Call to Order by Mayor Westcamp at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Jeff Green - Director of Finance, Ralph Portier - Chief of Police Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Portier led the Pledge of Allegiance. IV. Roll Call Council Member Cleary made a motion, seconded by Council Member Dildine, to excuse Council Member Hilbert from the meeting. All in favor stated AYE, None Opposed. Motion passed. The acting clerk read the title. A motion was made by Council Member Rarey, seconded by Council Member Cleary, to adopt. The motion carried by the following vote: Yes: 5 - Cleary, Dildine, Drury, Rarey and Stoots RES. 13-004 A RESOLUTION ADOPTING THE TAX BUDGET FOR THE CALENDAR YEAR 2014 Sponsors: Stoots Attachments: RES. 13-004 2014 TAX BUDGET.pdf No discussion. The acting clerk read the title. A motion was made by Council Member Drury, seconded by Council Member Stoots, to adopt. The motion carried by the following vote: Yes: 5 - Cleary, Dildine, Drury, Rarey and Stoots B. 2nd Readings - None C. 1st Readings --- Executive Session Law Director Shannon requested Council consider going into executive session pursuant to O.R.C. Section 121.22(G)2, to consider the purchase of property for public purposes to include Council, the Mayor, Finance Director Green, Chief Portier, Administrator Hall and himself. A motion was made by Council Member Dildine, seconded by Council Member Cleary at 6:34 p.m.to go into Executive Session according to Law Director's City of Groveport Page 2 City Council Meeting Minutes - Final July 8, 2013 request. The motion carried by the following vote: Yes: 5 - Cleary, Dildine, Drury, Rarey and Stoots Motion was made to come out of executive session by Council Member Drury, seconded by Council Member Dildine at 7:05 p.m., with no action taken. The motion carried by the following vote: Yes: 5 - Cleary, Dildine, Drury, Rarey and Stoots ORD. 13-030 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER INTO A CONTRACT FOR THE PURCHASE OF PARCEL NO. 185-000144 LOCATED AT 173 FRONT STREET OWNED BY SOUTHEAST MENTAL HEALTH CENTER, INC. AND THE DECLARATION OF AN EMERGENCY Sponsors: Cleary Law Director Shannon requested Council to consider making a motion to suspend the rules as to the three readings and the effective date. The acting clerk read the title. A motion was made by Council Member Dildine, seconded by Council Member Drury, to suspend the rules as to the three readings requirement and the effective date. The motion carried by the following vote: Yes: 5 - Cleary, Dildine, Drury, Rarey and Stoots A motion was made by Council Member Dildine, seconded by Council Member Stoots, to adopt as emergency legislation. The motion carried by the following vote: Yes: 5 - Cleary, Dildine, Drury, Rarey and Stoots ORD. 13-031 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER INTO A CONTRACT FOR THE PURCHASE OF PARCEL NO. 185-001850 LOCATED AT 5690 CLYDE MOORE DRIVE OWNED BY OFFICES AT GREENPOINTE PARK, LTD AND THE DECLARATION OF AN EMERGENCY Sponsors: Dildine Law Director Shannon requested Council to consider making a motion to suspend the rules as to the three readings and the effective date. The motion carried by the following vote: Yes: 5 - Cleary, Dildine, Drury, Rarey and Stoots ORD. 13-032 AN ORDINANCE AMENDING ORDINANCE 12-051 (ADOPTED 11/13/2012), THE ANNUAL APPROPRIATION ORDINANCE OF THE CITY OF GROVEPORT, OHIO, FOR THE CALENDAR YEAR 2013 AND FURTHER AMENDING ORDINANCE 13-007 (ADOPTED 3/25/13), ORDINANCE 13-014 (ADOPTED 5/13/13) AND ORDINANCE 13-029 (ADOPTED 6/24/13), WHICH AMENDED THE SAME Sponsors: Hilbert Attachments: ORD. 13-032 - MEMO and EXH.pdf Law Director Shannon requested a suspension of the rules as to the three readings and noted this is an appropriation Ordinance and it will go into effect immediately, because it is an appropriation measure. The acting clerk read the title. A motion was made by Council Member Stoots, seconded by Council Member Drury, to suspend the rules as to the three readings requirement. The motion carried by the following vote: Yes: 5 - Cleary, Dildine, Drury, Rarey and Stoots A motion was made by Council Member Dildine, seconded by Council Member Stoots, to adopt. The motion carried by the following vote: Yes: 5 - Cleary, Dildine, Drury, Rarey and Stoots RES. 13-005 A RESOLUTION AUTHORIZING THE USE OF A PORTION OF THE PROCEEDS OF BONDS OR BOND ANTICIPATION NOTES OF THE CITY OF GROVEPORT, IN THE ESTIMATED PRINCIPAL AMOUNT OF NOT TO EXCEED $800,000.00, TO BE ISSUED FOR THE PURPOSE OF ACQUIRING REAL ESTATE FOR MUNICIPAL PURPOSES, AND CONSTRUCTING SITE IMPROVEMENTS AND APPURTENANCES City of Groveport Page 4 City Council Meeting Minutes - Final July 8, 2013 THERETO IN CONNECTION WITH GROVEPORT'S POLICE FACILTY AND MUNICIPAL BUILDING, TO REIMBURSE THE CITY'S GENERAL, PERMANENT IMPROVEMENT, OR BOND CONSTRUCTION FUND FOR MONEYS PREVIOUSLY ADVANCED FOR SUCH PURPOSE Sponsors: Stoots Law Director Shannon requested a suspension of the rules as to the three readings and noted this is an appropriation Resolution and it will go into effect immediately, because it is an appropriation measure. Mayor - Lance Westcamp Mayor Westcamp thanked all the City employees, police department and volunteers who helped with the 4th of July Celebration. He said even with the inclement weather it was a success and he received a lot of positive feedback on the fireworks. He expressed his appreciation for the volunteers on this year's 4th of July Committee. He added all their hard work made it a success. B. Administrator - Marsha Hall No report C. Chief of Police - Ralph Portier City of Groveport Page 5 City Council Meeting Minutes - Final July 8, 2013 Chief Portier thanked the Mayor and Council for their positive support of the Police Department. He conveyed his appreciation to Administrator Hall, Finance Director Green and Law Director Shannon. D. Director of Finance - Jeff Green No report E. Director of Law - Kevin Shannon No report F. Council Members - Ed Rarey, Jean Ann Hilbert, Donna Drury, Ed Dildine, Shawn Cleary & Jan Stoots Council Member Dildine commented that even with the rain there were quite a lot of people out to watch the parade, vendors were happy with the attendance. He asked for Council’s approval to invite the 4th of July Committee to the next Committee of the Whole Meeting so the Mayor and Council could express their appreciation to them publicly. Council Member Stoots inquired as to an update on the bridge on Richardson Road. Administrator Hall responded per Dean Ringle due to the rain they are behind. They were originally ahead of schedule with the completion date of July 19th, but contingent on the weather it could be delayed up to July 26th. They are planning a ribbon cutting at 11:00 a.m. on July 19th, but no invitations will be sent out until that is confirmed. The bridge will open later that day assuming there are no more weather delays. Council Member Drury reported that the Free Summer Lunch Program in the past four weeks have served 2100 meals, with the Groveport site providing between 40 and 45 lunches daily. The program is providing a service to the young people of the community who otherwise would not have daily meals when school is out. G.
