Any person desiring to address the Council shall first secure the permission ofthe presiding officer and shall give his name and address for the record. Puryear Building Recreation Advisory Committee (RAC) Minutes July 13, 2021 The Recreation Advisory Committee (RAC) held a regularly scheduled meeting on Tuesday, July 13, 2021 at the E.L. Puryear Building located at 243 S. Lake Avenue, Groveland, FL 34736. Chairperson Amanda Traywick called the meeting to order at 6:31 p.m. with the following committee members present: Vice-Chair Paula Hall, David Badillo, Joscelyn Campbell, Linda Cowels, Chuck Kenzig and Shana Martin. Absent was School Representative Ryan Wright. City officials present were: Parks and Community Services Director Mike Walker and Recording Secretary Leota "Dodie" Barger. PLEDGE OF ALLEGIANCE PUBLIC COMMENTS No public comments were submitted to the Recording Secretary to be read into the record by the start time of this meeting. ROLL CALL CONSENT AGENDA Approval of the June 8, 2021 RAC Meeting Minutes: Motion: Committee Member Cowels moved for approval of the June 8, 2021 minutes and the motion was seconded by Committee Member Martin. The motion passed unanimously. PRESENTATIONS 1. Sarah Pond, Event Coordinator-Recap of Past and Future Events Sarah Pond - Event Coordinator Events Coordinator, Sarah Pond noted the Parks Department has been very busy planning and executing events since the last RAC meeting to include: 06/15 - Thrive Pop-Up at the Puryear building with 50 teenagers participating. We had 10 pop-ups, including "lmprov" at the Lake David Amphitheater and "Spice Blending" at the Lake David Center. The llPage  teenagers were provided a meal by "Chefing It Up" and they received a free "Kona Ice". 06/11 - Second Friday Farmer's Market was held with 26 Vendors and the entertainment was a Karaoke event featuring the Trilogy Karaoke Club. 06/19 - Juneteenth event with 15 vendors, visitors received a free "Chicago Italian Ice". The City sold event specific t-shirts and they sold out of all sizes, excluding 2XL. All t-shirt sales will be donated to a local charity. There were several entertainers and the event was live streamed to Facebook. The event drew approximately 300 attendees. 07/03 - 4 th of July Celebration at Cherry Lake Park with food vendors, entertainment by DJ Mix on Wheels and fireworks at 9 PM. 07/04 - 4th of July Celebration at Lake David Park which included a Miss Firecracker Pageant, Car Show with DJ Blu Bloods, Kid Zone, vendors, food vendors, live entertainment by Maiden Kane and fireworks at 9 PM. The event drew approximately 2,500 attendees. 07/09 - Second Friday Farmers Market with 22 vendors and 2 Food Trucks. 06/30 - Wacky Water Wednesday was held at Cherry Lake Park 07/07 -Wacky Water Wednesday cancelled due to Hurricane Elsa Upcoming Events 07/14-Wacky Water Wednesday - at J.T. Memorial Park 07/27 - Stuffing Backpacks for Backpack Bash - 11 :30 am at Hope International Church 07/31 - Back to School Backpack Bash - 10:00 am to 12:00 pm at Hope International Church with local vendors. 08/13 - Second Friday Farmer's Market at Lake David Splash Pad. OLD BUSINESS 1. Capital Improvement Plan Mike Walker - Parks. Facilities and Community Services Director Director Walker noted the Capital Improvement Plan was included in the committee member's packet for their review and will be provided in each monthly meeting packet to keep committee members up to date on progress with completion of projects through the end of this fiscal year. He briefly reviewed the document and noted the Tomlin Center Storage Shed has recently been completed. Upcoming projects are the repaving of the parking lot at the Senior Center and the David Blanks Restroom. Funding for any projects not completed by October 1st will be carried forward. Phase II Cherry Lake Park Design is moving forward along with the Parks Master Plan and a final presentation to the RAC anticipated by end of August and Park Master Plan adoption by end of September. Final design of Cherry Lake should be completed and presented to 21Page  RAC by end of September for approval and recommendation to City Council. Chairperson Traywick asked what the construction timeline is for Cherry Lake Park. Director