Call to Order Paul Hamill, Mayor If you are a visitor to council, we ask you to please sign in at the door and turn off all cellular telephones. The public was reminded that they may be audio or video recorded during the meeting. 2. Public Comments – (3-minute time limit) Residents: None Page 1 of 4 Town of Greenville Work Session Minutes 01/08/25 Non-Residents: Gary Gearhart, 36 Hittle Avenue, praised council saying twenty years ago, he would have never thought Council could move forward, but now I want to applaud and encourage you to keep moving forward. It will pay off and as the community continues to see progress, they will get on board. 5. Unfinished Business - None 6. New Business A. Council Advice council to appoint the following effective January 1, 2025: • Town Manager – Jasson W. Urey • Secretary/Treasurer – Jasson W. Urey • Emergency Management Coordinator (EMC) – Jasson W. Urey • Open Records Officer – Jasson W. Urey • Assistant Open Records Officer – Rosalynn Reagle • Code Enforcement/Zoning Officer – Matthew Breedlove • Building Code Official – Bureau Veritas • Solicitor – Douglas, Joseph & Olson • Engineer – KLH Engineers, Inc. • Receiver of Wage Taxes – Berkheimer Associates • Auditor – McGill, Power, Bell & Associates, LLP There were no deliberations. B. Council heard a presentation from Kelly Coey and Chris Winslow on the Schoolhouse Commons project. The presenters showed updated plans and advised they are in the permitting phase with hopes of breaking ground June 2025. Councilor Butcher asked if they would be utilizing security cameras in the fountain area. Mayor Hamill asked if they could utilize another location for a flagpole instead of removing it. Councilor Butcher thanked them for keeping the integrity of the original schoolhouse building. Mr. Urey thanked Ms. Coey and her team for making the process easy and said they had been phenomenal to work with. There were no other deliberations. C. Council was advised of the recommendation from the Greenville planning commission to accept and approve the plans for the Schoolhouse Commons as submitted. There were no deliberations. D. Council was advised of the recommendation from the Greenville Redevelopment Authority to appoint Edward Taczanowsky to the Blighted Property Review Committee for a 5-year term. There were no other deliberations. E. Council was advised of the recommendation from the Personnel Committee to promote Brian Albaugh from Lieutenant to Captain in the Greenville Fire Department from the Civil Service Commission’s Certified List of Three. Councilor Bromley asked if there was someone in mind for his replacement. He was advised that will be coming before council next month. Councilor Hereford asked how many captains the department has. The answer was one. There were no other deliberation. F. Council was advised of the recommendation from the Personnel Committee to hire Richard Young as a Full-Time Public Works Laborer. Councilor Shipley reminded council this is to fill a vacancy. There were no other deliberations. Page 2 of 4 Town of Greenville Work Session Minutes 01/08/25 G. Council was advised of the need to advertise for architectural/engineering services at the Greenville municipal Airport. Mayor Hamill asked how often this is advertised. The answer was every 5 years. There were no other deliberations. H. Council was advised of the recommendation from the Code Committee to advertise Ordinance 1652. Keeping of Honeybees. Councilor liked that the resident worked on this, also. Councilor Hereford was surprised to see how many people are involved in bees. There were no other deliberations. I. Council was advised of the recommendation from the Code Committee not to make any changes to the current regulations of domesticated fowl within the borough limits. There were no other deliberations. J. Council was advised of the recommendation form the Greenville Sanitary Authority to advertise Ordinance 1653, amending Chapter 424 entitled “Sewers and Sewage Disposal.” Mr. Urey advised this was at the request of Aqua Pennsylvania, revising ordinances related to sewer laterals and fats, oils, and grease. There were no deliberations. K. Council was advised of the need to adopt Resolution 2025-01, revising the ACT 537 Sewage Facilities Plan to sell the Sanitary System to Aqua Pennsylvania. Mr. Urey advised the current plan on file was for upgrades, so this reflects the change. There were no deliberations. L. Council was advised of the recommendation from the Code committee to adopt Resolution 2025-02, making application for the HOME grant. Mayor Hamill said this will help with the number of applications we have. Councilor Shipley said this was a grant we received several years ago; it is the federal funding branch of housing rehabilitation. There were no other deliberations. M. Council was advised of the status of the “Repeal 1645 Group’s petition to repeal Ordinance 1645, amending the residency requirement for the Blighted Property Review Committee. There were no deliberations. N. Council was advised of the recommendation from the Street/Public Services Committee to authorize Change Order No. 1 in the amount of $12,910.00 for the N. Main Street sidewalk and Guardrail Project. There were no deliberations. 7. Public Comments – Mr. Joel Rinella, 242 South Main Street, asked for the status of Item M. Mr. Urey gave a review of the process. The petitions were received and reviewed by the Mercer County Election Board and found to be insufficient. A letter was sent to the group advising them of the status and informing they could collect signatures to replace the insufficient ones for up to ten days. They resubmitted petitions which were verified by the Mercer County Election Board again and found to be sufficient. A certified letter was sent to the group in today’s mail. 8. Council Comments Councilor Hereford thanked the public for attending. Councilor Bromley thanked the public for attending and said it looks like we have hit the ground running in 2025. He also hopes we will bring more projects like Schoolhouse Commons. Councilor Butcher echoed Councilor Bromley. Councilor Carr-Fisher congratulated Mrs. Tracy Beil, Chair of the Home Rule Commission. Mr. Joel Rinella, Vice Chair, and Mr. Benjamin Beck, Secretary. She also thanked Ms. Coey and Mr. Winslow for the beautiful presentation of the Schoolhouse Commons project. 9. Mayor's Comments – thanked Mr. Gearhart for his comments. 10. Town Manager's Comments – encouraged all to attend Redevelopment Authority’s meeting on January 21, 2025, at 8:00am in council chambers. He also updated on the status of the sale of the Sanitary Authority. 11. Adjournment to Executive Session – to discuss litigation strategy.
