Borough of Greenville Work Session Minutes 5/6/26 www.greenvilleborough.com MINUTES OF A WORK SESSION MEETING OF THE BOROUGH OF GREENVILLE COUNCIL HELD IN COUNCIL CHAMBERS WEDNESDAY, MAY 6, 2026 AT 6:30PM 1.Call to Order If you are a visitor to council, please sign in at the door and turn off all cellular telephones. Brenda Martin, Holy Trinity Lutheran Church Flag Salute led by Councilor Trey Wilt INFORMATIONAL: • The annual Memorial Day Parade will proceed down Main Street from Water Street to the American Legion and Shenango Valley Cemetery at 9:00am on Monday, May 25, 2026. • The Redevelopment Authority will hold a Public Workshop on Tuesday, May 19, 2026 at 6:00pm at the Greenville Senior Center. PUBLIC COMMENTS – (3 Minute time limit) Residents: Joe Cushman, 56 South Second Street, asked why the Solicitor was excused from the meeting. Mr. Cushman was told that Atty. Douglas was excused due to being on vacation. Mr. Cushman continued with a list of questions regarding the agenda, bid amounts and where the funds were coming from for the homes listed in agenda. Mr. Cushman stated that there was damage done to his building at 41 Shenango St. and a lock had been put on the door. Mr. Cushman also stated that no one in the Borough would communicate with him. Mrs. Hollowell replied to Mr. Cushman that due to the current litigation in his case, the Borough is not permitted to speak with him, and all communication needs to be through the Solicitor. Joel Rinella, 424 South Main Street, had multiple questions to propose regarding the exit audit who will be doing audit since Mr. Urey left the Borough Manager position. Mr. Rinella’s questions included items as to the type of audit, when will it be performed and who will be performing the audit. Mr. Rinella stated he wanted to submit a letter to the auditors showcasing what he believes are discrepancies in the storm water and fire service account. Mr. Rinella also questioned items on the agenda that will go past the time frame of the Acting Borough Manager according to the Home Rule Charter. Mr. Rinella feels the Acting Borough Manager should be limited to prevent power run amuck. Shawn Junk, 7 North Front Street, asked if the Redevelopment Authority sells the parcels under them, who received the money, Greenville or the Redevelopment Authority. Non-Residents: Gary Mueller, 701 Vernon Road, asked what type of new doors were needed at the Fire Department. Mr. Mueller expressed his recommendation for Trevor Bromley to fill the vacant council seat. UNFINISHED BUSINESS: A. Council was advised of need to appoint _______ to the Redevelopment Authority with at term ending December 31, 2028, to fill the vacancy by Mrs. Robin Douglas. Council was advised of the need to adopt Resolution 2026-11, appointing __________ to the vacant council seat with a term ending December 31, 2027, to fill the seat vacated by Chad Bromley. • Jared Johnson • David Henderson • Trevor Bromley Each candidate was given time to address Council and those in attendance regarding their interest and qualifications for the vacant council seat. There was also an opportunity for Council and the public to ask questions to the candidates. Jared Johnson – Has been a Borough resident for seven years. As a professor at Thiel College, he has the ability to interact as a liaison between Thiel & Borough. David Henderson – Previously served on council from 2002-2010 and for all eight years worked on Budget & Finance committee, has a working knowledge and understanding of how council runs, understands healthy audits and would like to help. Trevor Bromley – Has been involved in community for several years, served on committees and wants to carry on Chad’s work. Councilor Butcher asked each candidate what things they wanted to focus on for the 1 ½ year term. Jared Johnson – Economic development and for the Borough to change with the times to promote growth in the Borough. David Henderson – Would like to see what jobs had been done and is more interested in money stabilizing to keep from raising taxes and to make things easier for the community. Trevor Bromley – Development of Trinity site is a big opportunity and what will drive the community to grow Mayor Carr-Fisher stated the nomination for the vacant seat would be made at the council meeting on May 11, 2026 and would start immediately. There was no deliberation. NEW BUSINESS: A. Council was advised of the need to appoint Sharp Collections, Inc. as the collector of delinquent Per Capita Taxes for the Borough for the fiscal year July 1, 2026 through June 30, 2027. There was no deliberation. B. Council was advised of the recommendation from the Acting Borough Manager to fill the vacant position in the Public Works Department by hiring Austin Langdon as a Full-Time Public Works Laborer. Councilor Wilt asked how many candidates applied for the position and if Mr. Langdon had his CDL. Mrs. Hollowell responded that most of the candidates that applied were looking for part-time employment and the Borough had the required number of CDL licensed employees. There was no deliberation. Council was advised of the recommendation from the Acting Borough Manager to enter into an employment agreement with Nicole Young as the Borough Clerical Assistant at $15.00 per hour beginning May 11, 2026 with a 2-year term with a 2.5% increase for 2027. Councilor Butcher clarified that with this position filled, the only current open position is for the Borough Manager. There was no deliberation. D. Council was advised of the