Puryear Building Recreation Advisory Committee (RAC) Minutes April 13, 2021 The Recreation Advisory Committee (RAC) held a regularly scheduled meeting on Tuesday, April 13, 2021 via virtual Zoom meeting number 894 3768 1383. Vice Chairperson Paula Hall called the meeting to order at 6:38 p.m. with the following committee members present: David Badillo, Amy Gomes, Margie Jones, Chuck Kenzig, Shana Martin and School Representative Ryan Wright. Absent was Chairperson Amanda Traywick. City officials present were Parks and Recreation Director Mike Walker and Recording Secretary Leota "Dodie" Barger. PUBLIC COMMENTS No public comments were received by the Recording Secretary to be read into the record by the start time of this meeting. ATTENDANCE ROLL CALL TAKEN WELCOME Director Mike Walker welcomed the Steering Committee to the RAC meeting for the purpose of hearing Mr. Barth's presentation. RECREATION ADVISORY COMMITTEE APPLICANT PRESENTATIONS . David Barth - Park and Recreation Master Plan - Needs Assessment Mr. Barth gave his presentation regarding the Needs Assessment Data obtained from the different data sources utilized in the Parks and Recreation Master Plan process which identified 9 top priorities. The next step is for Mr. Barth to give this presentation to City Council. Director Mike Walker dismissed the Steering Committee at this time. CONSENT AGENDA Approval of the February 9, 2021 RAC Meeting Minutes: Motion: Committee Member Chuck Kenzig moved for approval of the February 9, 2021 Meeting Minutes and the motion was seconded by Committee Member Margie Jones. The motion passed unanimously via roll call vote. A Roll Call Vote was taken and the February 9, 2021 minutes passed unanimously. llPage OLD BUSINESS None NEW BUSINESS 1. Splash Pad Rules Mike Walker - Parks, Facilities and Community Service Director Director Walker gave an overview of the draft Splash Pad Rules. Discussion took place and the following changes were made : Splash Pad will be open From Dawn to Dusk. 2. July 4th Event Location Mike Walker - Parks, Facilities and Community Service Director Director Walker suggested the July 4 th event should be held at Lake David Park, with two fireworks locations within the city. Motion: Committee Member Badillo motioned to hold the July 4th event at Lake David Park. Motion was seconded by Committee Member Shana Martin. 3. Farmer's Market Mike Walker - Parks, Facilities and Community Service Director Director Walker noted the Second Friday Farmer's Market began in October of 2020 and it was intended to run through March of 2021; however, the Mayor and City Council would like to continue through the rest of the year. Director Walker asked the RAC if they would like to revise the hours, i.e. 6-8 instead of 5-9 or the day of the week, i.e. Saturday mornings instead of Friday evenings. Also of note, when we originally planned to end the market in March we had begun scheduling other events at the Amphitheater so we have a conflict in May and will have to move the event to Lake David South. Discussion took place amongst committee members. Motion: School Representative Wright motioned to keep the market on Friday night with the same hours. Motion was seconded by Committee Member Badillo. The motion passed unanimously via roll call vote. Vice Chair Hall asked if there were any vandalism issues to report. Director Walker noted the restrooms at Lake David did have some graffiti and it has been cleaned up. The vandals were seen on camera and identified by police who handled it accordingly. 21Page  There was also an issue with soap dispensers being removed at the Lake David restrooms and this was captured on the cameras as well. Vice-Chair Hall noted that our meetings seem to be going later and she would be willing to do several meeting each month so they would not go so late. Director Walker noted this agenda actually had four other items that were removed due to the absence of the Chair and he expects we will be having meetings going until 10:00 or 11 :00 pm for the next several months as we go through the process of reviewing and amending our parks rules for each park. REPORTS a. Committee Member Reports Committee Member David Badillo Mr. Badillo thought the Founders Weekend event went very well. Committee Member Gomes Nothing. Committee Member Margie Jones Mrs. Jones noted there is no place to sit at the playground. In addition, she noted Director Walker had asked her to question the parents at the ball field regarding the current playground equipment and all of the responses were to have different playground equipment. Director Walker noted that earlier today he had asked staff to move a picnic table and bench from the Lake David Center to the playground. He also noted they are placing benches at the splash pad and a new shade structure at City Hall. Committee Member Chuck Kenzig Nothing. Committee Member Shana