Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for the planting of trees; and WHEREAS, his holiday, called Arbor Day, was first observed with the planting of more than a million trees in Nebraska; and WHEREAS, Arbor Day is now observed throughout the nation and the world; and WHEREAS, trees can reduce the erosion of our precious topsoil by wind and water, cut heating and cooling costs, moderate the temperature, clean the air, produce life-giving oxygen and provide habitat for wildlife; and WHEREAS, trees are a renewable resource, giving us paper, wood for our homes, fuel for our fires and countless other wood products; and WHEREAS, trees in our City increase property values, enhance the economic vitality of business areas and beautify our community; and WHEREAS, trees, wherever they are planted, are a source of joy; and spiritual renewal. Puryear Building located at 243 S. Lake Avenue, Groveland, FL 34736. Mayor Evelyn Wilson called the meeting to order at 7:02 p.m. with the following members present: Vice Mayor Mike Smith, Council Members Barbara Gaines, Mike Radzik and Randolph Waite. City officials present were City Manager Mike Hein, City Clerk Virginia Wright, Sergeant-at-Arms Chief Shawn Ramsey and City Attorney Anita Geraci-Carver. Note: As an alternate option, the public was provided the opportunity to attend the April 5, 2021 City Council Meeting virtually in listen/watch mode only. Consideration of Approval on Ordinance 2021-11:- Orange Street ROW Vacation - Second Reading An Ordinance of the City Council of the City of Groveland, Florida, correcting an error in the legal description relating to a prior vacation of a portion of Orange Street in Ordinance 2001-06-07 as shown on the plat of Taylorville, recorded in plat book 2, pages 7 and 8, of the public records of Lake County, Florida; vesting of title; providing for severability; providing for conflicts and scrivener's errors; and providing for an effective date. City Clerk Wright read the resolution titles, and the ordinance headnotes into the record. Motion: Council Member Gaines moved to approve the Consent Agenda; seconded by Vice Mayor Smith. Vice Mayor Smith mentioned the new district boundaries could impact the dynamics of the upcoming election and encouraged people to review the changes. He stated he is looking forward to the change as it will balance out the population distribution. Motion passed with all council members present voting aye. 2  APRIL 5, 2021 CITY COUNCIL MEETING MINUTES OLD BUSINESS None. NEW BUSINESS None. PUBLIC COMMENT None. Vice Mayor Smith • Met with City staff. • Met with City Manager Hein. Vice Mayor Smith inquired how the City will transition to reopening City Hall now that many people are being vaccinated. Mayor Wilson reported she had been in discussions with City Manager Hein and is hoping to bring things back to normal. Council Member Radzik • Attended the Central Florida Council Boy Scouts of America 2021 Golden Eagle Event honoring Clermont Chief of Police Charles Broadway and Cornerstone Hospice. • Attended the Planning & Zoning Board Meeting last week. Council Member Radzik stated the public was concerned homes were going to be built on South Lake Regional Park. Staff explained no homes would be built on the property and specific language in the annexation only allows the property to be zoned as a park. Council Member Radzik noted this was a valid concern and asked if additional language could be added to ensure the land was never developed. He added the public had expressed concerns regarding an access road from Max Hook Road to Lake Douglas Landing. Council Member Radzik reported he had met with City Manager Hein and stated there are no plans to build such an access road. Council Member Radzik inquired if the City could post information regarding the new Splash Pad Park such as operating hours and cost. Council Member Radzik stated he would like a retreat or workshop scheduled to discuss capital improvement plans and the upcoming budget. He requested staff schedule a date before the next City Council Meeting. Council Member Gaines • Met with City Manager Hein and Sharon Keys, President of the South Lake Academy Project, to discuss a new community center at the Lincoln Park School. Council Member Gaines requested Council consensus to direct City Manager Hein to develop a small business program. City Manager Hein reported this would be to develop a comprehensive approach for small business assistance. 