Any person desiring to address the Council shall first secure the permission of the presiding officer and shall give his name and address for the record. All remarks shall be addressed to the Council as a body and not to any member thereof unless permission to do so is first granted by the presiding officer. Unless further time is granted by the presiding officer or the council, member of the public shall limit their discussion or address to no more than five minutes. No question shall be asked a council member or city official except through the presiding officer. If your address is exempt from public record you are not required to state it. Lake Avenue Groveland, Florida 34736. Chair David Badillo called the meeting to order at 6:30 p.m. with the following members present: Briggett Brannon, Paula Hall, Margie Jones, Amanda Traywick, Karen Norwood, Ryan Wright, and Mike Smith. City officials present were Parks and Recreation Manager Mike Walker and Recording Secretary Denise Noak. Vice Chair Kerina Young was absent. Guest Speakers/Presentations None. Reports Committee Member Brannon mentioned her prior concerns of possible drug activing at Lake David Park. Parks and Recreation Manager Walker will follow up on the concern. Committee Member Traywick commented on the large public attendance to the Founder’s Day events. Committee Member Norwood commented the Founder’s Day events were nice. Parks and Recreation Manager reported on the upcoming Easter Egg Hunt and mentioned the Historical Society Museum will be a stop for the upcoming Clermont race on April 19 and 20, 2019. Council Liaison Smith reported the Historical Society is continuing their work on the war veteran’s memorial plaque guidelines. Consent Agenda None. Old Business 1. Park Naming Policies (Continued Discussion) Parks and Recreation Manager Walker presented the revised policy to the committee. Recommended changes should be sent to Mr. Walker no later than 5 p.m. on Friday, April 12, 2019. The policy will be finalized by Mr. Walker. Motion: Committee Member Hall moved to adopt the policy with any changes made by Parks and Recreation Manager Walker; seconded by Committee Member Wright. Committee Comment Parks and Recreation Manager Walker handed out a sample of the Easter Egg Hunt flyer and pictures of the new playground. Committee Member Jones expressed disappointment in the citizen attendance of the Founder’s Day events. Alternate Member Norwood suggested placing signs in locations where the public is accustomed to viewing information. Parks and Recreation Manager Walker suggested the RAC committee members assist in placing event flyers around the community. Committee Member Brannon asked if the Fire Department could conduct CPR classes for the public. Council Liaison Smith commented the RAC Committee could recommend that Parks and Recreation Manager Walker request the Fire Department provide annual CPR classes to the citizens. Motion: Committee Member Brannon moved to recommend Parks and Recreation Manager Walker request the Fire Department provide annual CPR classes to the citizens; seconded by Committee Member Wright. Lake Avenue Groveland, Florida 34736. Chair David Badillo called the meeting to order at 6:30 p.m. with the following members present: Kerina Young, Briggett Brannon, Margie Jones, Amanda Traywick, and Ryan Wright. City officials present were Parks and Recreation Manager Mike Walker and Recording Secretary Denise Noak. Committee Members Paula Hall, Karyn Norwood, and Council Liaison Smith were absent. Guest Speakers/Presentations None. Reports Committee Member Traywick reported on attending the Easter Egg Hunt event. Vice Chair Young announced she will be moving out of state and the meeting would be the last one she will attend. Consent Agenda Consideration for approval: March 12, 2019 RAC Meeting Minutes Committee Member Brannon asked the minutes reflect she was a present member at the meeting. Motion: Committee Member Traywick moved to approve the minutes as amended; seconded by Committee Member Wright. Public Comments: None. The motion passed with all members present voting aye. Old Business 1. Final Review - Park Naming Policies Parks and Recreation Manager Walker stated the final revised policy is in the City Attorney review process. Mr. Walker will email the final version after reviewed by the City Attorney. Committee Member Brannon requested the definition of a ‘significant donation’ be clarified in the policy. 2. Wilson Lake Parkway – Update Parks and Recreation Manager Walker reported on the progress at Wilson Lake Parkway. Mr. Walker indicated the lift station will be relocated to the rear of the property. 