Please visit Groton Municipal Television on YouTube to view the meeting in further detail. Mayor Hedrick called the meeting to order at 6:03pm. I. ROLL CALL Present: Mayor Hedrick, Deputy Mayor Depot, Councilor Artale, Councilor Sheffield and Councilor Norris. Councilor Patterson (via zoom at 6:06pm). Absent: Councilor Piazza. II. NEW BUSINESS OR REFERRALS: A. 352 Thames St. Demolition Finance Director Yuhas presented a resolution for the demolition of the structure on City owned property, 352 Thames Street. Scope of the project includes nominal abatement, removal of structure foundation, retaining walls, electrical, water/sewer utility cap, and property back fill. Parks and Recreation department to grade and seed landscaping. Deputy Mayor Depot asked how project is reflected on budget and why vendor was chosen. Director Yuhas responded that project was encumbered on the ’24 budget and that capital incurring funds were transferred for it. Also that the means and methods from all vendors were similar but New England Yankee Construction, LLC, submitted the lowest conforming bid. Councilor Sheffield inquired more into the capital funds and method of budgeting. Director Yuhas stated all the capital projects were budgeted that way; moving the money allows it to show as if it were used. Motion to move to the Mayor and Council meeting of July 8th, made by Councilor Norris; second by Deputy Mayor Depot. Motion carried. 5-0-0. III.
