streets.
N. Discuss garbage contract that expires on March 31, 2022.
