COUNCIL 11-10-25 – 097 MINUTES OF THE RESCHEDULED CITY COUNCIL MEETING OF THE CITY OF GROSSE POINTE WOODS HELD ON MONDAY, NOVEMBER 10, 2025, IN THE COUNCIL- COURTROOM OF THE ROBERT E. NOVITKE MUNICIPAL CENTER, 20025 MACK PLAZA DR., GROSSE POINTE WOODS, MICHIGAN. The meeting was called to order at 7:13 p.m. by Mayor Bryant. Due to the absence of Council Member Motschall, he will be sworn-in at a later date in accordance with the City Charter. Motion by McConaghy, seconded by Brown, regarding election of Mayor Pro-Tem (Council), that the City Council appoint Council Member Gafa to serve as Mayor Pro-Tem. Motion carried by the following vote: Yes: Brown, Bryant, Gafa, Granger, Koester, McConaghy No: None Absent: Motschall The City Council recessed the Regular City Council Meeting and convened as a Zoning Board of Appeals at 7:22 p.m. Upon conclusion of the Zoning Board of Appeals meeting, the City Council reconvened at 7:37 p.m. Motion by Koester, seconded by Granger, regarding Second Reading: An Ordinance Amendment to Chapter 6 – Animals; Article II – Dogs, Cats and Wild Animals; Division 1 – Generally, By Adding Section 6-41 – Care of Animals, that City Council approve this ordinance amendment as presented and make it effective 10 days after its enactment. Motion carried by the following vote: Yes: Brown, Bryant, Gafa, Granger, Koester, McConaghy No: None Absent: Motschall Under New Business, the following individuals were heard:  City Administrator Schulte congratulated Mayor Bryant and Councilmembers Granger, McConaghy, and Motschall on being re-elected at the recent November 4, 2025 Local General Election. He also thanked City Clerk Antolin and his staff for successfully conducting the election with the recent precinct consolidation from six to three and implementing the new polling location at St. Michael’s Episcopal Church. 4  COUNCIL 11-10-25 – 101  City Clerk Antolin thanked his staff, election workers, and all departments in assisting with the election. He also thanked Reverend Michael Bradley and St. Michael’s Episcopal Church for allowing the city to place a polling site at their location.  Councilmember Granger addressed the Michigan Fair Elections Institute’s (MFEI) Sunlight Award, which was presented to the City Clerk’s Office as a responsive advocate to help remove redundancies from the voter registration rolls. Under Public Comment, the following individual was heard: 1. Patricia Dougherty, 1665 S. Renaud Rd., addressed an abandoned bike on the city bike rack that was removed on October 29, 2025.