Walker noted once the elements of the park are agreed upon they will identify what can be funded and then will get construction documents from an engineer and begin construction by mid-year 2022 with anticipated completion by mid-year 2023. Chairperson Traywick asked if this meant they could be facing additional phases. Director Walker noted the building being at 30,000 to 40,000 square feet would be its own phase and probably the last phase of the park. Committee Member Cowles noted at the last RAC meeting the committee members were asked to go to Cherry Lake Park within the seven days following the meeting to provide feedback to Director Walker, however she was not able to go and wanted to know if they were still able to provide the feedback at this time. Director Walker noted Dr. Barth and Ms. Manley have been given the direction to move forward on the Cherry Lake design but if you would like to provide your comments within the next several days, we can forward the information to them. NEW BUSINESS 1. J.T. Memorial Park Mike Walker - Parks and Community Services Director Director Walker noted this is the second park to be reviewed by RAC. Please email your completed assessments to Ms. Dodie or myself and we will keep the information for budget purposes. The completed assessments will be forwarded to City Council with the approved RAC monthly meeting minutes for their review. Chairperson Traywick asked if once the assessments are compiled and forwarded to City Council, there is some type of a timeline for corrections to be made. Director Walker noted this is an ongoing process in the daily oversite of the parks. Daily work requirements have to be considered and most improvements will be done in the fall/winter when the mowing season is over. 31Page  Committee Member Badillo noted he went to J.T. Memorial Park and spoke with the V.P. of the league who showed him areas they would like addressed, specifically the concession area, dugouts, bathrooms, and the outfield, which drops off and is unlevel. Director Walker noted we need to wait until the future purpose of J.T. Memorial Park is determined after the leagues transfer over to the South Lake Sports Complex before we put a lot of money into it. 2. Parks Rules "Draft" - Articles 4 1 5 1 6 & 7 Mike Walker - Parks and Community Services Director Director Walker reviewed the Park Rules, Articles 4, 5, 6, and 7. Discussion took place amongst committee members and Committee Member Campbell asked if there are fines in place when one of the rules are broken and if so should there be verbiage added into the rules reflecting the fines. Director Walker noted he was not sure and would check into it and respond at the next RAC meeting. Motion: Committee Member Badillo moved for approval of the Parks Rules "Draft", rules 4, 5, 6 and 7, as presented and the motion was seconded by Committee Member Campbell. A Roll Call Vote was taken and the motion passed unanimously. REPORTS a. Committee Member Reports Committee Member Shana Martin No Report Committee Member Joscelyn Campbell Committee Member Joscelyn Campbell noted she attended the 6/21 City Council Meeting, 7/8 Farmer's Market, 4th of July event, and met with Kiwanis regarding Read to Sydney and arranged a meeting with Director Walker regarding their participation in one of our Wacky Water Wednesday events. Committee Member Chuck Kenzig No report Committee Member Linda Cowels Committee Member Linda Cowels noted she attended the Juneteenth event and thought it was very successful. 41Page  Committee Member David Badillo Committee Member David Badillo noted he attended the Juneteenth event. Vice Chairperson Paula Hall Vice Chairperson Paula Hall noted she met with Dr. Barth and Director Walker to address concerns with Cherry Lake. Chairperson Amanda Traywick Attended the Public Works Open House and 4th of July events at both Cherry Lake and Lake David. PUBLIC COMMENTS Mayor Evelyn Wilson informed the committee of a Local Pro Wrestling event being held at the Puryear building on July 23 rd , which will benefit the Police Explorers. PARK REVIEW RAC members are to review John Wesley Griffin Park for next month's meeting. Adjournment Chairperson Amanda Traywick adjourned the meeting at 7:55 pm .