3  APRIL 5, 2021 CITY COUNCIL MEETING MINUTES Vice Mayor Smith reported the City does not have a small business program in place. He stated he felt the City should develop a program to be more welcoming to small businesses. Council Member Gaines reported she had reviewed the City's procurement manual and felt the information was not comprehensive. She requested staff review the manual and make changes to develop a small business program. Council Member Radzik stated he understands the need for a small business program and requested Council Member Gaines provide more information on her ideas before Council directs staff to start developing a plan. Council Member Radzik requested a retreat be scheduled for City Council and for Council Member Gaines to provide the presentation. Council Member Gaines inquired why a retreat would be needed. Council Member Radzik stated he would like a retreat to discuss the topic to ensure the direction Council provides to staff would address all of their concerns. Vice Mayor Smith stated he did not understand the need to schedule a retreat. He noted City Manager Hein is fully capable of finding out the problems and needs of the small businesses. Vice Mayor Smith felt it would be better to have City Manager Hein research the scope of issues for small businesses and then Council could discuss. Council Member Waite stated he concurred with Vice Mayor Smith's recommendation. He suggested staff reach out to SCORE (Service Corp of Retired Executives) for information, as they are dedicated to helping small businesses and could provide insight on the problems and needs. Council Member Waite noted utilizing people who are involved with small businesses would be very helpful. Council Member Gaines reported she has been in touch with SCORE in The Villages and they would like to partner with the City. She indicated SCORE is very anxious to speak with the City as soon as the pandemic tapers off. Council Member Gaines felt it would be very beneficial to establish SCORE in the City. Council Member Waite stated he was in favor of establishing a SCORE group in the City. Mayor Wilson inquired if this is a project Council Member Gaines would like Council to take on or if she wants City staff, specifically, Economic Development, to work on. Council Member Gaines stated it would need to be city-wide due to the scope of the project. Council Member Radzik stated holding a retreat would allow Council to discuss issues and determine what is important to them. He reported the City has limited finances. He stated although he is respectful of what Council Member Gaines is wanting to do regarding a small business program, he felt there may be other areas that should take priority such as addressing the housing crisis. Council Member Gaines stated she agreed there is a housing crisis and felt the City could address both issues at the same time. Council Member Radzik stated funding was an issue which is why he felt priorities should be set. 4  APRIL 5, 2021 CITY COUNCIL MEETING MINUTES Vice Mayor Smith stated with both the housing crisis and the small business program he felt staff should find out the scope of the issue as Council cannot come up with a solution to a problem they do not understand. City Manager Hein stated his understanding is to develop an approach to the issue which would require a needs assessment. Council consensus was for City Manager Hein to develop an approach for a small businesses program and to bring this item back to City Council. Council Member Waite • Met with Public Works and Transportation Director T.J. Fish regarding the sidewalks on Gadson Street and the stormwater repair project. Mr. Fish had advised the project engineer had left resulting in some delays, however, he would be working to move forward with the project. • Attended the Fellowship Christian Athletes Meeting. The purpose of the meeting was to partner with local leaders to provide support for this program. • Attended the Central Florida Council Boy Scouts of America 2021 Golden Eagle Event honoring Clermont Chief of Police Charles Broadway and Cornerstone Hospice. • Attended the National Honor Society Induction at Hope International Preparatory Academy. • Attended an educational round table meeting at the office of Attorney Brent Jones. Education Commissioner Richard Corcoran, Lake County Commissioner Sean Parks, and Lake County Schools Superintendent Diane Kornegay were in attendance. Council Member Waite stated the meeting was important because Florida has a lot of funds available for use. It was discussed to use the funds for disease prevention and increasing pre-kindergarten enrollment. Council Member Waite reported the pre­ kindergarten age group is a crucial time for a child's educational development and it is important to develop a plan to get kids in the classroom. • Council Member Waite reported he had spoken to Commissioner Parks about adding a track at the South Lake Regional Park. Council Member Waite stated he felt a track would be beneficial as it would bring some diversity to the recreational facilities and encourage more families to come to the City. • Council Member Waite strongly encouraged Council to attend one of the upcoming school graduations. He stated it can make a difference to the community's youth. Council Member Waite reported the Hope International Academy graduation is scheduled for May 13th . Mayor Wilson • March 19th attended Virtual Lake Chamber of Commerce Breakfast Meeting. • March 29th attended Vietnam War 50th Anniversary Commemorative Event. • March 31 st attended Hope International Academy Honor Society Celebration. • April 1st attended Virtual Lake County Technical School Advisory Meeting. 