Martin Nothing. School Representative Ryan Wright Mr. Wright noted the high school band would be holding another Concert in the Park this Thursday at the Amphitheater and it will be 3jPage  a Chamber Ensemble, a Brass Choir, Woodwind Choir and Percussion Ensemble. Vice-Chair Paula Hall She commented that Cherry Lake is still waiting on a playground and benches. She also noted she attended the Founders Weekend event and spoke with over 200 individuals and received a lot of positive feedback. She thought the event was a tremendous success. She also offered condolences and well wishes to Mike Walker's family with the death of his father and wished Chair Amanda Traywick a speedy recovery. Next meeting date is April 13, 2021 . Puryear Building Recreation Advisory Committee (RAC) Minutes May 11, 2021 The Recreation Advisory Committee (RAC) held a regularly scheduled meeting on Tuesday, May 11, 2021 at the E.L. Puryear Building located at 243 S. Lake Avenue, Groveland, FL 34736. Chairperson Amanda Traywick called the meeting to order at 6:30 p.m. with the following committee members present: David Badillo, Paula Hall, and School Representative Ryan Wright. Absent were committee members, Chuck Kenzig and Shana Martin. City officials present were: Parks and Community Services Director Mike Walker and Recording Secretary Leota "Dodie" Barger. Due to vacant positions and a few absences, there was not a Quorum. The meeting continued but no actions or votes were taken. PLEDGE OF ALLEGIANCE PUBLIC COMMENTS No public comments were received by the Recording Secretary to be read into the record by the start time of this meeting. CONSENT AGENDA Approval of the April 13, 2021 RAC Meeting Minutes: Due to the lack of a Quorum, the April 13, 2021 minutes could not be approved. The minutes will be moved forward to the June 8, 2021 meeting. PRESENTATION 1. Recreation Advisory Committee Applicants Each applicant provided an overview of their expertise and took questions from the RAC Board. The applicants will be presented to City Council for review and appointment at the May 17th meeting. OLD BUSINESS 1. Update - April Post Event Report Sarah Pond - Event Coordinator Event Coordinator, Sarah Pond (formerly Vadnais), provided a recap of the City events held in April to include the April 3rd Movie in the Park which had 50 guests in attendance and we did use Event Brite for reservations. On April 9th we held the Second Friday Farmer's Market, which had 17 vendors and entertainment by Randy McNeeley and llPage  James Otto. On April 30 th we held our 1st Annual Arbor Day Celebration with the Elise Tomlin Community Center "After School Program" participating with their artwork about Trees, then they helped plant two trees and all participants enjoyed a free Kona Ice. On May 1st we held the Splash Pad Grand Opening and we had 130 reservations through Event Brite and again had free Kona Ice, hot dogs and cake from the Mayor for everyone. Per approval by Chairperson Traywick, Item 1 "Upcoming Events" under New Business was moved to follow Item 1 "Update -April Post Event Report" under Old Business to allow Events Coordinator Sarah Pond to continue with Event presentations. 1. Upcoming Events Sarah Pond - Event Coordinator Event Coordinator, Sarah Pond, highlighted the upcoming Second Friday Farmer's Market, which will be held at Lake David South near the Splash Pad on May 14th due to a conflicting previously scheduled event at the Amphitheater. We currently have 21 vendors so we have almost doubled vendor participation since our October Market and we will have a mobile DJ for entertainment. She noted we are bringing back Wacky Water Wednesday for the summer. The 4th of July celebration will be held at Lake David Park North with an Antique car show, vendors and fireworks. Chairperson Traywick noted how happy she was with all of the recent events and is very happy about the increase of vendor participation. Vice-Chair Hall asked if the Splash Pad would be operating during the Farmer's Market and asked for clarification on the hours of operation. Event Coordinator Sarah Pond noted the splash pad would be operating and Director Walker noted it would operate normal hours, which is Dawn to Dusk. She asked if there will be one or two locations for the fireworks and Director Walker noted it was still being determined. 