Call to Order Paul Hamill, Mayor If you are a visitor to council, we ask you to please sign in at the door and turn off all cellular telephones. The public was reminded they may be audio or video recorded during the meeting. 2. Public Comments – (3-minute time limit) Residents: Mr. Joel Rinella, 424 South Main Street, gave opinions on GIS mapping and council committee assignments. Ms. Laurie Baker, 52 Plum Street, thanked the town for the work done on blight issues and commented on several properties needing addressed. She also questioned missing street signs. Non-Residents: Gary Mueller, 701 Vernon Road, commented on Make My Move. 5. Unfinished Business - None 6. New Business A. Council was advised of the need to consider the Temporary Exemption Permit for Alcohol Consumption in a Public Area submitted by the Greenville Area Chamber of Commerce (GACC) for their Fall Flavor Event scheduled for September 13, 2025. Councilor Bromley took issue with wording on the GACC’s advertisement, stating he does not feel admission should be charged for an event on a public street. Councilors Butcher and Shipley both reminded council this was discussed at a meeting earlier this year and it is open to the public; the ticket is for those who wish to participate in the open container portion of the event. Councilor Butcher requested a representative from the GACC attend the Regular Sesson Meeting next week to clarify this issue. There was no other deliberation. B. Council was advised of the recommendation from the Strategic Management Committee to adopt Resolution 2025-12, setting policy and grievance procedures, Nondiscrimination for programs receiving Federal Assistance from the U.S. Environmental Protection Agency (EPA). Councilor Butcher noted this is a requirement to receive funds from the EPA. There was no other deliberation. C. Council was advised of the recommendation from the Strategic Management Committee to commit $5,000.00 as a relocation incentive to the MakeMyMove program. Mr. Jake Rickert, Associate Executive Director of Penn-Northwest Development Corporation, provided council with an overview of the MakeMyMove program, which provides discounts and cash incentives to families relocating to the Mercer County area employed in work from home opportunities. He also provided statistics of how the program has worked in other areas of Mercer County. Mayor Hamill clarified the council is not tied to any specific monetary amount. Councilor Bromley wanted to know where the families are moving within the county. Councilor Butcher asked for clarification on $5,000.00 total or per family. Councilor Hereford asked what account the money will come from. Councilor Carr-Fisher read a prepared statement, noting in the past money has not been available to help and now suddenly there is money to be handed out to everyone. She said now is not the time to do this and we need to help those in our town first. There was no other deliberation. D. Council was advised of the need to hire ________ as a Part-Time Police Officer from the Civil Service List of Three. Mr. Lemonte Ross is the only name on the list. There was no deliberation. Page 2 of 4 Town of Greenville Work Session Minutes 08/06/25 E. Council was advised of the need to hire _______ as a Full-Time Police Officer from the Civil Service List of Three. Mr. Ryan Roberts is the only name on the list. Councilor Hereford asked if this hire would fill the last vacancy. Mrs. Reagle noted Mr. Roberts will be the ninth officer. F. Council was advised of the recommendation from the Street Committee to approve the change order from Youngblood Paving, Inc. of $22,799.74 for additional work needed on S. Penn Avenue for the 2025 Paving Program. Councilor Butcher asked where this will put us with the Liquid Fuels Fund. Councilor Shipley said the balance started with $842,473.34. With the required matching funds for the Green-Light-Go project at Main Street and Columbia Avenue, chip seal project, the 2025 paving project and all the change orders, including this one, the remaining balance will be $18,234.07. He also advised during the month of July that the interest revenue on this account was $2,944.65, which will decrease substantially after all the payments are made. Councilor Carr-Fisher said they are still under the allotted amount the committee was given and offered to look at removing streets from the list. Councilor Butcher asked what type of curbing would be used at South Penn, noting concerns of residents trying to get to and from the church and its parking lot. Councilor Bromley deferred the question to Mayor Hamill, Chair of the Street Committee, who reminded Councilor Bromley, this was his committee’s project. Councilor Butcher asked Mrs. Reagle if she could get council a definitive answer on the curbing for the Regular Session Meeting next week. It was also noted that Councilor Bromley had a discussion with the engineers and did not relay his findings to Mr. Urey or Mrs. Reagle. There was no other deliberation. 7. Public Comments – Residents: Joel Rinella, 424 South Main Street, commented on Item C. Joy Peterson, 30 Lebanon Avenue, commented on Item C. Mrs. Tracy Beil, 6 Ferguson Way, commented on Mr. Hereford’s committee report and Item C. Non-Residents: Gary Mueller, 701 Vernon Road, commented on Item F. Michelle Mueller, 701 Vernon Road, commented on Item C. 8. Council Comments Councilor Butcher encouraged all in attendance to attend the Mercer County Commissioners meetings on August 7, 2025, their Town Hall meeting in Hermitage and become vocal in getting the Ohl Street Bridge removed before 2027 and reopening the Shenango River, reminding it was the River of the Year just a few short years ago. Councilor Carr-Fisher read a prepared statement explaining her vote from the Special Council Meeting on July 31, 2025. She understood she angered some people with her yes vote, but felt it was necessary to give the people a chance to make their voice heard. Councilor Shipley thanked Ms. Peterson for her Letter to the Editor last weekend. He thanked council for their discussions tonight, stating we’ve been criticized in the past of rubber-stamping issues. 9. Mayor's Comments – echoed Councilor Butcher’s comments on the Ohl Street Bridge. 10. Town Manager's Comments – excused from the meeting. 11.
