Special Committee of the Whole - MINUTES City Municipal Building | Council Chambers 295 Meridian Street, Groton, CT 06340 Monday, July 10, 2023 | 6:00 PM SPECIAL COMMITTEE OF THE WHOLE - MINUTES Mayor Keith Hedrick, Deputy Mayor Gweneviere Depot, Councilor Rashaad Carter, Councilor Lisa McCabe, Councilor Paul Norris, Councilor Christine Piazza, Councilor Stephen Sheffield and City Clerk Dani Baycura Mayor Hedrick called meeting to order at 7:21pm. I. ROLL CALL Present: Mayor Hedrick, Deputy Mayor Depot, Councilor Norris, Councilor Sheffield, Councilor Piazza, and Councilor Carter II. EXECUTIVE SESSION Pursuant to CGS 1-200(6)(A) A. Police Department Motion to Enter Executive Session made by Deputy Mayor Depot, second by Councilor Sheffield. All in favor. Motion carried. 5-0-0. Present: Mayor and Council, HR Director Linda Avedisian and David Burton IN: 7:22 OUT: 7:50 III. NEW BUSINESS A. American Rescue Plan Act Review Councilors reviewed ARPA funds project list and discussed possible options in regards to project selection that does not exceed the allotted 2.6M amount. Mayor Hedrick explained how future mill rate could be affected depending which projects are approved and which are pushed to following years’ budget. Finance Director Yuhas informed Council, the City has until year end 2024 to commit/pledge an allocation of funds; deadline for using funds is 2026. Review and discussion to resume in August Committee of the Whole meeting. IV. ADJOURNMENT Motion to Adjourn made by Deputy Mayor Depot, second by Councilor Piazza All in favor. Motion carried. 5-0-0.