2. Update - Cherry Lake Park Mike Walker - Parks and Community Services Director Director Mike Walker explained that Phase II of the Cherry Lake Park construction was on hold while waiting to hear from Lake County Schools as to their plans for a school bordering the Cherry Lake Park 21Page  property. It is not holding up the Master Plan process. However, earlier today, there was a discussion with the consultant and it was determined to move forward with the design of the north 20 acres, which will allow time to get feedback from the planning department. Chairperson Traywick asked if there was any idea on how long we would have to wait to hear from Lake County Schools to make some kind of a decision and how will shared use be determined. Director Walker noted there is no exact time line, just which Planning and Zoning are waiting to receive something in writing as to Lake County's decision. So far as shared use, that would be a discussion with Lake County farther down the line. Chairperson Traywick and Vice-Chair Hall both commented on the lack of things to do at Cherry Lake Park and they have been waiting for over 10 years for a playground, trails, etc. School Representative Wright noted there are no plans in the next 5 to 10 years for any schools in the Cherry Lake area. 3. Update - Lake David Park Mike Walker - Parks and Community Services Director Director Mike Walker noted the park has turned out great, thanks to City Council and the RAC. Chairperson Traywick and Committee Member Badillo noted how pleased they are with the Splash Pad and how happy it made them to see something they had worked on come to fruition. 4. South Lake Regional Park Mike Walker - Parks and Community Services Director Director Mike Walker provided an update on South Lake Regional Park, noting a consultant has been hired and it should be going out to bid in June for construction bids on Phase I, which will include two baseball fields, two softball fields and two cricket fields/multi-purpose fields. This will include dirt removal for Phase I, Phase II and Phase Ill. Than approximately 16 months later, Phase II and 111 will go out to bid along with rebuilding Max Hooks Road and hooking up utilities from S.R. 50. Discussion took place between the Chair and Vice-Chair regarding the irony of how long (over 10 years) it has taken to get anything at Cherry Lake Park and now we are breaking ground on a park we just took over. 31Page Director Walker explained we were handed the building plans when we took over the park, which is why we are ready to break ground. Chair and Vice Chair shared their displeasure at how long it is taking to get anything at Cherry Lake Park and noted they will not stop until Cherry Lake Park receives the amenities they were promised. Director Walker stated for the record that on his first day, March 6th of 2019, he was in a pre-construction meeting for Wilson Lake Park and handed plans to go build it. The only thing on it was the pavilion, not a playground and not cameras and lighting. Chairperson Traywick noted they have been through all of the resident input and have spent thousands of dollars to find out what amenities are needed at Cherry Lake Park over the last 10 years and she believes they need to go to City Council and hold them to the promises that were made. Vice-Chair Hall asked if there was any vandalism to report and Director Walker noted there had not been any vandalism since the last RAC meeting. Vice-Chair Hall asked about monitoring the Splash Pad use/capacity due to Covid. Director Walker noted there is no Covid requirement. The requirement is limited to 60 users due to the volume of chlorinated water that flows through the splash pad. Vice-Chair asked who monitors it and Director Walker noted it is posted on the rules sign but we do not have staff there monitoring it. School Representative Wright asked if there is a capacity sign at the splash pad and Director Walker indicated there is. Mr. Wright noted we should be in compliance as long as the capacity is posted. Chairperson Traywick asked if there would be a fence placed around the splash pad since it is so close to the lake. Director Walker noted there is not currently a fence in the plans however, that can change. At the time of planning the splash park there was not funding for a fence and the City Manager is not a fan of fences so it was not planned to have a fence. Director Walker further explained the splash pad builder noted there are not many splash pads that have fencing even ones near water. 41Page  Vice-Chair Hall questioned whose decision this was, the City Manager or Mr. Barth's. Director Walker responded the City Manager made the decision based on advice from the splash pad builder. He noted that if it is the recommendation of the RAC to have a fence around the splash pad, the recommendation needs to be brought to City Council. Director Walker noted he has received comments both for and against a fence from parents at the splash pad. Chairperson Traywick noted she had received comments from mothers concerned about how quickly children can dart from the splash pad into the lake and they would prefer a fence. Vice-Chair Hall commented that we need to be pro-active and not wait for something bad to happen. NEW BUSINESS 2. Parks Capital Improvements Mike Walker - Parks and Community Services Director Director Mike Walker provided an overview of the Parks Capital