3. Lake David Park – Update Parks and Recreation Manager Walker reported the expected cost has exceeded the budget and potential revisions to the project include the exclusions of the boardwalk cover, entrance sign arch, shade structures, and picnic tables. The boardwalk materials, restroom structure materials, plumbing fixtures, splash pad surface and features will be downgraded. The RAC Committee Members expressed displeasure with the changes. 4. April Event – Post-Report Parks and Recreation Manager Walker distributed pictures of the Easter Egg Hunt event. New Business 5. May Event Parks and Recreation Manager Walker distributed a flyer for the May 25, 2019 Summer Splash Wacky Waterday event. The final flyer will be emailed to the Committee Members and Committee Member Wright will assist with distributing the flyers to the schools. 6. Summer Camp Schedule Parks and Recreation Manager Walker referenced the Summer Splash flyer as the basic flyer for the weekly event. 7. Yearly Calendar of Events – Discussion for Type of Events Parks and Recreation Manager Walker requested the Committee email suggestions for other types of events the City may provide. 8. Wilson Lake Parkway Pavillion Color Selection Parks and Recreation Manager Walker asked the Committee to select the colors for the Wilson Lake Parkway Pavillion. The Committee consensus was to have green support poles with a blue roof. Public Comments None. Committee Comment Chair Badillo requested the June agenda include the selection of a Vice Chair to replace Kerina Young. Lake Avenue Groveland, Florida 34736. Chair David Badillo called the meeting to order at 6:30 p.m. with the following members present: Paula Hall, Margie Jones, Amanda Traywick, Karen Norwood, and Mike Smith. City officials present were Parks and Recreation Manager Mike Walker and Recording Secretary Denise Noak. Committee Members Bridgett Brannon and Ryan Wright were absent. Guest Speakers/Presentations Audrey Bussey, KOMPAN Playgrounds provided a PowerPoint presentation on the KOMPAN Playground systems. Committee Member Hall thanked Ms. Bussey and would like for KOMPAN to visit possible sites and provide suggestions. Chair Badillo was pleased the equipment did not retain heat. Amanda Traywick spoke in favor of receiving additional information. Reports Committee Members Traywick and Hall reported on the positive response to the Summer Splash Wacky Waterday event. Alternate Member Norwood presented information on Tom Petranoff’s desire to move to Groveland and provide a site for a Javlin Throw training facility. Ms. Norwood will provide the information to Parks and Recreation Manager Walker. Council Liaison Smith stated he was pleased with the committee’s energy. Consent Agenda None. Old Business 1. Wilson Lake Parkway – Update Parks and Recreation Manager Walker reported on the progress at Wilson Lake Parkway. Mr. Walker indicated Phase 1 should be completed in September. Committee Member Hall requested the playground be built into the natural lay of the land. 2. Lake David Park – Update Parks and Recreation Manager Walker reported the Groveland City Council decided to negotiate with CPWG to build Lake David Park in its entirety, without a reduction in amenities or materials. Mr. Walker announced the ground breaking ceremony would be held at Lake David Park at 6 p.m. prior to the June 25, 2019 Council Meeting. 3. May Event – Post-Report Parks and Recreation Manager Walker reported there were 150 to 200 children in attendance at the May 25, 2019 event. 4. Summer Camp – Update Parks and Recreation Manager Walker reported there were approximately 40 children in attendance at the first event. New Business 5. June Event Parks and Recreation Manager Walker commented there will be a Cultural Awareness Event at Festival Park on June 29, 2019 from 11 a.m. until 2 p.m. He will provide an event flyer to the Committee. Mr. Walker stated a Mayor’s Book Club will start on June 6, 2019 and be held every 2 weeks on Thursdays. The July 4th flyer is in the completion stage and will be sent to the Committee. The event begins at 4 p.m. and ends at 11:45 p.m. 6. Vice Chair Nomination/Selection Chair Badillo requested the nominations be tabled until all the current Committee Members were present. Motion: Committee Member Hall moved to table to the next RAC Committee meeting; seconded by Committee Member Jones. Public Comment: None. The motion passed with all members present voting aye. Public Comments Marie Baker requested the Committee recommend naming the Public Safety Complex after former Police Chief T. R. Merrill. Ms. Baker stated he should be honored with a plaque or something, and should be part of the groundbreaking ceremony. Council Liaison Smith explained the process of the naming policy. He suggested she work with Police Chief Ramsey on any other suggestions Ms. Baker proposed. Committee Comment None.
