Any person desiring to address the Council shallfirst secure the permission of the presiding fficer and shall give his name and addressfor the record. Pursuant to the provisions of Chap. 286, F.5., Sec. 286.0105, if a person decides to appeal any decision made by this body with respect to any matter considered at this meeting, he or she will need a record of the proceedings, and that for such purpose, lte or she may need to ensure that a verbatim record of the proceedings is made, which record may include the testimony and evidence upon which the appeal is to be based and is advised to make such arrangements at his or lter own expense. *In sccordance with the Americans with Disabilities Act and Section 286.26, Florida Statute, persons with disqbilities needing special accommodation to participate in this meeting should contqct the City Clerk's Office no later than 5:00 p.m. the day of the meeting.  Gity of Groveland Minutes Recreation Advisory Committee (RAG) Tuesday, February 11, 2020 The Recreation Advisory Committee (RAC) held a regularly scheduled meeting on Tuesday, February 11,2020 at the Lake David Center Iocated at 450 S. Lake Avenue Groveland, Florida 34736. Chair David Badillo called the meeting to order at 6:30 p.m. with the following members present: Secretary Briggett Brannon, Paula Hall, Margie Jones, Karyn Nonryood, Youth Representative Ryan Wright and Council Liaison Mike Smith. City officials present were Parks and Recreation Director Mike Walker and Recording Secretary Denise Noak. Committee Vice ChairAmanda Traywick arrived at 6:57 p.m Chair David Badillo apologized for missing the January 14,2020 meeting as he was out of town. Sarah Vadnais, who was recently hired as the Parks and Recreation Events Coordinator, introduced herself. GU EST SPEAKE RS/PRESE NTATION S Parks and Recreation Director Walker introduced Denise Thomas from the Vocational Learning Center. Ms. Thomas provided information on a proposed Health Care Training program the Vocational Learning Center would like to hold at the Senior Center. The program covers training for Certified Nurse's Aide and Home Health Aide. The days Ms. Thomas would like to use the Senior Center is Monday, Wednesday, Friday, and Saturday. Saturday would be for certification testing. The classes are for adults who have already graduated from high school or have their GED (General Education Diploma). Council Liaison Smith inquired if a locked storage space at the Senior Center would be needed. Ms. Thomas stated they would prefer having locked storage space; however, other arrangements could be made, if necessary. Committee Member Nonryood asked if there was a waiting list for the classes Ms. Thomas indicated there is a waiting list. Committee Member Hall inquired if there was insurance to cover their equipment. Ms. Thomas stated the Vocational Learning Center is required to have insurance on their equipment. Chair Badillo asked if this was a one-time program. Ms. Thomas indicated the training programs would be ongoing.  Motion: Committee Member Nonruood moved to recommend the City Council approve use of the Senior Center for the Health Care Training programs; seconded by Committee Member Hall. Public Comment: Council Member Radzik stated there was great demand for the training programs and the fees were comparable to other programs. The motion passed with all members present voting aye. CONSENT AGENDA Approval of the January 14,2020 RAC Meeting Minutes: Secretary Brannon stated Committee Member Karyn Nonrvood should be added as an attendee in the minutes. Motion: Secretary Brannon moved for approval of the January 14,2020 Meeting Minutes as amended; seconded by Committee Member Hall. Public Comment: None The motion passed with all members present voting aye OLD BUSINESS 1. Wilson Lake Parkwav Park Proiect Update Parks and Recreation Director Walker stated the pre-fab restroom should arrive on February 19, 2020, and prices forthe lighting of the park is in progress. Secretary Brannon inquired when the playground at the park would be completed. Parks and Recreation Director Walker indicated the park playground was budgeted as part of Phase 2. The completion of the Master Plan for the City will be the first step in the park completion process. Committee Member Jones asked of the status of naming the park. Parks and Recreation Director Walker stated the naming should be on a March 2020 City Council Meeting agenda. 2. Lake David Park Update Parks and Recreation Director Walker indicated the boardwalk was progressing and the amphitheater should arrive in 10 days.  Committee Member Jones inquired of the status of removing the lake edge vegetation. Parks and Recreation Director Walker stated the City is getting quotes for vegetation removal. NEW BUSINESS 3. Founders Week Schedule of Events Parks and Recreation Director Walker mentioned the following scheduled events for Founders Week: o March 21,2020 - Baseball Clinicfrom 11 a.m. -2p.m. Historic Museum Events from 11 a.m. - 5 p.m. . March 23,25, and 27,2020 - Historic Museum Events 12 noon-5 p.m. . March 27,2020 - Chili Cook-off o March 28,2020 - Historic Museum Events 11 a.m. - 5:00 p.m. Music, vendors, Rob Nichols Concert 11 a.m. - 6 p.m. o March 29,2020 - Entertainment, Rib Cook-off, and prizes Parks and Recreation Director Walker spoke of possibly adding something similar to a Motorcycle Poker Run type event between Groveland and Brooksville. Public Comment: Mayor Wilson stated there will be 5 (five) gift certificates valued at $20.00 each and 2 (two) Collector's Edition dimes added to each gift certificate for a total value of $20.20 each. The amount of each prize represents the year 2020. Mayor Wilson inquired if the cook-off was free and could restaurants participate. Parks and Recreation Director Walker indicated the event was free and restaurants could participate. REPORTS a. Committee Member Reports Committee Member Nonruood commented Tom Petranoff has selected a Clermont facility for his Javelin Training Program. Secretary Brannon inquired if the karate classes were still held in a Groveland facility. Parks and Recreation Director Walker stated the karate classes were still actively being held. Secretary Brannon asked if the Zumba classes were free. Parks and Recreation Director Walker indicated the Zumba classes were free. Committee Member Jones commented she has tickets available for the March 7,2020 South Lake Baseball Game.  b. Council Liaison Reoort Council Member Smith suggested the Recreation Advisory Committee begin thinking of the types of recreation activities they would like to see in the Master Plan for the Groveland parks. Should a member have any ideas, they can be provided to the Parks and Recreation Director. c. Parks and Recreation Director Parks and Recreation Director Walker distributed part of the City Charter, the Groveland City Council Meeting Minutes, and the approved Resolution establishing the Recreation Advisory Committee. Parks and Recreation Director Walker announced a Groveland City Council Workshop regarding the Recreation Advisory Committee would be held on March 2,2020 at 6:15 p.m. in the E L Puryear building. The Recreation Advisory Committee is welcome to attend. Mr. Walker noted the meeting is a workshop and is not open to public comments. Committee Member Nonryood inquired of the status of the approval of the RAC Alternate Members. Parks and Recreation Director Walker stated the agenda item was in progress. Public Comment: None.