Improvements as requested by the RAC Board. The report shows all projects with the budgeted amount, amount spent and current percentage of completion. REPORTS a. Committee Member Reports School Representative Ryan Wright No Report. Committee Member David Badillo Committee Member Badillo noted he attended the Grand Opening of the Splash Pad and thought it went great. Vice-Chair Paula Hall Vice-Chair Hall noted she attended the Grand Opening of the Splash Pad on May 1st and has met with several residents. She noted that we are all working hard for the goodness of the community and we need to come together and support each other at every step. If it comes across that she is being harsh, it is not meant that way. She is simply going to stand up for everybody that lives in Groveland. Committee Chairperson Amanda Traywick Chairperson Amanda Traywick noted she attended the Founders Day Event, April 5th City Council, May 1st Grand Opening of the SI Page  Splash Pad, April 30 th Arbor Day Celebration and the May 3rd City Council Meeting. Chairperson Traywick asked for clarification of what Phase II at Cherry Lake Park would consist of so that after all of this information is processed the RAC will know exactly what it is they are looking at and what the expectations are. She noted she was happy that Parks is bringing back Wacky Water Wednesday. She would like to see possibly basketball or fishing tournaments here at Lake David. She thinks the more we offer to our community the better and suggested we need programs for the children mat Cherry Lake Park. The terms "parks, parkways, recreational areas," are defined to mean parks, wayside parks, parkways, playgrounds, recreation field and buildings, lakes, lagoons, waterways, water areas and all public facilities constructed on grounds, buildings and structures in the City of Groveland which have been assigned to the Parks and Recreation Department for upkeep, maintenance oroperation. B. The terms "Park property" and "Park area" are defined to cover all areas, buildings, locations and facilities described in the foregoing paragraph, and shall include Cherry Lake, David Blanks, Downtown Festival, Elese Tomin Center, Jimmy Thomas Memorial, John Wesley Griffin, Lake David Center, Lake David, Puryear Building/Community Center, Ronald Sefton Gaffney, Veteran's Parks and all other areas assigned to the Parks and Recreation Department in the future. C. The term "City" shall mean the City of Groveland, Florida, and City Council refers to the City Council of the City of Groveland Parks Department" or the "Department" are defined as the City's Parks and Recreation Department and the term "Director" refers to the Parks and Recreation Director. D. The term "Park personnel" and "Park employees" refers to those individuals employed by the City and assigned to the Parks and Recreation Department. GENERAL RULES AND REGULATIONS The following general rules and regulations are designed to assist the public in using the City's Park and Recreation facilities. Obviously all specific questions or concerns are not addressed, and therefore the Parks and Recreation Director is authorized to resolve issues consistent with general City Policies and Code requirements. Interpretation of these rules may be reviewed by the City Manager. City Council may authorize exemptions or modifications of the Rules and Regulations for specific events or activities.  n. ~ Groveland PARKS RULES AND REGULATIONS ARTICLE 1. PARK AUTHORITY A. It shall be the duty and responsibility of the Police Department and the Parks Department to enforce all rules and regulations. B. In addition to the rules and regulations as set out in this article, the City Manager shall have the authority to establish regulations for Park use pursuant to the preservation of health, safety, and/or welfare of the public in furtherance of keeping with the mandates and provisions of this article. C. Any violation of the provisions of this article, or any violation of any rules and regulations adopted pursuant hereto shall authorize the Director or his or her designee or any Police Officer to expel the violator from the Park area; said removal shall be effectuated by requesting the violator to remove himself or herself from the Park area. Failure of any such violator to remove himself or herself from the Park area after a request has been made by Park personnel shall constitute a trespass. Upon the issuance of a first trespass warning, the person noticed shall be banned from the premises for a period of thirty (30) days. Subsequent notices shall ban the individual for periods of ninety (90) days. Any violation of same shall constitute a trespass and shall subject the violator to charges for trespass. In the event a violator does not comply with the request by Park personnel, the Police Department will be requested to require the violator to leave the