SPECIAL COMMITTEE OF THE WHOLE - Minutes City Municipal Building | Council Chambers 295 Meridian Street, Groton, CT 06340 Monday, September 11, 2023 | 6:00 PM SPECIAL COMMITTEE OF THE WHOLE - Minutes Mayor Keith Hedrick, Deputy Mayor Gweneviere Depot, Councilor Rashaad Carter, Councilor Lisa McCabe, Councilor Paul Norris, Councilor Christine Piazza, Councilor Stephen Sheffield and City Clerk Dani Baycura Mayor Hedrick called meeting to order at 6:00pm I. ROLL CALL Present: Mayor Hedrick, Deputy Mayor Depot, Councilor Norris, Councilor McCabe, Councilor Sheffield, Councilor Carter and Finance Director Yuhas Delayed: Councilor Piazza at 6:01pm II. NEW BUSINESS A. Public Works Public Works Director Robarge presented a resolution for annual seal coating this year’s designated streets. This is a preventative maintenance measure to be completed on Mumford, Allen, Chicago Ave., lower Poquonnock, Burgess Place, Chapman, Warner, Minor Division and Park Ave. Councilor Norris asked how this would affect the street ratings within the city. Director Robarge stated this type maintenance would allow streets to retain their current PCI (pavement condition index) score not necessarily raise it. Any streets that will be in need of complete reconstruction are listed on the Capital Improvement 5year plan. Councilor Sheffield inquired if this will need to be completed again on these streets next year. Director Robarge responded it is dependent on weather and wear. Evaluation of the streets is completed annually. Motion to move to Mayor and Council meeting September 18, 2023 made by Deputy Mayor Depot, seconded by Councilor McCabe. Motion carried. 6-0-0. B. ARPA Review Mayor Hedrick informed council the roofing replacement has been removed from the list of ARPA projects. He would like to bring a resolution forward next Mayor and Council Meeting that would, if approved, allow RFP’s to go out for bidding each necessary project. Councilor Carter inquired if it would be wise of the City to withhold a certain amount as a reserve in the event some unknown emergency should happen before ARPA funds have to be spent. Projects will still need to individually get authorized by Council once a bid has been accepted. Councilor McCabe stated she is in favor of getting the ball rolling as prices continue to climb month over month. Councilor Sheffield mentioned as the tennis court resurfacing is estimated at one million dollars currently, it is an example of an RFP he would like to thoroughly examine prior to acceptance. Councilor Norris asked about the condition of the roof currently, to which Director Robarge informed it is at end of life however there is still one-year remaining on warranty for minor repairs. Mayor Hedrick stated he intends to bond the roof replacement. Discussion continued. Motion to move ARPA list as it stands to the Mayor and Council meeting of September 18, 2023 made by Deputy Mayor Depot, seconded by Councilor McCabe. Motion carried. 6-0-0. III.
