Any person desiring to address the Council shall first secure the permission of the presiding officer and shall give his name and address for the record. Lake Avenue, Groveland, FL 34736. Chair Amanda Traywick called the meeting to order at 6:33 p.m. with the following Committee Members present: Vice Chair Paula Hall, Linda Cowels, Chuck Kenzig, Michael Gris, Joscelyn Campbell and LaShawn Irvin. City officials present were Parks and Community Services Director Mike Walker and Recording Secretary Sabina Khan-Ali. Absences: Excused: Shana Martin Unexcused: David Badillo. OPENING CEREMONIES a. Roll call by Sabina Khan-Ali CONSENT AGENDA Consideration of Approval: December 14, 2021 RAC Meeting Minutes Motion: Motion by Committee-Member Gris; to approve the Consent Agenda; seconded by Committee Member Campbell Motion passed with all committee members present voting aye . PRESENTATIONS None. Recap of Past and Upcoming Events Past Events: Mr. Walker discussed previous and upcoming events as follows: • At the Farmers Market on January 14, 2022, there were 25 vendors. In addition, the Bearded Brothers Band performed from 5:00 p.m. to 9:00 p.m. • MLK Celebration was held on January 17, 2022 at Lake David Park from 11 :00 a.m. to 1:00 p.m. The Elise Tomlin Center Children's Choir, and the Heidi's Dance Academy provided performances. • The Cultural Food Festival was held on February 5, 2022. The event had 26 vendors; the musical entertainment and food was great. The food vendors that participated were: Chefing It Up, Pernell's Seasoning, Stuckey Community Improvement Group. • Chef Keith Keogh provided food demonstrations. Facebook Live was available. Sarah Panko and Chef Keogh were very instrumental assisting with the event. 1  FEBRUARY 8, 2022 RECREATION ADVISORY COMMITTEE (RAC) MEETING MINUTES Upcoming Events: • Farmers Market February 11, 2022. There will be 2 bands performing: Southband, (rock/country/party music) and the Bronson Arroyo Band. • Centennial Celebrations February 25 th - 27th · The sponsors for the event are Kroger, CPWG, Halff, Alpha Inspections, Carroll Fulmer Trucking, Anita Carver-Geraci Law Firm, South State Bank, South Lake Electric and Gray-Robinson Attorneys. Event flyers were presented and discussed. OLD BUSINESS 1. Capital Improvement Plan Jimmy Thomas Memorial Park Concession stand renovations are being completed. The restrooms have been painted. The scoreboards are working fine, therefore, new scoreboards will not be ordered at this time. The Lake David Splash Pad shade and the David Blanks restrooms are being discussed with CPWG contractor. 2. Park Rules Legal versus illegal activity were discussed. Alcohol is legal, drugs are not legal. When something is broken was it vandalism, or an accident. Approved by Vice Chair Paula Hall with Committee Member Michael Gris seconding it 3. Update-South Lake Regional Park A bid for construction of the South Lake Regional Park was published mid-January 2022. Eight to ten (8-10) contractors attended the bid opening; there were several sub-contractors in attendance as well. NEW BUSINESS Nominations Chair and Vice Chair: Chair Traywick and Vice Chair Hall thanked the Committee for the opportunity to serve in their respective positions. Motion: Motion by Member Kenzig to nominate Member Joscelyn Campbell to serve as Chair; seconded by Vice Chair Hall. Motion passed with all members present voting aye. Motion: Motion by Member Gris to nominate Member Chuck Kenzig for Vice Chair. There was no second motion, therefore the motion failed. Special Event Coordinator Introductions Steven McDonald is one of our new special events coordinator, he is a resident of Groveland and previously worked for the City of Ocoee. He was the Recreation Supervisor and worked for the City of Ocoee for 7 years. He has experience in special events, child care, adult leagues, child leagues, and aquatics. Francesca Spartz is one of our new special events coordinator, she is a resident of Clermont. She has 10 years of experience within the hospitality industry, where she managed 300 short-term vacation homes and international clientele. Francesca was a collegiate athlete and played softball for 18 years. She has a passion for bringing the youth to the Groveland area and providing similar experiences for them! Both Steven and Francesca are excited to be a part of the Parks team. OLD BUSINESS 1. Capital Improvement Plan (For Review) - Mike Walker Jimmy Thomas Memorial Park is about 95% completed. South Lake Baseball had their opening day. Concession stand is completed. Four windows are still needed. Air Conditioner has been installed. Painting has been done. CPWG has been contracted to work on the shade structure for the Lake David Park Splash Pad . CPWG has been contracted to work on the bathrooms for the David Blanks Park. NEW BUSINESS  2. Cherry Lake Park Update - Mike Walker Meeting with Elizabeth Manley and CPWG. First meeting was the first week in March, the next meeting will be the first week in April. South Lake Regional Park, 2 bids came in on February 22, 2022, both were over $20 million, the engineer estimate was $10 million. REPORTS Committee Member Shana Martin: Did not have anything to add . Committee Member Kenzig: Commented that there should be no more reports. Each person should be responsible for a specific event. Committee Member Gris: Attended the City Council Meeting on 3-7-22 Attended the Centennial Celebrations. Vice Chair Cowels: Attended South Lake Think Tank on 2-1-22 Attended the Centennial Celebrations. Attended CFA Meeting on 3-1-22. Fresh produce is available at the Elise Tomlin Center. Committee Member Irvin: Attended the Farmers Market on 2-11-22. Attended the Centennial Celebrations. Chair Campbell: Attended the Centennial Celebrations. Attended the Mobile Center of Hope. Their primary duties include: 1. To serve in an advisory capacity to the Council and City Manager on matters pertaining to public recreation, park/ands, and related facilities 2. To serve in an advisory capacity to the Council and City Manager on matters pertaining to art, literature, music, theatre, and other related activities 3. To serve in an advisory capacity to the Council and City staff with respect to the establishment of user/rental fee schedules for parks, sports fields, and public facilities 4. To recommend solutions to scheduling and use conflicts of City recreational facilities 5. To recommend rules and regulations for use and improvement of public park/ands, recreation areas, squares, and grounds, including playgrounds, concessions and recreational and related facilities and programs installed and maintained therein 6. To serve in an advisory capacity to the Council and city staff with respect to policies for the acquisition, development and improvement of park/ands and recreational areas 7. To recommend to the Council a comprehensive recreation and parkland use program based on the needs and interest of the community to assure and stimulate public interest, and to solicit to the fullest extent the cooperation of schools, local youth and public and private agencies 8. To give input on park and recreation grant requests and assist City Council and City Staff with lobbying granting agencies or organizations for funding The committee may initiate such efforts and investigations as it deems appropriate in order to properly inform itself and to provide the greatest degree of assistance to the City Council, the City Manager and her/his staff and the public.