facility. ARTICLE 2. MERCHANDISING, VENDING, AND PEDDLING Unless specifically authorized in and limited to the duration of any special events permit authorized hereunder, no person, organization or firm except concessionaires approved by the City shall expose or offer for sale, rent, or trade any article, thing, station, service or place any stand, cart, or vehicle for the transportation, sale, or display of any article or merchandise within the limits of any Park area. ARTICLE 3. PRESERVATION OF PROPERTY A. No person shall damage or remove plants or plant materials, trees or parts thereof or any flowers, nuts, or seeds whatsoever from any Parks Department property, nor shall they pile debris or material of any kind on or about any tree or plant, or attach any rope, wire, or other contrivance to any tree or plant, whether temporary or permanent in character or use, without written authorization from the Director. B. No person shall make any excavation by tool, equipment, blasting, or other means or agency. Metal detectors are prohibited without written permission by the Director. C. No person shall construct or erect any building or structure whatever kind, whether 2  r. ~ Groveland PARKS RULES AND REGULATIONS pennanent or temporary, or run or string any public utility into, upon, across or over any Park or recreation lands unless authorized by easement or approved in writing by the City Manager. D. No fires shall be built by any person against or adjacent to any Park building, structure, tree or plant or near the property of others or in any area of any Park except the picnic areas and in such open areas as are specifically designated for fire building, nor shall any person drop, throw or permit to be scattered by any means, lighted matches, burning tobacco products or any other inflammable material within any Park area or any highway, road, or street abutting or contiguous thereto. E. No person shall willfully mark, deface, damage, displace, destroy, remove or tamper with any buildings, facilities, bridges, piers, tables, benches, railings, paving or paving materials, water lines or other utilities, permanent or temporary signs, placards or notices, monuments, stakes, posts, gateways, locks, fencing, boundary markers or other structures, equipment on city property. F. No person shall use tacks, nails, staples or other items that penetrate wood on shelters, signs, trees, etc. G. No person shall stand, or sit on any structure not intended for such use in any park or parkway. H. Preservation of archaeological and historic sites: no person shall excavate, disturb or remove any historic or prehistoric cultural artifacts, nor any bones, shells, or geological specimens on land owned or managed by the city, except as part of an authorized and designated study for scientific, documentation or research purposes, and only with the written permission from the City Manager. Scientific evaluation excavation of any designated or non-designated archaeological site may not be conducted without a state permit. 3  NEW BUSINESS 3. Review - RAC Duties and Responsibilities  ORDINANCE 2020-20 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GROVELAND, COUNTY OF LAKE, STATE OF FLORIDA AMENDING VARIOUS SECTIONS IN CHAPTER 2 OF THE CODE OF ORDINANCES OF THE CITY OF GROVELAND RELATING TO THE GROVELAND RECREATION ADVISORY COMMITTEE MEMBERSHIP, TERMS AND APPOINTMENT; REPEALING PERIODIC REVIEW BY COUNCIL; PROVIDING FOR CODIFICATION; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICT; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, City Council is authorized by Ch. 166, Florida Statutes, to enact legislation and the City Council finds the adoption of this ordinance serves a municipal putpose. WHEREAS, the City Council desires increase the membership of the Groveland Recreation Advisory Committee, include an appointment selection process, and amend the membership terms to coincide in part with council member terms. WHEREAS, the City Council finds it unnecessary to review continuance of the committee every three years, as the City Council has the authority to dissolve the committee and repeal portions of the City Code at any time. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GROVELAND, FLORIDA: SECTION 1. That Section 2-296, Chapter 2 of the Code of Ordinances of the City of Groveland, is hereby amended to read: Sec. 2-296. - Committee duties. (a) The recreation advisory committee shall be advisory to the city council and to the city manager and his staff. The primary duties of the committee shall include the following: (1) To serve in an advisory capacity to the council and city manager on matters pertaining to public recreation, parklands and related facilities. (2) To serve in an advisory capacity to the council and city manager on matters pertaining to art, literature, music, theatre, and other related activities. (3) To serve in an advisory capacity to the council and city staff with respect to the establishment of user/rental fee schedules for parks, sports fields and public facilities. (4) To recommend solutions to scheduling and use conflicts of city recreational facilities. (5) To estelJlish recommend rules and regulations for use and improvement of public parklands, recreation areas, squares, and grounds, including playgrounds, concessions and recreational and related facilities and programs installed and maintained therein.  (6) To serve in an advisory capacity to the council and city staff with respect to policies for the acquisition, development and improvement of parklands and recreational areas. (7) To recommend to the council a comprehensive recreation and parkland use program based on the needs and interests of the community to assure and stimulate public interest, and to solicit to the fullest extent the cooperation of schools, local youth and public and private agencies. (8) To give input on park and recreation grant requests and assist city council and city staff with lobbying granting agencies or organizations for funding. (b) The committee may initiate such efforts and investigations as it deems appropriate in order to properly inform itself and to provide the greatest degree of assistance to the city council, the city manager and his staff and the public. SECTION 2. That Section 2-297, Chapter 2 of the Code of Ordinances of the City of Groveland, is hereby amended to read: Sec. 2-297. - Membership; terms. W The recreation advisory committee shall consist of not less than seven members nor more than nine members, who serve for terms as set forth in this section. of tl:H:ee years. That Section 2-303, Chapter 2 of the Code of Ordinances of the City of Groveland, is hereby amended to read: Sec. 2-303. - Appointment and removal. (ru Prospective members shall complete an application provided by the City. and submit the completed application to the City Clerk by the deadline provided in the solicitation seeking applicants. Except for the Lake County School District representative. appointments shall be made from the applications submitted. flu At a public meeting. each council member shall appoint a resident from his or her district and the mayor shall appoint a resident from any district within the City of Groveland. The city council at a public meeting. by majority vote. shall appoint any members exceeding five. Except for the Lake County School District representative and one at large member, all members must be a resident of the City of Groveland. In the event no applications are submitted from a resident in a particular district, then the council member' s appointment may be from the residents at large who submitted an application. Any vacancies occurring in the membership shall be filled by the appointing authority for the position which becomes vacant. !£). Appointment to the recreation advisory committee shall not constitute a property right in the meaning ofthe Constitution ofthe United States or the State ofFlorida and the members of the committee shall be appointed to and removed from the committee in the manner as deemed appropriate by the city council, in its sole discretion. The members of the committee shall serve at the pleasure of the city council. SECTION 4. That Section 2-304, Chapter 2 of the Code of Ordinances of the City of Groveland, is hereby repealed. SECTION 5. INCLUSION. It is the intention of the City Council of the City of Groveland that the provisions of this Ordinance shall become and be made a part of the City of Groveland Code of Ordinances and that the sections of this Ordinance may be renumbered or re-lettered and the word "ordinance may be changed to "section", "article", or such other appropriate word or phrase to accomplish such intentions. SECTION 6. SEVERABILITY. The provisions of this Ordinance are declared to be separable and if any section, sentence, clause or phrase of this Ordinance shall for any reason be held to be invalid or unconstitutional, such decision shall not affect the validity of the remaining sections, sentences, clauses, or phrases of this ordinance, but they shall remain in effect, it being the legislative intent that this Ordinance shall stand notwithstanding the invalidity of any part. SECTION 7. CONFLICT. All ordinances or parts of ordinances, resolutions or parts of resolutions, which are in conflict with this ordinance are hereby repealed, to the extent necessary to alleviate the conflict, but shall continue in effect insofar as they are not in conflict herewith, unless repeal of the conflicting portion destroys the overall intent and effect of any of the conflicting ordinances, in which case those ordinances so affected shall be hereby repealed in their entirety. SECTION 8. EFFECTIVE DATE. This Ordinance shall become effective immediately upon adoption.