5  APRIL 5, 2021 CITY COUNCIL MEETING MINUTES • Attended the Central Florida Council Boy Scouts of America 2021 Golden Eagle Event honoring Clermont Chief of Police Charles Broadway and Cornerstone Hospice. Mayor Wilson stated the Golden Eagle Event was a fund raising event and requested if a donation could be made on behalf of the City. Council Member Radzik noted the City has a discretionary fund which could be used for a donation. City Attorney Geraci-Carver stated she would review the Attorney General's opinion on contributions to non-profits from local governments and follow up with City Manager Hein. City Manager Hein reported there are some discretionary funds incorporated into the budget. The City receives donation requests throughout the year and it is up to the Council's discretion to provide donations, as long as it is compliant with state and federal requirements. Vice Mayor Smith pointed out the City has an application process in place. He stated he was not in favor of providing a donation, instead, the Boy Scouts of America should fill out an application and submit it to the City. Council Member Gaines inquired if the Boy Scouts of America are aware they can apply for a donation; and if not, how the City can educate them on the application process. Mayor Wilson stated the Council was invited to attend the event through WastePro. Funds were being raised in support of the Eagle Scouts and Cornerstone Hospice. Mayor Wilson stated she was in favor of providing a donation. Council Member Gaines asked how organizations could be made aware to apply for donations. Mayor Wilson stated the City would have to let them know. Vice Mayor Smith stated he felt organizations should do their own research as it is not the City's responsibility to educate the community on grant opportunities. Council Member Waite stated it was a missed opportunity. However, next year the City could sponsor a table or make the group aware of the application process prior to the event. The subject property is 11.92+/- acres with a future land use designation of Industrial and a zoning designation of Light Industrial. After reviewing the site plan for the 72,000-square-foot expansion, it was determined the easements are not needed as originally platted. The easements were included in the original platting of the parcel in anticipation of potential need. However, the manner in which the site has been designed and engineered has removed the need for the 30-feet-wide easements. In fact, the easements now serve as an impediment to the proposed Phase 3 investment in the site to add the additional square footage. One vacation request would convert a 30-feet-wide east-west easement adjacent to the northern property line to a 25-feet-wide easement - thus vacating five feet. The other vacation request is to vacate 20 feet of a north-south easement affected by the proposed expansion resulting in a IO-feet-wide easement to remain. Staff supports the vacation requests as there are no utilities located in or anticipated to be located in the affected easements. Furthermore, engineering of the site has accommodated stormwater storage on site in both a retention pond as well as in an area designed underneath the proposed structure. When the on-site stormwater structures fill, the stormwater outfalls to the master retention structure located adjacent to northeast of the site and owned by Lake County. The Planning & Zoning Board provided a unanimous recommendation of approval of Ordinance 2021-12 at the April 1 meeting. Staff recommends approval of the Ordinance 2021-12 vacating portions of two drainage/utility easements on the Captive Aire site. This will allow Captive Aire to move forward on their ~$10 million expansion. BUDGET IMPACT: None. City Council workshops were held on February 16th and March 1st in which presentations were provided by LPG Urban & Regional Planners, Inc. for discuss/direction of redistricting political boundaries. LPG reviewed 2010 US Census Block data, as well as data from the Lake County Property Appraisers office in regard to parcels with residences, City records as to approved subdivisions, socio-economic characteristics, 2010 U.S. Census population data, and BEBR population data. At the March 1st workshop Council consensus was to accept the revised district map Scenario 10.
