Any person desiring to address the Council shall first secure the permission of the presiding officer and shall give his name and address for the record. All remarks shall be addressed to the Council as a body and not to any member thereof unless permission to do so is first granted by the presiding officer. Unless further time is granted by the presiding officer or the council, member of the public shall limit their discussion or address to no more than five minutes. No question shall be asked a council member or city official except through the presiding officer. Ifyour address is exempt from public record you are not required to state it. In addition, do not give out your Social Security Number, phone number, email address or any other information you do not want others to have access to as the meetings are recorded and those recordings are considered public record. Pursuant to the provisions of Chap. 286, F.S., Sec. 286.0105, if a person decides to appeal any decision made by this body with respect to any matter considered at this meeting, he or she will need a record of the proceedings, and that for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record may include the testimony and evidence upon which the appeal is to be based and is advised to make such arrangements at his or her own expense. *In accordance with the Americans with Disabilities Act and Section 286.26, Florida Statute, persons with disabilities needing special accommodation to participate in this meeting should contact the City Clerk's Office no later than 5:00 p.m. the day of the meeting.  City of Groveland Minutes Recreation Advisory Committee Meeting Tuesday, December 14, 2021 The Groveland Recreation Advisory Committee (RAC) held a regularly scheduled meeting on Tuesday, December 14, 2021 in the Lake David Community Center located at 450 S. Lake Avenue, Groveland, FL 34736. Chair Amanda Traywick called the meeting to order at 6:30 p.m. with the following Committee Members present: David Badillo, Linda Cowels, Chuck Kenzig, Michael Gris, and Lashawn Irvin. City officials present were Parks and Community Services Director Mike Walker and Recording Secretary Sabina Khan-Ali. Excused absences: Vice Chair Paula Hall, Joscelyn Campbell and Shana Martin. OPENING CEREMONIES a. Pledge of Allegiance led by Amanda Traywick. CONSENT AGENDA Consideration of Approval: November 9, 2021 RAC Meeting Minutes Motion: Chair Traywick moved to approve November 9, 2021 RAC Meeting Minutes and to approve the Consent Agenda. Motion passed with all Committee Members present voting aye. PRESENTATIONS Sarah Pond, Events Coordinator - Recap of Past and January Upcoming Events Past Events: • Veterans Day November 11, 2021, breakfast was provided by Butcher Block and flowers were provided by Kim's Florist. • Second Friday Farmers Market on November 12, 2021, there were 40 vendors, including food trucks, Florida Department of Health and Orlando Health providing information on diabetes awareness. • Christmas tree lighting on Friday December 10, 2021, there were over 45 vendors including food trucks, performances by Hope International, South Lake High School Band, Christmas Carolers, and Santa. • Christmas parade on Saturday December 11, 2021, the 30th anniversary, there were 57 participants, 25 vendors, 2 food trucks, performances by Q line Dance Company and the mistletoes. 1  DECEMBER 14, 2021 RECREATION ADVISORY COMMITTEE (RAC) MEETING MINUTES Upcoming Events: • Movie in the Park on Friday December 17, 2021 will be showing How the Grinch Stole Christmas, before the movie there will be a performance by jingle and strings, Lingos Fish and Loaves, Wiseman Popcorn, Movie Cookie Co., and hot chocolate and coffee. • Second Friday Farmers Market on January 14, 2022 • Martin Luther King Jr celebration on January 17, 2022 • Cultural Food Festival on January 29, 2022 OLD BUSINESS 1. Capital Improvement Plan (For Review) Not much has changed. Scoreboards are on hold. Brief discussion on Jimmy Thomas Memorial restroom and concession stand project will begin soon. NEW BUSINESS 2. Cherry Lake Park Update - Mike Walker The Master Plan was discussed and a hard copy conceptual plan was provided to the RAC for their review. Highlights as follows: 40 acre park; 2019 Phase 1 was passed; water and sewer, roads were widened, lift station was installed; parking lot and basketball courts were installed; bathrooms were installed; lights were installed. $1.3 million was spent. Phase II began in September 2021. $3.1 million is what is budgeted. December 20, 2021 will be getting a contract with David Bart and Elizabeth Manley. Chair Traywick stated she thought $6 million was budgeted. Mr. Walker stated the budget is $3.1 million. REPORTS Committee Member Cowels: 11-11-21 Veterans Day City of Groveland 11-15-21 City Council Meeting 11-20-21 Hope Center of Clermont 11-23-21 Thanksgiving Baskets 11-29-21 Mayor Wilson 12-10-21 South Lake County Chamber of Commerce 12-18-21 Pancake Breakfast $6.2 million grant was approved and $2.2 million will be going to the Elise Tomlin Center Would like a 6,000 sq ft 2 story building and would like to change the name of the center to the Elise Tomlin Empowerment Center. 2  DECEMBER 14, 2021 RECREATION ADVISORY COMMITTEE (RAC) MEETING MINUTES Committee Member Gris: 11-15-21 City Council Meeting Christmas Cards for the Public Safety Building Committee Member Badillo: Christmas Cards for the Public Safety Building 12-10-21 Christmas Tree Lighting 12-11-21 Christmas Parade Committee Member Kenzig: Thanked Mike Walker for all the work he has done. Thanked the council members and the mayor for all that they have done. Committee Member Irvin: Thanked everyone for welcoming her. Ms. Irvin thanked Mr. Walker as well. Ms. Irvin pointed out she was raised in Groveland and has been in education for 42 years. Chair Traywick: 11-8-21 City Council Meeting 11-9-21 and 11-10-21 Community Visioning Board 11-11-21 Veterans Day 11-27-21 Christmas Cards 12-6-21 City Council Meeting 12-7-21 Christmas Cards 12-10-21 Farmers Market, Christmas Tree Lighting, Santa 12-11-21 Christmas Parade Ms. Traywick stated the Parks Crew is amazing. She thanked Mike Walker and Mayor Wilson. Parks and Community Services Director Walker Mr. Walker Introduced Lashawn Irvin to the Committee Members. Mr. Walker read an email from Joscelyn Campbell, that stated the Family Christian Center students made over 250 Christmas cards for Groveland Police Department, Fire Department , First Responders, and for the doctors and nurses at South Lake Hospital. The students also provided the same for the City of Clermont a week ago. PUBLIC COMMENT Mayor Wilson spoke about the Christmas cards made by kids at the public safety building. She state she was very proud of the entire Parks Tearn and the exceptional job they do. UPCOMING MEETING SCHEDULE Chair Traywick reported the next RAC Meeting would be held on Tuesday, January 11, 2022 at 6:30 p.m. at the Lake David Community Center.