need to put the Senior Center Siding Project out for bid. This project is part of the 2026 Capital Plan. There was no deliberation. E. Council was advised of the need to adopt the Audit for the Year Ending December 31, 2025. There was no deliberation. Mrs. Hollowell stated the auditor will be at the Regular Session Meeting on Monday, May 11, 2026. There was no deliberation. F. Council was advised of the need to enter into an agreement with Esri Inc. to continue providing ArcGIS Maintenance for a term of August 1, 2026 through July 31, 2027 for $460.00. Mrs. Hollowell stated this is for the GIS System mapping of roads. Councilor Shipley added that this is included in the budget. There was no deliberation. G. Council was advised of the need to authorize the Acting Borough Manager to apply for a Municipal Fire Department Capital Grant in the amount of up to $100,000.00 with no matching requirement to replace and/or upgrade doors, flooring, lighting and equipment room in the fire department. Grant application is due May 29, 2026. Mrs. Hollowell was notified at the start of the meeting that this grant is 2 for separate grants. Mrs. Hollowell is putting together a resolution to apply for the grants. There was no deliberation. H. Council was advised of the need to transfer the former Trinity Site properties from the Borough to the Redevelopment Authority when administratively necessary. The parcel numbers are as follows: 55 520 093, 55 520 095, 55 520 097, 55 520 098, 55 520 099, 55 521 016, 55 530 052, 55 530 053, 55 530 075, 55 530 075 000 100, 55 530 094, 55 519 001, 55 519 002, 55 519 004, 55 519 005. Councilor Wilt reiterated that the Redevelopment Authority has a lot more ability to do more with the parcels, access to more funding and the money comes back to the Borough. Councilor Shipley – The Redevelopment Authority can seek grants that the Borough cannot. There was no deliberation. I. Council was advised of the need to advertise for the following open board seats, which will expire on June 30, 2026: • Horizon Hospital System Authority for a 5-year term (2 seats) • Greenville Sanitary Authority for a 5-year term (1 seat) • Shenango Valley Enterprise Zone - 3-year term (1 seat) There was no deliberation. Council was advised of the recommendation from the Civil Service Commission to promote __________ from Part-Time Firefighter to Full-Time Firefighter from the Civil Service Commission’s Certified List of Three. There was no deliberation. • Jordan Turner Page 4 of 6 Borough of Greenville Work Session Minutes 5/6/26 • Joshua Carlini PUBLIC COMMENTS (3 Minute time limit – Agenda Items Only) Residents: Dave Henderson, 135 Plum Street, asked if the liability falls back to Borough or is it Redevelopment Authority with the property transfers. Joel Rinella, 424 South. Main Street, believes there is a risk of transferring properties over to the Redevelopment Authority prior to the Phase 1 study being completed and does not like the vague term “administratively” being used in Item H. Shawn Junk, 7 North Front Street, asked if questions allowed at the Redevelopment Authority meetings Jasson Urey, 217 Clinton Street, responding to Mr. Rinella’s concerns regarding the Trinity Site, Phase 1, 2 & 3 have already been completed. The site has been cleaned up and meets the EPA standards. The term administratively is used due to the steps that need to be done to complete transfer. With Mayor Carr-Fisher’s report of the Borough building being dangerous, the Borough needs to look quickly for a new plan to move forward but to also look for longevity of next building. Joe Cushman, 56 South Second Street, asked again if 41 Shenango St. was included in the list of properties in Item H. Mr. Cushman stated he wanted a meeting with Mayor Carr-Fisher and Acting Borough Manager. Mr. Cushman was reminded again that no meeting can take place due to the ongoing litigation between him and the Borough. Lori Baker, 52 Plum Street, asked about the condition of the building if it is dangerous and what is wrong with the building. Non-Residents: Gary Mueller, 701 Vernon Road, asked if he could have a list of the things that need to be fixed to the Borough building. COUNCILOR COMMENTS Councilor Butcher – Thanked those who applied for the open council seat. It is a hard job. Cool to see growth, new businesses and good things going on with the summer season approaching. Councilor Zuschlag – Thanked everyone for coming and glad for the applicants for the open council seat. Councilor Shipley – Thanked the applicants for the open council seat, and thanked Acting Borough Manager, Mrs. Hollowell, for not tying the Borough’s hands and should be commended for applying grants and keeping the Borough moving forward. Praised the Chamber of Commerce Event held at Wellington Overlook is a great place, and the Chamber is doing a great job. It is great the open positions within the Borough are being filled. JUNIOR COUNCILOR COMMENTS Thank you for coming. MAYOR COMMENTS - Thanked the applicants for the council vacancy interest. There are lots of upcoming committee meetings, Giant Eagle is a great help to the community, other businesses see growth and want to participate in that growth. Proud of the growth that is coming to the community. Thank you to the Junior Councilor for her participation and will be heading to college ACTING BOROUGH MANAGER COMMENTS – Mrs. Hollowell updated council on the status of the regional fire study and a meeting scheduled with municipality to bring everyone together.
