Mayor Hedrick called meeting to order at 6:00pm. I. ROLL CALL Present: Mayor Hedrick, Deputy Mayor Depot, Councilor Patterson, Councilor Artale and Councilor Sheffield. Councilor Piazza arrived at 6:01pm. Councilor Norris arrived at 6:03pm. II. NEW BUSINESS A. Beach and Parks 1. Rules and Regulations Director Hill presented the updated annual recreation rules and regulations. Motion to move to the Mayor and Council meeting of February 20th, 2024, made by Councilor Sheffield; second by Councilor Piazza. Motion carried. 6-0-0. 2. User Fees Updated annual user fees were presented to Council for the upcoming season. Biggest change being that city employees will be charged city resident rates. Motion to move to the Mayor and Council meeting of February 20 th, 2024, made by Councilor Piazza; second by Deputy Mayor Depot. Motion carried. 6-0-0. B. Police Department 1. Accept OPM Grant Grant awarded from the Office of Policy and Management to assist in the purchase of body-worn and dashboard cameras. Motion to move to the Mayor and Council meeting of February 20th, 2024, made by Councilor Sheffield; second by Deputy Mayor Depot. Motion carried. 6-0-0. 2. Axon Enterprises Chief Burton presented request to execute a five-year contract as well as purchase 39 cameras from Axon Enterprises. Payment for purchase and services will be made in five annual installments from grant and operational funding sources. Motion to move to the Mayor and Council meeting of February 20th, 2024, made by Councilor Sheffield; second by Deputy Mayor Depot. Motion carried. 6-0-0. Motion to add Fire Department Truck Repair to the agenda made by Deputy Mayor Depot; second by Councilor Sheffield. Fire Department Truck Repair Chief Tompkins presented need for a transmission repair on one of the 2001 FD trucks. The repair should extend the life of the main line fire engine truck to 2029. Motion to move to the Mayor and Council meeting of February 20th, 2024, made by Councilor Piazza; second by Deputy Mayor Depot. Motion carried. 6-0-0. D. City Council received Freedom of Information Act training from FOIA Commission representative, Russell Blair. E. New EPHDC Member Application Resident H. Shakun applied to serve as an alternate on the Eastern Point Historic District Commission. Motion to move to the Mayor and Council meeting of February 20th, 2024, made by Deputy Mayor Depot; second by Councilor Piazza. Motion carried. 6-0-0. F. Council discussed additional verbiage they would like to see on the Rules and Regulations. A new draft to be presented at the next Committee of the Whole meeting for further review. G. Children First Donation Request The City of Groton received a request for donation from Children First Groton to aide in its mission to support the development of strong families, through programs that promote education, health and safety in Groton. Motion to move to the Mayor and Council meeting of February 20th, 2024, made by Deputy Mayor Depot; second by Councilor Sheffield. Motion carried. 6-0-0. III. EXECUTIVE SESSION Motion to Enter into Executive Session pursuant to CGS 1-200 6(A), made by Deputy Mayor Depot; second by Councilor Sheffield. Motion carried. 6-0-0.
