Groveland Code of Ordinances Sec. 2-58 (I). Any person desiring to address the Council shall first secure
the permission ofthe presiding officer and shall give his name and address for the record. All remarks shall
be addressed to the Council as a body and not to any member thereof unless permission to do so is first
granted by the presiding officer. Unless further time is granted by the presiding officer or the council,
member ofthe public shall limit their discussion or address to no more than five minutes. No question shall
be asked a council member or city official except through the presiding officer.
If your address is exempt from public record you are not required to state it. In addition, do not give out
your Social Security Number, phone number, email address or any other information you do not want others

Recreation Advisory Committee (RAC)
Tuesday, July 9, 2019
The Recreation Advisory Committee (RAC) held a regularly scheduled meeting
on Tuesday, July 9, 2019 at the Lake David Center located at 450 S. Lake
Avenue Groveland, Florida 34736. Chair David Badillo called the meeting to
order at 6:30 p.m. with the following members present: Briggett Brannon, Margie
Jones, Amanda Traywick, Karen Norwood, and Mike Smith. City officials present
were Parks and Recreation Manager Mike Walker and Recording Secretary
Denise Noak.
Committee Members Paula Hall and Ryan Wright were absent.
Guest Speakers/Presentations
Parks and Recreation Manager Walker requested RAC Committee approval for
Tom Petranoff to present his javelin training program. The RAC Committee
agreed to hear the presentation for information purposes only.
Mr. Petranoff presented his javelin training program and will be seeking a training
center to operate from in the City of Groveland. Mr. Petranoff will be locating to
the area in October 2019.
Reports
Committee Member Traywick reported on attending the Lake David Park
groundbreaking and the City Council meeting that followed.
Committee Member Norwood reported on attending the Cultural Awareness
event.
Secretary Brannon asked of the CPR training classes. Parks and Recreation
Manager Mike Walker will follow up on the CPR training classes.
Council Liaison Smith did not have anything to report.

Motion:
Committee Member Traywick moved for approval of the April 9, May 14, and
June 11, 2019 RAC Meeting Minutes; seconded by Secretary Brannon.
Public Comment:
None.
The motion passed with all members present voting aye.
Old Business
1. Vice Chair Nomination/Selection
Chair Badillo nominated Secretary Briggette Brannon. Secretary Brannon
declined the nomination.
Committee Member Norwood nominated Committee Member Amanda Traywick;
seconded by Secretary Brannon.
Public Comment:
None.
The motion passed 4 to 1 with Chair Badillo in opposition.
Secretary Brannon inquired if the position of Secretary was a required position.
Parks and Recreation Manager Walker will inquire.
New Business
2. Park and Recreation PowerPoint Presentation-Program/Event Update
Parks and Recreation Manager Walker presented a PowerPoint Presentation of
various events during the month of June. The presentation was provided to the
Groveland City Council at the July 1, 2019 meeting.
Parks and Recreation Manager Walker presented a listing of events and
programs to include the Mayor's Book Club, Summer Splash Wacky Wednesday
Water Day, Summer Fishing Clinic, Archery Classes, July 4th Event, Back to
School Backpack Outreach, Start Smart Programs, and Be Free Lake.
Motion:
Committee Member Norwood moved to support the programs presented;
seconded by Committee Member Traywick.

The motion passed with all members present voting aye.
3. Wilson Lake Parkway Playground
Parks and Recreation Manager Walker reported the project was been pushed
back until October or November.
Mr. Walker presented a video of a playground designed by Dynamo Games. The
RAC Committee provided the following feedback:
No rocks; expressed concern for the heat; needs swings and climbing for the
little kids; like the spinning structures, rope structures, and slides.
4. Event Calendar Discussion:
Parks and Recreation Manager Walker asked for suggestions of event ideas for
the upcoming year. The RAC Committee provided the following feedback:
BBQ Competition, Sweetheart Event, Father-Daughter Dance; Skateboard,
Wakeboard, Remote Control Boat Demonstrations; Bands, Food Trucks, Car
Show; Haunted House, Trunk or Treat

Committee Comment:
Council Liaison Smith asked the RAC Committee to think of ideas for parking at
Groveland Festival Park.

Recreation Advisory Committee (RAC)
Tuesday,August13,2019
The Recreation Advisory Committee (RAC) held a regularly scheduled meeting
on Tuesday, August 13, 2019 at the Lake David Center located at 450 S. Lake
Avenue Groveland, Florida 34736. Chair David Badillo called the meeting to
order at 6:30 p.m. with the following members present: Amanda Traywick,
Briggett Brannon, Ryan White and Mike Smith. City officials present were Parks
and Recreation Manager Mike Walker and Recording Secretary Denise Noak.
Committee Members Paula Hall, Margie Jones, and Karen Norwood were
absent.
Guest Speakers/Presentations
Parks and Recreation Manager Walker introduced Anthony Fredrick, owner of
Fredrick's Karate.
Committee Member Norwood arrived at 6:36 p.m.
Mr. Fredrick stated he was interested in conducting Yoshikai Karate Classes.
The classes are for ages 5 and up and are not designed for full contact or
throwing. The days he would like are every Tuesday and Thursday from 6:30
p.m. until 7:30 p.m. Parents would have to sign a liability waiver and the
uniforms are free as part of the paid tuition.
Parks and Recreation Manager Walker will check into Groveland's policy on
background checks.
Motion:
Vice Chair Traywick moved to recommend the classes for approval; seconded by
Committee Member Norwood.
Public Comment:
None.
The motion passed with all members present voting aye.
Reports
Vice Chair Traywick commented on the Wacky Wednesday and Backpacks
events.
Secretary Brannon inquired if the basketball court had been installed too early, as
the playground design phase was not complete. Parks and Recreation Manager
Walker indicated it was not too early in the park development.
Council Liaison Smith did not have anything to report.
Consent Agenda

Old Business
1. Wilson Lake Parkway Park Playground
Audrey Bussey, KOMPAN Playgrounds provided a PowerPoint presentation on
the KOMPAN Playground system designed for Wilson Lake Parkway Park.
The project would begin in 2020 and completed in 2 phases.
Vice Chair Traywick inquired if the playground was designed to be added onto in
the future. Ms. Bussey indicated the playground could be added onto in the
future.
The RAC Committee expressed concern of the restroom locations and lack of
equipment for the middle age children.
KOMPAN will revisit the areas of concern and provide additional design concepts
to the RAC Committee
2. Wilson Lake Parkway Park - Project Update
Parks and Recreation Manager Walker distributed reports dated July 10, 2019
and July 16, 2019 from Wood on the Wilson Lake Parkway Park Phase 1 project.
3. Lake David Park - Project Update
Parks and Recreation Manager Walker reported the grading on the north side of
Lake David Parks is complete. A manhole located on the north side of the project
needs to be moved and the contractor will be working on another area of the
project until the manhole has been relocated.
4. Event - Post Report
Parks and Recreation Manager Walker distributed photographs of the July
Wacky Wednesday and the Back to School Backpack events.
5. Yearly Calendar of Events - Draft
Parks and Recreation Manager Walker presented a draft of the 2020 Events
Calendar.
The RAC Committee suggested adding line dancing to the January events.

Vice Chair Traywick inquired of the status of a javelin training site. Parks and
Recreation Manager Walker stated there was no further development at this time.
